Subject: SPECIAL POLICY ADJUSTMENT PAINT DELAMINATION (PEELING)

Model and Year: 1987-90 CHEVROLET CORSICA & BERETTA (LINDEN ASSEMBLY PLANT ONLY - VIN CODE "E")

THIS BULLETIN CANCELS AND SUPERSEDES DEALER SERVICE BULLETIN NO. 90-334-10, DATED AUGUST 1990. ALL COPIES OF 90-334-10 SHOULD BE DISCARDED AS THIS SPECIAL POLICY CONTAINS AN EXPANDED SERVICE PROCEDURE.

General Motors has determined that some 1987-90 Chevrolet Corsica & Beretta model vehicles built at the Linden Assembly Plant may exhibit delamination (peeling) of the paint on the horizontal surfaces. If one of these vehicles should require repairs for a paint peeling condition, the vehicle should have all horizontal surfaces refinished as described in this bulletin even though the peeling may be evident in only a few places.

VEHICLES INVOLVED

Involved are certain 1987-90 Chevrolet Corsica/Beretta model vehicles painted Sapphire Blue (paint code 22U), Medium Sapphire Blue (paint code 27U), Silver (paint code 13U), or Gunmetal Grey (paint code 87U), and built at the Linden Assembly Plant within following VIN breakpoints:

SPECIAL POLICY ADJUSTMENT

This special policy covers the condition described above on 1987-88 involved vehicles for 12 months from the date of this bulletin. 1989-90 involved vehicles will be covered by this policy for a period of three (3) years from the date of original vehicle purchase regardless of ownership with no deductible. Correction, at no cost to the customer, will consist of refinishing all horizontal surfaces of involved vehicles. Customers may also be eligible for reimbursement of previous repairs with supporting documentation.

This "Special Policy Adjustment Bulletin" should be filed in the three ring binder previously furnished to dealers by General Motors.

PARTS INFORMATION

No parts are required to complete this special policy. Paint supplies required should be obtained through normal supplier.

SERVICE PROCEDURE

1. After washing vehicle, verify that condition is delamination of topcoat by applying a 2 inch width piece of masking tape firmly over suspect area, and pulling upward quickly. If top coat and/or clear coat flake or peel away from primer, leaving primer intact, the top coat is delaminating and the following service procedure should be performed.

2. Refinish all horizontal surfaces (regardless of previous paint repairs), including hood, deck lid (remove luggage rack if so equipped) and roof using the following refinishing procedure. It is important that all horizontal surfaces be refinished, as other horizontal surfaces may show the same delamination (peeling) condition at a later time, causing customer comebacks. Blend fenders, quarter panels and sail panels.

NOTICE: Rough tape vehicle as necessary (rear window glass, headlamp areas, fenders, etc.) and remove nameplate, weatherstrips, weld joint seals, emblems and reveal moldings to properly refinish all horizontal surfaces.

3. Sand original finish coat of paint down to electro-coat (Elpo) primer, making sure that factory pretreatment and Elpo primer are still intact for good corrosion protection. DO NOT USE CHEMICALS TO REMOVE PAINT AS THIS MAY DAMAGE THE ELPO PRIMER.

4. Finish sand exposed Elpo primer with 240 grit sandpaper to assure removal of any chalky residue or degraded Elpo primer that may remain as a result of overbaking of primer.

NOTICE: Avoid sanding through Elpo to bare metal when possible.

5. Use an air gun to remove all dirt from cracks and surface of vehicle.

6. Clean sanded surface with grease and wax remover.

7. Spray entire prepared area with a coat of DP40/DP401 anti-corrosion primer (PPG/ Ditzler) or equivalent. Follow manufacturers instructions and recommended dry times.

8. Apply 2 to 3 medium wet coats of primer-surfacer to primed surface of vehicle, making sure to follow manufacturers instructions for application.

9. After allowing adequate drying time, wet sand with 400 grit (or finer) sandpaper or dry sand with 320 grit (or finer) sand paper.

10. Repeat steps 5 and 6.

11. Apply 1 medium wet coat of primer sealer, following manufacturers directions.

12. Apply 3 to 4 medium wet coats (or until primer color is hidden) of Acrylic/Urethane Enamel color. Apply Clear coat after color. Follow manufacturers directions.

NOTICE: Reinstall all trim and other items removed in step 2.

13. Final wash and detail vehicle.

** The $#.## identified in the "Net Amount" column represents the material allowance HW for coupe/sedan vehicles or material allowance HT for hatchback vehicles.

REIMBURSEMENT

Customer requests for reimbursement of prior repairs to correct paint delamination (peeling) condition are to be submitted according to the instructions in this bulletin using the attached "Request For Reimbursement" form (additional copies to be reproduced locally). Owners must submit original documentation that reasonably confirms the amount of unreimbursed repair expenses, a description of the repair, the date of the repair, and the person or entity performing the repair.

REQUEST FOR REIMBURSEMENT INSTRUCTIONS 1987-90 CHEVROLET CORSICA/BERETTA (LINDEN ASSY. PLANT ONLY)

1 R.O. # & DATE The dealership should enter the dealership repair order number and date of the owner's or dealer's paid receipt or invoice.

2 REQUEST DATE (MONTH, DAY) Date owner or dealer requested reimbursement.

3 VEHICLE IDENTIFICATION NUMBER VIN involved.

4 MILEAGE Enter mileage at time of repair (If not available, enter "O".)

5 CC/FC Code is preprinted on form.

6 LABOR OPERATION Labor Operation as referenced in bulletin.

7&8 SUBLET DMN & Enter total amount of reimbursement. (Do not enter parts or labor hours on claim.)

9 AUTH CODE If the amount of reimbursement approved is $650 or less, no Chevrolet authorization is needed. Submit as a warranty claim. Do not use Claim Type "S". If the amount exceeds $650, advise customer to contact Chevrolet Customer Assistance at 1-800-222-1020.

10 REQUESTED Dealer Service Manager enter amounts determined REIMBURSEMENT from owner supplied invoices or paid receipts, which are covered. (Maximum amount is $650.)

11 APPROVED AMOUNT Dealer Service Manager to determine based on reimbursement policy of this bulletin. (Maximum amount is $650.)

12 740 STAMP Dealer Service Manager is to stamp reimbursement form including date and signature. (No Authorization Code is required.)

13 DEALER REFERENCE A Enter Document Number & Line Number on which claim INFORMATION was submitted.

B Enter Claim Memo Number and Date when claim is credited.

14 OWNER INFORMATION Must include telephone number.

15 DEALER INFORMATION Includes Dealer Code, Dealer Name,Service Manager's signature and social security number. To be completed by Service Manager.

16 EXPLAIN Should the dealer Service Manager determine, after review of owner's invoices/receipts, that the reimbursement case is not eligible; Service Manager should write reason on worksheet, explain to owner, and place a copy of the worksheet in the warranty file.

17 The dealer is then to issue the owner a check for the reimbursement in the approved amount. A copy of the check issued to the owner is to be attached to the dealer's warranty file copy of the request and retained for 24 months from date of credit.
