CAMPAIGN: FRONT SEAT ADJUSTER 1980 CHEVROLET CITATION

THE NATIONAL TRAFFIC AND MOTOR VEHICLE SAFETY ACT, AS AMENDED, PROVIDES THAT EACH VEHICLE WHICH IS SUBJECT TO A RECALL CAMPAIGN OF THIS TYPE MUST BE ADEQUATELY REPAIRED WITHIN A REASONABLE TIME AFTER THE OWNER HAS TENDERED IT FOR REPAIR. A FAILURE TO ADEQUATELY REPAIR WITHIN 60 DAYS AFTER TENDER OF A VEHICLE IS PRIMA FACIE EVIDENCE OF FAILURE TO REPAIR WITHIN A REASONABLE TIME. IF THE CONDITION IS NOT ADEQUATELY REPAIRED WITHIN A REASONABLE TIME, THE OWNER MAY BE ENTITLED TO AN IDENTICAL OR REASONABLY EQUIVALENT VEHICLE AT NO CHARGE, OR TO A REFUND OF THE PURCHASE PRICE LESS A REASONABLE ALLOWANCE FOR DEPRECIATION.

IN ORDER TO AVOID HAVING TO PROVIDE THESE BURDENSOME SOLUTIONS, EVERY EFFORT MUST BE MADE TO PROMPTLY SCHEDULE AN APPOINTMENT WITH EACH OWNER AND TO REPAIR HIS VEHICLE AS SOON AS POSSIBLE. AS YOU WILL SEE IN READING THE ATTACHED COPY OF THE LETTER WHICH IS BEING SENT TO OWNERS, THE OWNER IS BEING INSTRUCTED TO CONTACT THE NEAREST CHEVROLET ZONE OFFICE IF HIS DEALER DOES NOT REMEDY THE CONDITION WITHIN 5 DAYS OF THE MUTUALLY AGREED UPON SERVICE DATE. IF THE CONDITION IS NOT REMEDIED WITHIN A REASONABLE TIME, HE IS INSTRUCTED ON HOW TO CONTACT THE NATIONAL HIGHWAY TRAFFIC SAFETY ADMINISTRATION.

CONDITION INVOLVED

GENERAL MOTORS HAD DETERMINED THAT SOME 1980 CHEVROLET CITATION MODELS DO NOT CONFORM TO FEDERAL MOTOR VEHICLE SAFETY STANDARD 207, "ANCHORAGE OF SEATS." THE LOCK BAR IN THE FRONT SEAT ADJUSTER ASSEMBLIES MAY NOT ENGAGE SATISFACTORILY DUE TO A CLEARANCE DISCREPANCY, AND THE ABILITY OF THE SEAT ADJUSTER TO MAINTAIN THE SEAT IN A LATCHED POSITION DURING AN ACCIDENT MAY BE REDUCED. IF THE SEAT IS NOT MAINTAINED IN THE LATCHED POSITION IN AN ACCIDENT, THE LIKELIHOOD OF INJURY TO THE SEAT OCCUPANT(S) WILL BE INCREASED.

IN ORDER TO ELIMINATE THIS CONDITION, BOTH FRONT SEAT ADJUSTER ASSEMBLIES WILL BE REPLACED IN ACCORDANCE WITH THE INSTRUCTIONS CONTAINED IN THIS CAMPAIGN BULLETIN.

THE FOLLOWING 1980 CHEVROLET CITATIONS ASSEMBLED AT WILLOW RUN ARE THE ONLY VEHICLES INVOLVED IN THIS CAMPAIGN:

DEALER CAMPAIGN RESPONSIBILITY

ALL INVOLVED VEHICLES ARE NOT TO BE SOLD BY THE DEALER UNTIL THIS CAMPAIGN MODIFICATION HAS BEEN COMPLETED.

THIS BULLETIN IS NOTICE TO YOU THAT THE NEW MOTOR VEHICLES INCLUDED IN THIS CAMPAIGN MAY NOT COMPLY WITH THE STANDARD IDENTIFIED ABOVE. UNDER SECTION 108 OF THE NATIONAL TRAFFIC AND MOTOR VEHICLE SAFETY ACT, IT IS ILLEGAL FOR A DEALER TO SELL A NEW MOTOR VEHICLE WHICH THE DEALER KNOWS DOES NOT COMPLY WITH AN APPLICABLE FEDERAL MOTOR VEHICLE SAFETY STANDARD. AS A CONSEQUENCE, IF YOU SELL ANY OF THESE MOTOR VEHICLES WITHOUT FIRST PERFORMING THE CAMPAIGN CORRECTION, YOUR DEALERSHIP MAY BE SUBJECT TO A CIVIL PENALTY UP TO $1,000 FOR EACH SUCH SALE.

SERVICE PROCEDURE

ALL FRONT SEATS ARE SECURED TO THE FLOOR PAN BY NUTS AND STUDS. THE ADJUSTERS ARE SECURED TO THE SEAT BOTTOM FRAME FRONT AND REAR BY FOUR ATTACHING BOLTS.

REMOVAL AND REPLACEMENT PROCEDURE

1. OPERATE SEAT TO FULL FORWARD POSITION. WHERE NECESSARY, TO GAIN ACCESS TO ADJUSTER-TO-FLOOR PAN ATTACHING BOLTS OR NUTS, REMOVE ADJUSTER REAR FOOT COVERS.

