GENERAL MOTORS HAS DETERMINED THAT ON SOME 1980 CHEVROLET CITATION MODELS, THE COMPACT SPARE WHEEL, WHEN INSTALLED AT A FRONT WHEEL LOCATION, MAY BE IN CONTACT WITH THE BRAKE CALIPER WHICH MAY PREVENT THE VEHICLE FROM BEING DRIVEN. THIS INTERFERENCE CONDITION SHOULD BE OBVIOUS TO ANYONE INSTALLING THE WHEEL ON THE VEHICLE.

ALL 1980 CHEVROLET CITATION MODELS ASSEMBLED AT WILLOW RUN AND TARRYTOWN WITHIN THE FOLLOWING PARAMETERS:
PLANT FROM THROUGH WILLOW RUN START OF PRODUCTION 1X085AW119277 TARRYTOWN START OF PRODUCTION 1X685AT108725 VEHICLES HAVE BEEN IDENTIFIED BY VEHICLE IDENTIFICATION NUMBER COMPUTER LISTINGS. THE LISTINGS HAVE BEEN FURNISHED TO INVOLVED DEALERS WITH THE CAMPAIGN BULLETIN. ANY DEALER NOT RECEIVING A COMPUTER LISTING WITH THE CAMPAIGN BULLETIN WAS NOT SHIPPED ANY INVOLVED VEHICLES.

NO OWNER NOTIFICATION WILL BE REQUIRED SINCE ALL INVOLVED VEHICLES ARE IN DEALER STOCK.
DEALER CAMPAIGN RESPONSIBILITY
ALL INVOLVED VEHICLES ARE NOT TO BE SOLD BY THE DEALER UNTIL CAMPAIGN MODIFICATION HAS BEEN COMPLETED. SERVICE PROCEDURE
1. REMOVE COMPACT SPARE FROM VEHICLE STORAGE COMPARTMENT AND PLACE ON FLOOR WITH INBOARD SURFACE FACING UPWARDS (VALVE STEM TOWARDS FLOOR).
2. PLACE SPACER (PART NO. 9590681) ON THE INBOARD SURFACE OF THE WHEEL DISC WITH THE THREE PROTRUSIONS ON THE SPACER IN CONTACT WITH THE WHEEL AS ILLUSTRATED IN FIGURE 1.
3. UTILIZE THREE 9/16 INCH HEX HEAD BOLTS PLACED THROUGH THE SPACER AND INTO THE LUG HOLES OF THE WHEEL TO PROPERLY ORIENT THE SPACER AS SHOWN IN FIGURE 1.
4. USING ANY OF THE THREE SMALL HOLES IN THE SAPCER AS A GUIDE, DRILL AND DEBURR ONE HOLE THROUGH THE WHEEL USING A NO.11 (.191) DRILL.
5. PLACE SPECIAL STEEL RIVET (FURNISHED), THROUGH THE HOLE IN SPACER AND WHEEL. SECURE IN POSITION UTILIZING APPROPRIATE POP RIVET TOOL.
6. REPEAT STEPS 4 AND 5 FOR THE REMAINING TWO SMALL HOLES IN THE SPACER.
7. REMOVE THE 9/16 INCH LOCATING BOLTS. INSPECT TO MAKE SURE ALL RIVETS ARE SECURELY INSTALLED AND THAT NONE OF THE RIVET HEADS EXTEND BEYOND THE SPACERS MOUNTING SURFACE.
8. INSTALL COMPACT SPARE IN VEHICLE STORAGE COMPARTMENT.
