Some 1992 P3 models equipped with I-Beam front axles (RPO FS3) and front stabilizers, may exhibit a condition where the front stabilizer insulator U-bolts or vertical links may fall.
This condition may be caused by the hardness of the stabilizer insulators and/or the hardness of the link insulators. In order to correct these conditions, it is necessary to replace the insulators, clamps, U-bolts, washers and nuts of the stabilizer as well as the link insulators. It will be necessary to replace the vertical link if it has failed.
1. Make sure the vehicle is on level ground. Block the rear tires.
2. Raise the front end of the vehicle.
3. Loosen the nut (Figure 1, View A (12)) which fastens the stabilizer bar to the stabilizer link. Repeat at the opposite side.
4. Remove the stabilizer insulator (2), U-bolt (9) and clamp (10) by removing the nuts (3). Repeat at the opposite side. The stabilizer should drop down from the frame and remain attached to the links.
5. Detach both links from the axle and remove the stabilizer/link assembly from the vehicle.
6. Remove and replace the link insulators (7). Use the original retainers (6) and nuts (8). Also, replace the link assembly (5) if it has failed (Refer to the service manual "Stabilizer Shaft Replacement").
7. Reinstall the stabilizer/link assembly to the vehicle by fastening the links to the axle. Tighten each nut (8) to the position shown in Figure 1, View B.
8. Install the new insulator (2), clamps (10), U-bolts (9), washers (4) and nuts (3). Fasten the stabilizer bar to the frame flanges. Torque each U-bolt nut to 28 N.m (21 lbs. ft.).
9. Retorque the stabilizer to the link. Torque each nut (12) to 63 N.m (47 lbs. ft.).
10. Lower the vehicle.

General Motors bulletins are intended for use by professional technicians, not a "do-it-yourselfer". They are written to inform those technicians of conditions that may occur on some vehicles, or to provide information that could assist in the proper service of a vehicle. Properly trained technicians have the equipment, tools, safety instructions and know-how to do a job properly and safely. If a condition is described, do not assume that the bulletin applies to your vehicle, or that your vehicle will have that condition. See a General Motors dealer servicing your brand of General Motors vehicle for information on whether your vehicle may benefit from the information.
