CAMPAIGN: POSITIVE BATTERY CABLE RUB- INFORMATION

The National Traffic and Motor Vehicle Safety Act, as amended, provides that each vehicle which is subject to a recall campaign of this type must be adequately repaired within a reasonable time after the owner has tendered it for repair. A failure to adequately repair within 60 days after tender of a vehicle is prima facie evidence of failure to repair within a reasonable time. If the condition is not adequately repaired within a reasonable time, the owner may be entitled to an identical or reasonably equivalent vehicle at no charge or to a refund of the purchase price less a reasonable allowance for depreciation.

To avoid having to provide these burdensome solutions, every effort must be made to promptly schedule an appointment with each owner and to repair their vehicle as soon as possible. As you will see in reading the attached copy of the letter which is being sent to owners, the owners are being instructed to contact the nearest Chevrolet Zone office if their dealer does not remedy the condition within five days of the mutually agreed upon service date. If the condition is not remedied within a reasonable time, they are instructed on how to contact the National Highway Traffic Safety Administration.

DEFECT INVOLVED

General Motors has determined that a defect which relates to motor vehicle safety exists in certain 1984 Chevrolet Corvettes. The insulation on the positive battery cable may rub against the engine wiring harness bracket or ground stud. If the insulation wears through, it could result in rapid battery discharge and loss of the headlights. Sudden loss of the headlights under severe weather or nighttime driving conditions could reduce driver visibility, which could result in a vehicle crash without prior warning. Rapid battery discharge could also result in loss of operation of other electrical systems.

The vehicle operator would be alerted to this condition by the following symptoms: flickering instrument panel display, inoperative horn.

To prevent the possibility of this condition occurring, Chevrolet Dealers are to install a new engine harness retainer bracket, protective conduit, two(2) cable clips, tie strap and reposition the ring terminals (ground stud) on all involved vehicles in accordance with the Service Procedure outlined in this campaign bulletin.

VEHICLES INVOLVED

Involved are all 1984 Chevrolet Corvette Models within the following breakpoints:

Involved vehicles have been identified by Vehicle Identification Number Computer Listings. Computer listings contain the complete Vehicle Identification Number, owner name and address data, and are furnished to the involved dealers with the campaign bulletin. Owner name and address data furnished will enable dealers to follow-up with owners involved in this campaign.

These listings may contain owner names and addresses obtained from State Motor Vehicle Registration Records. The use of such motor vehicle registration data for any other purpose is a violation of law in several states. Accordingly, you are urged to limit the use of this listing to the follow-up necessary to complete this campaign. Any dealer not receiving a computer listing with the campaign bulletin was not shipped any involved vehicles.

OWNER NOTIFICATION

Owners will be notified of this campaign on their vehicles by Chevrolet Motor Division (see copy of Owner Letter included with this bulletin).

DEALER CAMPAIGN RESPONSIBILITY

Dealers are to service all vehicles subject to this campaign at no charge to owners, regardless of mileage, age of vehicle, or ownership, from this time forward.

Whenever a vehicle subject to this campaign is taken into your new or used vehicle inventory, or it is in your dealership for service in the future, you should take the steps necessary to be sure the campaign correction has been made before reselling or releasing the vehicle.

Owners of vehicles recently sold from your new vehicle inventory are to be contacted by the dealer, and arrangements made to make the required modification according to instructions contained in this bulletin.

PARTS INFORMATION

The parts kits required to complete this campaign will be identified with P/N 84C04 and will be shipped directly to the Dealer's Service Manager from Chevrolet Central Office. Parts kits quantities will be determined by the number of vehicles identified on the computer list furnished each involved dealer with the campaign bulletin. Dealers are to install these kits only on vehicles within the parameters outlined in this bulletin.

Each kit will consist of the following parts: one(1) harness retainer bracket, one(1) twelve inch length of protective conduit, two(2) cable clips and one(1) cable tie strap. Parts are not to be ordered or returned to WDDGM for credit.

Because of the limited number of parts available at the initiation of this campaign, it will initially be necessary to prorate less than the total dealer requirement.

Parts removed from the involved vehicles are to be retained by the dealer in accordance with the current Service Policies and Procedures Manual.

SERVICE PROCEDURE

When installing the campaign kit, P/N 84C04, the following steps are to be performed:

1. Open hood.

2. Disconnect the negative battery cable at the battery.

3. Remove and discard the harness retainer bracket attached to the steering column mast jacket support.

The bracket may have a bolt or a stud/nut fastener depending on build dates. Retain this fastener.

4. Loosen the ground stud nut on the left hand rear cylinder head and reposition both (2) ground wire ring terminals. Terminals are to point inboard and be horizontal or higher. (Figure 1)

5. Thread the kit supplied conduit over the positive battery cable. The inboard end of the conduit should extend inboard beyond the (ground stud) repositioned ground ring terminals.

