1980 CHEVROLET CITATION
The National Traffic and Motor Vehicle Safety Act, as amended, provides that each vehicle which is subject to a campaign of this type must be adequately repaired within a reasonable time after the owner has tendered it for repair. A failure to adequately repair within 60 days after tender of a vehicle is prima facie evidence of failure to repair within a reasonable time. If the condition in not adequately repaired within a reasonable time, the owner may be entitled to an identical or reasonably equivalent vehicle at no charge or to a refund of the purchase price less a reasonable allowance for depreciation.
In order to avoid having to provide these burdensome solutions, every effort must be made to promptly schedule an appointment with each owner and to repair his vehicle an soon an possible. An you will see in reading the attached copy of the letter which is being sent to owners, the owner in being instructed to contact the nearest Chevrolet Zone Office if his dealer does not remedy the condition within five days of the mutually agreed upon service date. If the condition is not remedied within a reasonable time, he in instructed on how to contact the National Highway Traffic Safety Administration.
General Motors has datermined that a defect which relates to motor vehicle safety exists in some 198O Chevrolet Citation models.
The steering gear mounting plate on these vehicles may develop fatigue cracks at high mileage which would allow the steering gear attachment to become loose. If this condition in present on a vehicle, the driver may notice that the steering wheel can be turned several degrees before any change in direction of the vehicle occurs. If a vehicle in operated with this condition and a driver encounters circumstances which require full steering control, a vehicle crash without prior warning can occur.
Involved are all 1980 Chevrolet Citations assembled at the following assmbly plants within the following vehicle parameters:

Involved vehicles have been identified by Vehicle Identification Number Computer Listings. Computer listings contain the complete Vehicle Identification Number, owner name and address data, and are furnished to the involved dealers with the campaign bulletin. Owner name and address data furnished will enable dealers to follow up with owners involved in this campaign.
These listings may contain owner names and addresses obtained from State Motor Vehicle Registration Records. The use of such motor vehicle registration data for any other purpose is a violation of law in several states. Accordingly, you are urged to limit the use of this listing for the follow-up necessary to complete this campaign.
Any dealer not receiving a computer listing with the campaign bulletin was not shipped any involved vehicles.
Owners will be notified of this campaign on their vehicles by Chevrolet Motor Division (ses copy of Owner Letter included with this bulletin).
Dealers are to service all vehicles subject to this campaign, regardless of mileage, age of vehicle or ownership from this time forward.
Whenever a vehicle subject to this campaign is taken into your new or used vehicle inventory or it is in your dealership for service in the future, you should take the steps necessary to be sure the camnaign correction has been made.
1. Prom under hood, remove left upper nut at rack and pinion bracket.
2. Raise car on hoist. Depending on type of hoist used, position and adjust two (2) jack stands as follows:
Position jack stands at underbody area directly behind left and right hand front wheel opening (see Figure 1).
Position jack stands at left and right side rails just forward of stabilizer bar attaching bracket to support cradle.
3. Remove both rear cradle bolts and lower cradle approximately 3 1/2 inches.
4. Remove both lower and upper right nuts at rack and pinion brackets.
5. Remove brackets at rack and pinion.
Now studs have been supplied and should be installed in place of any studs that came out when removing nut.
1. If new stud(s) must be installed, double nut the stud and install in mounting plate until shoulder of stud bottoms on mounting plate. Then remove both nuts. Be sure that all studs are seated properly.
2. Install new bracket and start four (4) new nuts (supplied in package). (Refer to Figure 2.)
3. Apply 1051343 Loc-Tite No. 242 on stud threads, then tighten both lower and upper right rack and pinion bracket nuts and torque to 44 N-m (32 ft. lbs.).
4. Raise cradle and install both rear cradle bolts and torque to 115 N-m (85 ft. lbs.). Use a 5/8 inch gage rod at right rear mount location to align cradle when raising into position.
5. Remove jack stands and lower hoist.
6. Apply 1051343 LocC-Tite No. 242 on stud threads, tighten left upper rack and pinion bracket nut, and torque to 44 N-m (32 ft. lbs.).
7. Inspect and reset front end toe adjustment to specifications (+ .10 degrees + .1 degrees).
1. From under hood remove left upper nut at rack and pinion bracket.
2. Raise car on hoist.
3. Remove both lower and upper right nuts at rack and pinion brackets.
4. Remove brackets at rack and pinion.
New studs have been supplied and should be installed in place of any studs that came out when removing nuts. Be sure that all studs are seated properly.
1. If new stud(s) must be installed, double nut the stud and install in mounting plate until shoulder of stud bottoms on mounting plate, then remove both nuts.
2. Install new bracket and start four (4) new nuts (supplied in package). (Refer to Figure 2.)
3. Apply 1051343 Loc-Tite No. 242 on stud threads, then tighten both lower and upper right rack and pinion bracket nuts and torque to 44 N-m (32 ft. lbs.)
4. Lower hoist.
5. Apply 1051343 Loc-Tite No. 242 on stud throads, then tighten upper left rack and pinion bracket nut and torque to 44 N-m (32 ft. lbs.).
Parts kits required to complete this modification will be pre-shipped to each involved dealer based on the Vehicle Identification Number Computer Listing furnishad to each involved dealer with this campaign bulletin. Each kit will consist of one (1) steering gear mounting bracket, four (4) studs, and four (4) attaching nuts.
Because of the limited number of parts available at the time of the campaign initiation, dealers will receive approximately 20 parcent of their parts requirement. An additional parts kits are received, supplemental shipments will be made.
The required parts will be shipped to dealers on a no charge basis.

