General Motors of Canada has determined that certain 1990 Chevrolet Lumina APV and Pontiac Transport models with grey interiors fail to conform to the requirements of Canada Motor Vehicle Safety Standard 209, "Seat Belt Assemblies." Some of these vehicles were assembled with a right-hand seat/shoulder belt retractor installed in the second row left-hand seat position (directly behind the driver). As a result, the incorrect belts may "lock up" when the vehicle is parked on a steep grade, and an occupant would be unable to don the belt.
To correct this condition, owners are being asked to inspect the part number on the second row, left-hand seat/shoulder belt and determine if a right-hand belt was installed. Dealers are to replace all belts found to be installed on the incorrect side with the correct (left-hand) seat/shoulder belt.
Involved are certain 1990 Chevrolet Lumina APV and Pontiac Transport model vehicles with grey interiors built within the following VIN breakpoints:

All affected vehicles have been identified by the VIN listing provided to involved dealers with this bulletin. Any dealer not receiving a listing was not shipped any of the affected vehicles.
Dealers are to perform this campaign on all involved vehicles at no charge to owners, regardless of kilometres traveled, age of vehicle, or ownership, from this time forward.
Whenever a vehicle subject to this campaign is taken into your new or used vehicle inventory, or it is in your dealership for service, you are to ensure the campaign correction has been made before selling or releasing the vehicle.
Owners of vehicles recently sold from your new vehicle inventory are to be contacted by the dealer, and arrangements made to make the required modification according to instructions contained in this bulletin.
Refer to Section 4 of the Service Policies and Procedures Manual for the detailed procedure on handling Product Campaigns. Dealers are requested to complete the campaign on all transfers as soon as possible.
All owners of record at the time of campaign release are shown on the attached computer listing and have been notified by first class mail from General Motors. The listings provided are for campaign activity only and should not be used for any other purpose.

Time allowance includes 0. 1 hour for dealer administrative detail associated with this campaign. Parts credit will be based on dealer net plus 30% to cover parts handling.
1. Pull the second row, left-hand seat/shoulder belt (directly behind the driver) out as far as possible.
2. Looking at the white tag at the base of the belt (see illustration below), determine the PRODUCTION part number.
- If the PRODUCTION part number on the belt tag is 10157609, the belt is correct and does not need to be replaced.
- If the PRODUCTION part number on the belt tag is 10157608, the belt is incorrect and must be replaced.
Be certain to order parts for this campaign using the GMSPO part number from the PARTS INFORMATION section above.
DO NOT ORDER PARTS USING THE PRODUCTION PART NUMBER
1. Replace seat belts as required by inspection. Follow procedure from the 1990 Chevrolet Lumina APV and Pontiac Transport Service Manual.
2. Install Campaign Identification Label.
Clean surface of radiator upper mounting panel and apply a Campaign Identification Label. Make sure the correct campaign number is inserted on the label. This will indicate that the campaign has been completed.
