CAMPAIGN: A/T COOLER HOSES 1980 CHEVROLET CITATION

The National Traffic and motor Vehicle Safety Act, as amended, provides that each vehicle which is subject to a product safety campaign must be adequately repaired within a reasonable time after the owner has tendered it for repair. A failure to adequately repair within 60 days after tender of a vehicle is prima facia evidence of failure to repair within a reasonable time. If the condition is not adequately repaired within a reasonable time, the owner may be entitled to an identical or reasonably equivalent vehicle at no charge or to a refund of the purchase price less a reasonable allowance for depreciation.

In order to avoid having to provide these burdensome solutions, every effort must be made to promptly schedule an appointment with each owner and to repair his vehicle as soon as possible. As you will see in reading the attached copy of the letter which in being sent to owners, the owner is being instructed to contact the neareat Chevrolet Zone Office if his dealer does not remedy the condition within five days of the mutually agreed upon service date. If the condition is not remedied within a reasonable time, he is instructed on how to contact the National Highway Traffic Safety Administration.

DEFECT INVOLVED

General Motors has determined that a defect which relates to motor vehicle safety exists in some 1980 Chevrolet Citations. The automatic transmission cooler line hoses may contain material defects which could result in hose failure during vehicle operation. If such a failure occurred, transmission fluid leakage could create the potential of a vehicle fire which could cause injury.

VEHICLES IWOLVED

Involved are certain 1980 Chevrolet Citations equipped with an automatic transmission.

Involved vehicles have been identified by Vehicle Identification Number Computer Listings. Computer listings contain the complete Vehicle Identification Number, owner name and address data, and are furnished to the involved dealers with the campaign bulletin. Owner name and address data furnished will enable dealers to follow up with owners involved in this campaign.

These listings may contain owner names and addresses obtained from State Motor Vehicle Registration Records. The use of such motor vehicle registration data for any other purpose is a violation of law in several states. Accordingly, you are urged to limit the use of this listing for the follow-up necessary to complete this campaign.

Any dealer not receiving a computer listing with the campaign bulletin was not shipped any involved vehicles.

OWNER NOTIFICATION

Owners will be notified of this campaign on their vehicles by Chevrolet Motor Division (see copy of Owner Letter included with this bulletin).

DEALER CAMPAIGN RESPONSIBILITY

Dealers are to service all vehicles subject to this campaign, regardless of mileage, age of vehicle, or ownership from this time forward.

Whenever a vehicle subject to this campaign is taken into your new or used vehicle inventory in the future, you should take the steps necessary to be sure the campaign correction has been made before reselling the vehicle.

SERVICE PROCEDURE

1. Open vehicle hood and place drain container under cooler line hoses.

2. Replace both cooler line hoses using parts furnished in parts package number 25506423 (refer to illustration).

3. Add necessary new transmission oil to bring to the full level.

4. Start engine and check for leaks at cooler hose connections. Repair if required.

5. Install Campaign Identification Label.

6. Close hood.

PARTS INFORMATION

A transmission cooler hose package, Part Number 25506423, will be preshipped from General Motors Parts Division to involved dealers on a prorated basis as packages become available. Each package will consist of the following:

Two Cooler Hoses Four Hose Clamps

Parts availability information will be provided at a later date.

Warranty Information, Failure Code, Labor Time Allowance, Failed Labor Operation & Condition Code

Dealers are to submit each campaigned vehicle as a separate case on the one-line Warranty Claim Form, GSD-970. The Campaign Failure Code, Labor Operation Number, and Condition Code are to be submitted exactly as shown on the example GSD-970 one-line Claim Form included in this campaign bulletin.

Dealers submitting Warranty Claim Applications on the Chevrolet Dealer Communication System are to submit campaign claims via the Dealer Communications Terminal according to the campaign claim procedure documented in the Chevrolet "Dealer Communication System-Operation Guide."

Dealers will automatically receive .1 Hours Dealer Administrative Detail Associated With This Campaign. Dealers will likewise receive 30 percent of dealer net when parts are ordered from General Motors Parts Distribution Center and an additional allowance of $.09 for two ounces of automatic transmission fluid.

CAMPAIGN IDENTIFICATION

Each vehicle modified in accordance with the instructions outlined in this Product Campaign Bulletin will require a "Campaign Identification Label." Each label provides a space to include the five digit dealer code of the dealer performing the campaign service. This information may be inserted with a typewriter or ballpoint pen.

Each "Campaign Identification Label" is to be located on the radiator core support in an area which will be visible when the vehicle is brought in for periodic servicing by the owner. Apply "Campaign Identification Label" only on a clean, dry surface.

ADMINISTRATIVE PROCEDURE

THE APPROPRIATE CAMPAIGN HANDLING AND ADMINISTRATIVE PROCEDURE MAY BE FOUND IN THE CHEVROLET SERVICE POLICIES AND PROCEDURES MANUAL, SECTION 5, PAGE 1 AND 2, DATED OCTOBER, 1978, IN YOUR DEALERSHIP.

Dear Chevrolet Owner:

This notice is sent to you in accordance with the requirements of the National Traffic and Motor Vehicle Safety Act.

General Motors has determined that a defect which relates to motor vehicle safety exists on some 1980 Chevrolet Citations. The automatic transmission cooler line hoses may contain material defects which could result in hose failure during vehicle operation. If such a failure occurred, transmission fluid leakage could create the potential of a vehicle fire which could cause injury.

To prevent the possibility of this condition occurring, please contact your Chevrolet Dealer on or after the date shown below to arrange an appointment for the dealer to replace the transmission cooler lines on your vehicle. These modifications will be performed at no charge to you. It is estimated that parts will be available at your dealer on or after (to be determined.)

Instructions necessary to complete this service have been sent to your dealer. The time required to perform the labor to correct this defect is approximately fifteen minutes.

Until this service has been completed, you should be alert to any odor of oil or indications of smoke from the engine compartment. In the event you observe such conditions, you should drive to the side of the road and exit your car. In the event there in a fire make no attempt to open the hood until the fire is out and the hood has cooled so as to avoid the possibility of burned fingers.

If you take your vehicle to your dealer on a mutually agreed upon service date and he does not remedy this condition without charge on that date or within five days, you should contact your neareat Chevrolet Zone Office, in person or by telehone, for assistance. The locations and telephone numbers of the Zone Offices are listed in your Owner's Manual. If your dealer or General Motors fails or is unable to remedy this condition without charge within a reasonable time, you may wish to notify the Administrator, National Highway Traffic Safety Administration, Washington, D.C. 20590.

The enclosed Owner Reply Card identifies your vehicle. Presentation of this card to your dealer will assist in making the necessary correction to your vehicle in the shortest possible time; otherwise, please fill in the card and return it to us.