The Campaign Failure Code, Labor Operation Number, and Condition Code are to be submitted exactly as shown on the example GSD-970 one-line Claim Form included in this campaign bulletin.
Dealers submitting warranty claim applications on the Chevrolet Dealer Communication System are to submit campaign claims via the Dealer Communications Terminal according to the campaign claim procedure documented in the Chevrolet "Dealer Communication System-Operation Guide."

Each vehicle modified in accordance with the instructions out- lined in this Product Campaign Bulletin will require a "Campaign Identification Label.* Each label provides a space to include the five digit dealer code of the dealer performing the campaign service. This information may be inserted with a typewriter or ballpoint pen.
Each "Campaign Identification Label" is to be located on the radiator core support in an area which will be visible when the vehicle is brought in for periodic servicing by the owner.
Apply "Campaign Identification Label" only on a clean, dry surface.

Instructions for making this correction have been sent to your Chevrolet Dealer. It in estimated that parts will be available at your dealer on or after (to be datermined). The time required to complete this installation is approximately one hour and fifteen minutes.
If you take your vehicle to your dealer on the mutually agreed upon service date and he does not remedy this condition without charge on that date or within five days, you should contact your nearest Chevrolet Zone Office, either in person or by telephone, for assistance. The locations and telephone numbers of Zone Offices are listed in your Owner's Manual. If your dealer or General Motors fails or is unable to remedy this condition without charge within a resonable time, you may wish to notify the Administrator, National Highway Traffic Safety Administration, Washington, D.C. 20590.

Dear Chevrolot Owner:
This notice in sent to you in accordance with the requirements of the National Traffic and Motor Vehicle Safety Act.
General Motors has determined that two defects which relate to motor vehicle safety exist in your 1980 Chevrolet Citation. The stearing gear mounting plate on your vehicle may develop fatigue cracks at high mileage which should allow the steering gear attachment to become loose. Also, the automatic transmission oil cooler line hoses may contain a material defect which could result in hose failure during vehicle operation.
If the steering gear mounting plate condition is present on a vehicle, the driver may notice that the steering wheel can be turned several degrees before any change occurs in vehicle direction. If a vehicle is operated with this condition and a driver encounters circumstances which require full steering control, a vehicle crash could occur without prior warning. With regard to an automatic transmission coolor line hose failure, potential fluid leakage could result in a vehicle fire and possible injury.
To prevent the occurrence of either of the above described conditions on your vehicle, please contact your Chevrolet Dealer to arrange for an appointment to have the transmission cooler hoses replaced and a new type steering gear mounting bracket installed on your vehicle. Both corrections will be performed at no charge to you. It is estimated that parts will be available at your dealer on or after (to be determined). The labor time required for the steering gear attachment installation is approximately one hour and fifteen minutes, with about fifteen additional minutes required for replacement of the coolor lines. Instructions for making these corrections have been sent to your Chevrolet Dealer.
Until the transmission cooler line hoses have been replaced, should you notice any odor of oil or smoke from the engine compartment, drive to the side of the road and exit your car. In the event there is a fire, make no attempt to open the hood until the fire in out and the hood has cooled to avoid the possibility of burned fingers.
If you take your vehicle to your dealer on a mutually agreed upon date and he does not remedy those conditions without charge on that date or within five days, you should contact your nearest Chevrolet Zone Office, in person or by tolephone, for assistance.
The locations and telephone numbers of the Zone Offices are listed in your Owner's Manual. If your dealer or General Motors fails or is unable to remedy this condition without charge within a reasonable time, you may wish to notify the Administrator, National Highway Traffic Safety Administration, Washington D.C. 20590.
