Check for air in the power steering fluid.

Perform the checks listed in Foaming, Milky-Appearing Power Steering Fluid

Check for a low level of power steering fluid.

Repair any internal or external leaks.

Bleed the system.

Check for a loose mounting of the power steering pump.

Tighten the pump mounting to specifications.
