THE NATIONAL TRAFFIC AND MOTOR VEHICLE SAFETY ACT, AS AMENDED, PROVIDES THAT EACH VEHICLE WHICH IS SUBJECT TO A RECALL CAMPAIGN OF THIS TYPE MUST BE ADEQUATELY REPAIRED WITHIN A REASONABLE TIME AFTER THE OWNER HAS TENDERED IT FOR REPAIR. A FAILURE TO ADEQUATELY REPAIR WITHIN 60 DAYS AFTER TENDER OF A VEHICLE IS PRIMA FACIE EVIDENCE OF FAILURE TO REPAIR WITHIN A REASONABLE TIME. IF THE CONDITION IS NOT ADEQUATELY REPAIRED WITHIN A REASONABLE TIME, THE OWNER MAY BE ENTITLED TO AN IDENTICAL OR REASONABLY EQUIVALENT VEHICLE AT NO CHARGE, OR TO A REFUND OF THE PURCHASE PRICE LESS A REASONABLE ALLOWANCE FOR DEPRECIATION.
IN ORDER TO AVOID HAVING TO PROVIDE THESE BURDENSOME SOLUTIONS, EVERY EFFORT MUST BE MADE TO PROMPTLY SCHEDULE AN APPOINTMENT WITH EACH OWNER AND TO REPAIR HIS VEHICLE AS SOON AS POSSIBLE. AS YOU WILL SEE IN READING THE ATTACHED COPY OF THE LETTER WHICH IS BEING SENT TO OWNERS, THE OWNER IS BEING INSTRUCTED TO CONTACT THE NEAREST CHEVROLET ZONE OFFICE IF HIS DEALER DOES NOT REMEDY THE CONDITION WITHIN 5 DAYS OF THE MUTUALLY AGREED UPON SERVICE DATE. IF THE CONDITION IS NOT REMEDIED WITHIN A REASONABLE TIME, HE IS INSTRUCTED ON HOW TO CONTACT THE NATIONAL HIGHWAY TRAFFIC SAFETY ADMINISTRATION.
CONDITION INVOLVED
GENERAL MOTORS HAS DETERMINED THAT CERTAIN 1981 C10-20 SERIES CHEVROLET LIGHT DUTY TRUCKS FAIL TO CONFORM TO THE REQUIREMENTS OF FEDERAL MOTORS VEHICLE SAFETY STANDARD FMVSS 116 "HYDRAULIC BRAKE FLUID." THE INVOLVED VEHICLES WERE SHIPPED WITH HYDRAULIC BRAKE FLUID WHICH DOES NOT MEET THE BRAKE FLUID BOILING POINT REQUIREMENT OF THE STANDARD.
AS A RESULT, IF A VEHICLE IS SUBJECTED TO SEVERE BRAKING OR OTHER CONDITIONS THAT RESULT IN HIGH BRAKE FLUID TEMPERATURES, BRAKING EFFICIENCY MAY BE REDUCED WHICH CAN CAUSE AN INCREASE OF NORMAL STOPPING DISTANCT.
WHEN THE BRAKES ARE APPLIED, ANY BOILING OF THE FLUID WILL BE APPARENT TO THE DRIVER BY AN INCREASE IN PEDAL TRAVEL, OR A SPONGY FEELING BRAKE PEDAL. IF THESE WARNINGS ARE NOT HEEDED, A VEHICLE CRASH CAN OCCUR UNDER CONDITIONS WHERE MINIMUM STOPPING DISTANCE IS REQUIRED.
TO PREVENT THIS CONDITION FROM OCCURRING, THE VEHICLES INVOLVED MUST HAVE THE SUSPECT HYDRAULIC BRAKE FLUID BLED FROM THE BRAKE SYSTEM AND REPLACED WITH GM DELCO SUPREME NO. 11, OR EQUIVALENT.

THIS RECALL CAMPAIGN IS TO BE PERFORMED AT NO CHARGE TO OWNERS ON ALL AFFECTED VEHICLES REGARDLESS OF TIME, MILEAGE, OR OWNERSHIP. DEALERS ARE TO INSPECT AND CORRECT ALL AFFECTED VEHICLES IN NEW AND USED VHEICLE STOCK PRIOR TO THEIR SALE.
WHENEVER A VEHICLE SUBJECT TO THIS CAMPAIGN IS TAKEN INTO YOUR NEW OR USED VEHICLE INVENTORY, OR IT IS IN YOUR DEALERSHIP FOR SERVICE IN THE FUTURE, YOU SHOULD TAKE THE STEPS NECESSARY TO BE SURE THE CAMPAIGN CORRECTION HAS BEEN MADE.
THIS BULLETIN IS NOTICE TO YOU THAT THE NEW MOTOR VEHICLES INCLUDED IN THIS CAMPAIGN MAY NOT COMPLY WITH THE STANDARD IDENTIFIED ABOVE. UNDER SECTION 108 OF THE NATIONAL TRAFFIC AND MOTOR VEHICLE SAFETY ACT, IT IS ILLEGAL FOR A DEALER TO SELL A NEW MOTOR VEHICLE WHICH THE DEALER KNOWS DOES NOT COMPLY WITH AN APPLICABLE FEDERAL MOTOR VEHICLE SAFETY STANDARD. SERVICE PROCEDURE
1. REMOVE ALL CONTAMINATED FLUID FROM THE MASTER CYLINDER RESERVIOR AND REPLACE WITH NEW SUPREME 11 FLUID OR EQUIVALENT.
2. USING EITHER MANUAL OR PRESSURE BLEEDING, AS DESCRIBED IN 1981 SERVICE MANUAL SECTION 5 PAGES 10 AND 11, REMOVE ONE-HALF (1/2) PINT OF BRAKE FLUID FROM EACH WHEEL.
BE CERTAIN TO MAINTAIN THE MASTER CYLINDER FLUID LEVEL TO ELIMINATE POSSIBLE AIR ENTRY
DISCARD ALL REMOVED FLUID.
3. INSTALL "CAMPAIGN IDENTIFICAITON LABEL" ACCORDING TO THE INSTRUCTIONS CONTAINED IN THIS BULLETIN.

EACH LABEL PROVIDES A SPACE TO INCLUDE HTE FIVE DIGIT DEALER CODE OF THE DEALER PERFORMING THE CAMPAIGN SERVICE. THIS INFORMATION MAY BE INSERTED WITH A TYPEWRITER OR BALLPOINT PEN.
EACH "CAMAPAIGN IDENTIFICAITON LABEL" IS TO BE LOCATED ON THE RADIATOR CORE SUPPORT IN AN AREA WHICH WILL BE VISIBLE WHEN THE VEHICLE IS BROUGHT IN FOR PERIODIC SERVICING BY THE OWNER.
APPLY "CAMPAIGN IDENTIFICATION LABEL" ONLY ON A CLEAN DRY SURFACE.
