1980 CHEVROLET MONZA MODELS EQUIPPED WITH RPO LD5 (231 V6) ENGINE AND RPO Z29 (SPYDER) OPTION
General Motors has determined that some 1980 Chevrolet Monza Models equipped with RPO LD5 (V6 engine) and RPO Z29 (Spyder) option were assembled and shipped without EPA Emission Certification. The reduced exhaust back pressure with dual exhaust tail pipes increases NOx emissions beyond allowable limits. To correct this condition dealers are to perform the modification according to the instructions contained in this bulletin.
Involved are certain 1980 Chevrolet Monza models equipped with RPO LD5 (231 V6) engine and RPO Z29 (Spyder) option within the following vehicle breakpoints.

Involved vehicles have been identified by Vehicle Identication Number Computer Listings. Computer listings contain the complete Vehicle Identification Number, owner name and address data, and are furnished to the involved dealers with the campaign bulletin. Owner name and address data furnished will enable dealers to follow up with owners involved in this campaign.
These listings may contain owner names and addresses obtained from State Motor Vehicle Registration Records. The use of such motor vehicle registration data for any other purpose is a violation of law in several states. Accordingly, you are urged to limit the use of this listing for the follow-up necessary to complete this campaign.
Owners will be notified of this campaign on their vehicles by Chevrolet Motor Division (see copy of Owner Letter included with this bulletin).
Dealers are to service all vehicles subject to this campaign, regardless of mileage, age of vehicle, or ownership from this time forward.
Whenever a vehicle subject to this campaign is taken into your new or used vehicle inventory or it is in your dealership for service in the future, you should take the steps necessary to be sure the campaign correction has been made.
1) Raise and support vehicle to provide adequate clearance for muffler and tail pipe assembly removal.
2) Remove muffler and tail pipe assembly (dual tail pipes).
3) Remove left hand tail pipe hanger bracket assembly and attaching U-nuts from vehicle.
4) Install new muffler and tail pipe assembly, P/N 25504319 (single R/H tail pipe) being sure to maintain a 5/8 inch clearance to underbody.
5) Install a new clamp, P/N 1240745, at exhaust pipe to muffler connection. See Figures 1 and 2 for correct muffler and clamp positioning, as well as required torque specifications.
6) Lower vehicle.
Part Number 25504319 muffler and tail pipe assembly Part Number 1240745 clamp are to be obtained from your General Motors Parts Distribution Center.

Submit a Product Recall Campaign Warranty Claim with the following information.

- Description: Install new muffler and tail pipe assembly P/N 25504319 and new clamp P/N 1240745 according to the instructions contained in this bulletin.
Dealers will automatically receive .1 Hours Dealer Administrative Detail Associated With This Campaign. Dealers will likewise receive 30 percent of dealer net when parts are ordered from General Motors Parts Distribution Center.
Each vehicle modified in accordance with the instructions outlined in this Product Campaign Bulletin will require a "Campaign Identification Label." Each label provides a space to include the five digit dealer code of the dealer performing the campaign service. This information may be inserted with a typewriter or ballpoint pen.
Each "Campaign Identification Label" is to be located on the radiator core support in an area which will be visible when the vehicle is brought in for periodic servicing by the owner.
Apply "Campaign Identification Label" only on a clean dry surface.

General Motors has determined that your 1980 Chevrolet Monza equipped with RPO LD5 (V6 engine) and RPO Z29 (Spyder) options has been assembled without EPA Emission certification. The reduced exhaust back pressure with dual exhaust tail pipes increases NOx emissions beyond allowable limits.
To correct this condition on your vehicle and ensure that it meets applicable emission certification requirements, your Chevrolet dealer will replace your existing muffler/dual exhaust tail pipe assembly with a new muffler/single exhaust tail pipe assembly. This modification will be performed at no charge to you.
Please contact your dealer after the date shown below to arrange a mutually satisfactory service date. Instructions for making this correction have been sent to your dealer. It is estimated that parts will be available by March 11, 1980. The time required to perform the labor to make this modification is approximately 45 minutes.
The enclosed Owner Reply Card identifies your vehicle. Presentation of this card to your dealer will assist him in making the necessary correction to your vehicle in the shortest possible time.