6. Install the supplied conduit clips on supplied bracket. The larger inside diameter clip in the top hole and the smaller in the lower hole. Both battery cables must be routed on the rear side of the new harness bracket. (Figure 2)

7. Align bracket to stud or attaching bolt hole and lock lower clip to negative battery cable. Lock upper clip to conduit on the positive battery cable.

THE UPPER (POSITIVE) CABLE CLIP IS TO BE LOCATED AND LOCKED 51mm (2.0 IN.) INBOARD FROM THE OUTBOARD END OF THE CONDUIT. (FIGURE 2)

8. With the supplied wire tie strap, gather the remaining engine-generator harness, ECM harness and cruise control (if so equipped) vacuum hose, and tie to the battery cables at the rear side of the new harness bracket. Do not cinch the tie strap tight at this time.

9. Install the harness bracket using the existing fastener and torque to 5.5 N.m. (48 in. lbs.).

BRACKET IS TO BE INSTALLED IN A NEAR UPRIGHT POSITION. THE BRACKET WILL INDEX ON THE STEERING COLUMN SUPPORT BRACKET.

10. Cinch the tie strap tight at this time using caution as not to pinch off the cruise control (if equipped) vacuum hose.

11. Reconnect the negative battery cable.

12. Install campaign label.

13. Close hood.

Description: Install harness retainer bracket, protective conduit, cable clip, cable tie strap and reposition ring terminals in accordance with the instructions outlined in this campaign bulletin.

*Campaign Administrative Allowance

Dealers will automatically receive the correct labor and material allowance based on the labor operation performed. The $.55 identified in the "Parts Allowance Column" represents 30% of dealer net when parts are furnished at no charge by Chevrolet.

CAMPAIGN IDENTIFICATION LABEL

Each vehicle modified in accordance with the instructions outlined in this Product Campaign Bulletin will require a "Campaign Identification Label". Each label provides a space to include the five digit dealer code of the dealer perfoming the campaign service. This information may be inserted with a typewriter or ballpoint pen.

Each "Campaign Identification Label" is to be located on the radiator core support in an area which will be visible when the vehicle is brought in for periodic servicing by the owner.

Apply "Campaign Identification Label" only on a clean dry surface.

ADMINISTRATIVE PROCEDURE

REFER TO THE CURRENT CHEVROLET SERVICE POLICIES AND PROCEDURES MANUAL AND CLAIMS PROCESSING MANUAL FOR CAMPAIGN HANDLING AND ADMINISTRATIVE PROCEDURES.

Dear Chevrolet Owner:

This notice is sent to you in accordance with the requirements of the National Traffic and Motor Vehicle Safety Act.

General Motors has determined that a defect which relates to motor vehicle safety exists in certain 1984 Chevrolet Corvettes. The insulation on the positive battery cable may rub against the engine wiring harness bracket or ground stud. If the insulation wears through, it could result in rapid battery discharge and loss of the headlights. Sudden loss of the headlights under severe weather or nighttime driving conditions could reduce driver visibility, which could result in a vehicle crash without prior warning. Rapid battery discharge could also result in loss of operation of other electrical systems.

To prevent this from occurring on your vehilce, please contact your Chevrolet Dealer on or after the date shown below to arrange a service date. Your dealer will install a new engine harness retainer bracket, protective conduit, cable clips, a cable tie strap and reposition the terminals on the ground stud. This service will be performed at no charge to you.

Instructions have been sent to your dealer. Parts will be available approximately August 31, 1983. The labor time to complete this correction is approximately one-half hour. Please allow additional time for the dealer to process your vehicle.

Until you have had an opportunity to have this service completed, you should be alert for the following symptoms: flickering instrument panel display, inoperative horn.

Your Chevrolet Dealer is best equipped to obtain parts and provide service to ensure your vehicle is corrected as promptly as possible. However, if you take your vehicle to your dealer on the agreed service date and they do not remedy this condition on that date or within five days, we recommend you contact your nearest Chevrolet Zone Office, either in person or by telephone. The Zone Office will assist you and your dealer in getting your vehicle corrected. The locations and telephone numbers of the Zone Offices are listed in your Owner's Manual.

After contacting your dealer and the Zone Office, if you are still not satisfied that we have done our best to remedy this condition without charge within a reasonable time, you may wish to write the Administrator, National Highway Traffic Safety Administration, 400 Seventh Street, S.W., Washington, D.C. 20590, or call 800-424-9393 (Washington, D.C. residents use 426-0123).

The enclosed owner reply card identifies your vehicle. Presentation of this card to your dealer will assist in making the correction in the shortest possible time. If you have sold or trade your vehicle, please let us know by completing the postage paid owner reply card and returning it to us.
