Condition: Some 1991 "L" cars (sedans only) may experience a rattle type of noise emitting from the underside of the vehicle. This noise may also sound like a rattle from the right rear passenger door or feel like a rattle from the floor pan area.
Cause: A vibration caused by the parking brake cable grounding out on the axle beam.
Correction: To eliminate the noise, install a foam insulator, P/N 22577843 around the parking brake cable at the position shown in the illustration. Two nylon (zip) ties should be used to hold the insulator once installed on the parking brake cable.
This new insulator is installed on all vehicles built after the following VIN breakpoints:
Linden ME153525 Wilmington MY179302
New parking brake cables with the new insulator already installed on the cable, P/N 22573694 are available for vehicles produced after the VIN breakpoints listed above.
Parts are currently available from GMSPO.

General Motors bulletins are intended for use by professional technicians, not a "do-it-yourselfer". They are written to inform those technicians of conditions that may occur on some vehicles, or to provide information that could assist in the proper service of a vehicle. Properly trained technicians have the equipment, tools, safety instructions and know-how to do a job properly and safely. If a condition is described, do not assume that the bulletin applies to your vehicle, or that your vehicle will have that condition. See a General Motors dealer servicing your brand of General Motors vehicle for information on whether your vehicle may benefit from the information.
