Air is present in the fluid.	Extremely cold temperatures will cause air bubbles if the fluid level is low. Inspect the system. Bleed the system. Refer to Power Steering System Bleeding .
The fluid level is OK but still foams.	Remove the pump and check for internal leakage. Refer to Power Steering Pump Replacement .
