General Motors has determined that some 1983 Chevrolet S-10 Pickup model vehicles may be emitting pollutants in excess of allowable standards. Involved vehicles may not pass the NOx (oxides of nitrogen) emission standard for the state of California.
To correct this condition, a new PROM will be installed on all involved vehicles. Additionally, the primary and secondary vacuum breaks will be inspected for proper operation.
Involved are certain 1983 Chevrolet S-10 Pickup model vehicles equipped with a 2.8L engine (RPO LR2, VIN Code B) and California emissions (RPO NB2) produced within the following VIN breakpoints:

Involved vehicles have been identified by Vehicle Identification Number Computer Listings. Computer listings contain the complete Vehicle Identification Number, owner name and address data, and are furnished to the involved dealers with the campaign bulletin. Owner name and address data furnished will enable dealers to follow-up with owners involved in this campaign.
These listings may contain owner names and addresses obtained from State Motor Vehicle Registration Records. The use of such motor vehicle registration data for any other purpose is a violation of law in several states. Accordingly, you are urged to limit the use of this listing to the follow-up necessary to complete this campaign. Any dealer not receiving a computer listing with the campaign bulletin has no involved vehicles currently assigned.
Owners will be notified of this campaign on their vehicles by Chevrolet Motor Division (see copy of Owner Letter included with this bulletin).
Dealers are to service all vehicles subject to this campaign at no charge to owners, regardless of mileage, age of vehicle, or ownership, from this time forward.
Whenever a vehicle subject to this campaign is taken into used vehicle inventory, or it is in your dealership for service in the future, you should take the steps necessary to be sure the campaign correction has been made before reselling or releasing the vehicle.
Owners of vehicles recently sold from your used vehicle inventory are to be contacted by the dealer, and arrangements made to make the required correction according to instructions contained in this bulletin.
Parts required to complete this campaign are to be obtained from General Motors Service Parts Operations (GMSPO). To ensure these parts will be obtained as soon as possible, they should be ordered from GMSPO on a C.I.O. with no special instruction code, but on advise code (2).

* It is estimated that only a small number of primary and/or secondary vacuum breaks will require replacement. Order parts accordingly, based on attached involved vehicle listing. This campaign includes a total of approximately 12,500 Chevrolet units.
To insure parts availability upon owner request for vehicle correction, involved dealers are encouraged to order some quantity of parts upon receipt of this bulletin.
I. Install new engine calibration PROM per applicable Service Manual instructions, Section 6E.
A. With automatic transmission use P/N 1228652 PROM.
B. With manual transmission use P/N 1228653 PROM.
II. Inspect vacuum breaks. Reference Chevrolet Service News, Volume 57, Number 2, page 4, (copy attached) dated March/April 1985 for proper inspection procedure. Reference applicable Service Manual, if replacement is required, for service instructions and proper specifications.
III.Install Campaign Identification Label.

Each vehicle corrected in accordance with the instructions outlined in this Product Campaign Bulletin will require a "Campaign Identification Label." Each label provides a space to include the five (5) digit dealer code of the dealer performing the campaign service. This information may be inserted with a typewriter or ballpoint pen.
Each "Campaign Identification Label" is to be located on the radiator core support in an area which will be visible when the vehicle is brought in for periodic servicing by the owner.
Apply "Campaign Identification Label" only on a clean dry surface.
1. Determine whether the vacuum brake has a bleed orifice. If it does, it should be plugged as shown. See Fig. 5 for possible locations.
- Most rear or secondary side units have a bleed.
- Most front or primary side units do not.
2. Use hand-held vacuum pump to apply 15" Hg (5lkPa) vacuum to the vacuum brake, (Fig. 6).
A. The vacuum break plunger should move full travel. Apply finger pressure to plunger to see that it has moved through full travel. If not, replace the vacuum break and adjust to specification. The labor operation time for replacing the vacuum break unit includes adjustment.
B. The vacuum break diaphragm should hold vacuum for at least twenty seconds. If it does not, replace the vacuum break and adjust to specification.
REMINDER:The carburetor vacuum break is covered under the Five-Year/50,000-Mile Emission Control Systems Warranty. Refer to the "Chevrolet Scrvice Policies and Procedures Manual."

REASON FOR THIS RECALL
General Motors has determined that a defect which relates to motor vehicle safety exists in certain 1983-1986 Chevette model vehicles equipped with an automatic transmission. The automatic transmission shift lever button mechanism can, over time, wear to the point that the button on the shift lever no longer needs to be depressed to shift from "Drive" to "Reverse." A lever with this condition could be inadvertently bumped or moved from "Drive" to "Reverse" by the driver or a passenger while the vehicle is being driven. A sudden unexpected shifting of the transmission from "Drive" to "Reverse" could cause loss of vehicle control and a vehicle crash could occur.
WHAT WE WILL DO
To prevent this condition, the calibrator (PROM) in your vehicle's Electronic Control Module (ECM) will be replaced with a new PROM. Additionally, certain carburetor components (primary and secondary vacuum breaks) will be inspected, adn if required, replaced. This service will be performed for you at no charge.
WHAT YOU SHOULD DO
Please contact your Chevrolet dealer as soon as possible to arrange a service date. Instructions for making this correction have been sent to your dealer. The labor time necessary to perform this service/inspection is approximately fifty-five (55) minutes. If the vacuum breaks require replacement, an additional twenty (20) to thirty (30) minutes will be required to service your vehicle. In either case, please allow some additional time for your dealer to process your vehicle.
The enclosed owner reply card identifies your vehicle. Presentation of this card to your dealer will assist in making the necessary correction in the shortest possible time. If you have sold or traded your vehicle, please let us know by completing the postage paid reply card and returning it to us. Should your dealer not schedule a service date within a reasonable time, we recommend you contact the nearest Chevrolet Branch Office, either in person or by telephone. The Branch office will assist you and the dealer in getting your vehicle corrected. For your convenience, the locations and telephone numbers of the Branch Offices have been attached to this letter.
