The National Traffic and Motor Vehicle Safety Act, as amended, provides that each vehicle which is subject to a recall campaign of this type, must be adequately repaired within a reasonable time after the owner has tendered it for repair. A failure to adequately repair within sixty(60) days after ten- der of a vehicle is prima facie evidence of failure to repair within a reasonable time. If the condition is not adequately repaired within a reasonable time, the owner may be entitled to an identical or reasonably equivalent vehicle at no charge, or to a refund of the purchase price, less a reasonable allowance for depreciation.
To avoid having to provide these burdensome solutions, every effort must be made to promptly schedule an appointment with each owner and to repair the vehicle as soon as possible. As you will see in reading the attached copy of the letter which is being sent to owners, the owners are being instructed to contact the nearest Chevrolet Zone office if their dealer does not remedy the condition within five days of the agreed service date. If the condition is not remedied within a reasonable time, the owners are instructed how to contact the National Highway Traffic Safety Administration.
DEFECT INVOLVED
General Motors has determined that a defect which relates to motor vehicle safety exists in some (1980-1983 Full Size Chevrolet and Malibu Model cars) equipped with closed loop quadrajet carburetors and Police Car Packages. The accelerator pump lever retaining pin may come loose after repeated wide open throttle applications. This could allow the accelerator pump linkage to bind and prevent the throttle from closing. If this were to occur, vehicle speed would remain constant even though the driver has removed his foot from the accelerator pedal. Loss of accelerator control could result in a vehicle crash without prior warning.

Involved vehicles have been identified by Vehicle Identification Number Computer Listings. Computer listings contain the complete Vehicle Identification Number, owner name and address data, and are furnished to the involved dealers with the campaign bulletin. Owner name and address data furnished will enable dealers to follow-up with owners involved in this campaign.
These listings may contain owner names and addresses obtained from State Motor Vehicle Registration Records. The use of such motor vehicle registration data for any other purpose is a violation of law in several states. Accordingly, you are urged to limit the use of this listing to the follow-up necessary to complete this campaign. Any dealer not receiving a computer listing with the campaign bulletin was not shipped any involved vehicles.
OWNER NOTIFICATION
Owners will be notified of this campaign on their vehicles by Chevrolet Motor Division (see copy of Owner Letter included with this bulletin) .
DEALER CAMPAIGN RESPONSIBILITY
To prevent the possibility of condition occurring on vehicles involved, dealers are to install a special cotter pin to retain the accelerator pump lever pin and a spring clip thrust washer on the accelerator pump lever link.
Dealers are to perform this recall campaign at no charge to the owners on affected vehicles, regardless of time, mileage, or ownership, and are to correct all affected vehicles in dealer used car inventory prior to their sale.
Whenever a vehicle subJect to this campaign is taken into your used car inventory in the future, you should take steps necessary to be sure the campaign correction has been made before reselling the vehicle. Dealers are to perform the campaign services on all affected vehicles as they are brought in for any kind of service until all affected vehicles have been corrected.
PARTS INFORMATION
Accelerator pump lever special cotter pin(l) and (1) spring clip thrust washer, required to complete this campaign will be shipped directly to the dealers' Service Manager from Chevrolet Central Office as kit P/N 83C10. Parts quantities will be determined by the number of vehicles identified on the computer list furnished each involved dealer with the campaign bulletin. Dealers are to install these parts only on vehicles within the parameters outlined in this bulletin.
Parts are not to be ordered or returned to WDDGM for credit.
Because of the limited number of parts available at the initiation of this campaign, it may be necessary to prorate less than your total requirement on the first prorate.
Parts removed from the involved vehicles are to be retained by the dealer in accordance with the current Service Policies and Proce- dures Manual.
SERVICE PROCEDURES
1. Open vehicle hood, cover fender and remove air cleaner assembly.
2. Inspect carburetor accelerator pump lever roll pin. Refer to View A in illustration. If required position pin as shown.
3. Install furnished special cotter pin, with loop end up, through pump lever roll pin. Refer to View B in illustration. Use screwdriver to start spreading ends of cotter pin. Use pliers to force ends of cotter pin flush against inner base. There must be no play in cotter pin when installed.
4. Position the ends of the furnished spring clip around the horizontal portion of the "S" bend of the pump link, between the vertical portion of the pump link and the pump lever, and snap the retaining tabs around the vertical portion of the link. Refer to View C in illustration.
5. Check for proper and smooth operation of carburetor linkage.
6. Install Campaign Identification Label.

Dealers will automatically receive the correct labor and material allowance based on the labor operation performed. The $.10 identified in the "Parts Allowance Column" represents 30% of dealer net when parts are furnished at no charge by Chevrolet.

CAMPAIGN IDENTIFICATION LABEL
Each vehicle modified in accordance with the instructions outlined in this Product Campaign Bulletin will require a "Campaign Identification Label". Each label provides a space to include the five digit dealer code of the dealer performing the campaign service. This information may be inserted with a typewriter or ballpoint pen.
Each "Campaign Identification Label" is to be located on the radiator core support in an area which will be visible when the vehicle is brought in for periodic servicing by the owner. Apply "Campaign Identification Label" only on a clean dry surface.

To prevent this from occurring on your vehicle, your Chevrolet Dealer will install a special cotter pin to retain the accelerator pump pin and a spring clip thrust washer on the accelerator pump link. This service will be done at no charge to you.
Instructions for making this correction have been sent to your dealer. Parts will be available approximately August 29, 1983. Please contact your dealer to arrange a service date. The labor time to perform this service is approximately 15 minutes. Please allow additional time for the dealer to process your vehicle.
If this condition occurs prior to the time the service is completed, the driver should shift the transmission to neutral, apply the brakes as necessary, bring the car to a stop out of the line of traffic, and when stopped, turn off the ignition.
Your Chevrolet Dealer is best equipped to obtain parts and provide service to ensure your vehicle is corrected as promptly as possible. However, if you take your vehicle to your dealer on the agreed service date and they do not remedy this condition on that date or within five days, we recommend that you contact the nearest Chevrolet Zone Office, either in person or by telephone, for assistance. The Zone Office will assist you and the dealer in getting your vehicle corrected. The locations and phone numbers of the Zone Offices are listed in your Owner's Manual. After contacting your dealer and the Zone Office, if you are still not satisfied that we have done our best to remedy this condition without charge within a reasonable time, you may wish to notify the Administrator, National Highway Traffic Safety Administration, 400 Seventh Street, S.W., Washington, D.C. 20590, or call 800-424-9393 (Washington, D.C. residents use 426-0123).
The enclosed owner reply card identifies your vehicle. Presentation of this card to your dealer will assist in making the necessary correction in the shortest possible time.