2. ON FULL BENCH SEATS WHERE THE FRONT INNER SEAT BELTS GO THROUGH THE SEAT ASSEMBLY, REMOVE THE INNSER SEAT BELT-TO-FLOOR PAN ANCHOR PLATE ATTACHING BOLTS. USE DOOR LOCK STRIKER/SEAT BELT ANCHOR BOLT REMOVAL TOOL J-23457 OR EQUIVALENT.

3. REMOVE ADJUSTER-TO-FLOOR PAN REAR ATTACHING NUTS.

4. OPERATE SEAT TO FULL REARWARD POSITION. REMOVE ADJUSTER FRONT FOOT COVERS, THEN REMOVE ADJUSTER-TO-FLOOR PAN FRONT ATTACHING NUTS.

5. WITH AID OF A HELPER, REMOVE SEAT ASSEMBLY FROM CAR AND PLACE SEAT, TRIM DOWN, ON A CLEAN PROTECTED SURFACE.

6. REMOVE SEAT ADJUSTER ASSIST SPRING FROM ADJUSTERS. ON BOTH ADJUSTERS, SQUEEZE HOOKED END OF SEAT ADJUSTER, LOCKING WIRE TOGETHER AND SLIDE RETAINING SPRING BACK OVER HUMP IN LOCKING WIRE AND REMOVE LOCKING WIRE FROM ADJUSTERS.

7. REMOVE ADJUSTER-TO SEAT BOTTOM FRAME FRONT AND REAR ATTACHING BOLTS AND REMOVE SEAT ADJUSTERS FROM SEAT BOTTOM FRAME.

8. INSTALL NEW ADJUSTERS TO FRAME BY REVERSING REMOVAL PROCEDURE. TIGHTEN ADJUSTER-TO-SEAT BOTTOM FRAME BOLTS TO 20 TO 28 NEWTON METRES (15 TO 21 FT. LB.)

9. TO INSTALL SEAT ASSEMBLIES, REVERSE REMOVAL PROCEDURE.

10. TIGHTEN SEAT ADJUSTER TO FLOOR PAN ATTACHING NUTS 20 TO 28 NEWTON- METRES (15 TO 21 FT.LB). TIGHTEN SEAT INNER LAP BELT ANCHOR BOLTS 41 TO 61 NEWTON METRES (30 TO 45 FT. LB.).

11. INSTALL ALL ADJUSTER FOOT COVERS.

12. CHECK OPERATION OF SEAT BY CYCLING ADJUSTERS TO FULL LIMITS OF TRAVEL IN BOTH DIRECTIONS SEVERAL TIMES. POSITION ADJUSTER IN EACH OF THE 10 LOCKING LOCATIONS AND CHECK FOR POSITIVE LOCKING ACTION IN EACH LOCATION.

WARRANTY INFORMATION, FAILURE CODE, LABOR TIME ALLOWANCE, FAILED LABOR OPERATION AND CONDITION CODE

DEALERS ARE TO SUBMIT EACH CAMPAIGNED VEHICLE AS A SEPARATE CASE ON THE ONE-LINE WARRANTY CLAIM FORM, GSD-970.

THE CAMPAIGN FAILURE CODE, LABOR OPERATION NUMBER AND CONDITION CODE ARE TO BE SUBMITTED EXACTLY AS SHOWN ON THE EXAMPLE GSD-970 ONE-LINE CLAIM FORM INCLUDED IN THIS CAMPAIGN BULLETIN.

DEALERS SUBMITTING WARRANTY CLAIM APPLICATIONS ON THE CHEVROLET DEALER COMMUNICATION SYSTEM ARE TO SUBMIT CAMPAIGN CLAIMS VIA THE DEALER COMMUNICATIONS TERMINAL ACCORDING TO THE CAMPAIGN CLAIM PROCEDURE DOCUMENTED IN THE CHEVROLET "DEALER COMMUNICATION SYSTEM OPERATION GUIDE."

DEALERS WILL AUTOMATICALLY BE CREDITED 30% OF DEALER NET WHEN PARTS ARE FURNISHED AT NO-CHARGE BY CHEVROLET ($7.61).

CAMPAIGN IDENTIFICATION LABEL

EACH VEHICLE MODIFIED IN ACCORDANCE WITH THE INSTRUCTIONS OUTLINED IN THIS PRODUCT CAMPAIGN BULLETIN WILL REQUIRE A "CAMPAIGN" IDENTIFICATION LABEL." EACH LABEL PROVIDES A SPACE TO INCLUDE THE FIVE DIGIT DEALER CODE OF THE DEALER PERFORMING THE CAMPAIGN SERVICE. THIS INFORMATION MAY BE INSERTED WITH A TYPEWRITER OR BALLPOINT PEN.

EACH "CAMPAIGN IDENTIFICATION LABEL" IS TO BE LOCATED ON THE RADIATOR CORE SUPPORT IN AN AREA WHICH WILL BE VISIBLE WHEN THE VEHICLE IS BROUGHT IN FOR PERIODIC SERVICING BY THE OWNER.

APPLY "CAMPAIGN IDENTIFICATION LABEL" ONLY ON A CLEAN DRY SURFACE.

ADMINISTRATIVE PROCEDURE

THE APPROPRIATE CAMPAIGN HANDLING AND ADMINISTRATIVE PROCEDURE MAY BE FOUND IN THE CHEVROLET SERVICE POLICIES AND PROCEDURE MANUAL, SECTION 4, PAGES 1 AND 2, DATED OCTOBER 1978 IN YOUR DEALERSHIP.
