FOLLOWING ARE ADDITIONAL PROCEDURES REFERENCED IN THE DCS MESSAGE SENT TO ALL LOS ANGELES BRANCH (DIVISION) DEALERS ON APRIL 27, 1990.
SOME VEHICLES SHIPPED THROUGH THE PACIFIC MOTOR TRANSIT (P.M.T.) SHIPPING STORAGE YARD AT THE LOS ANGELES MARNE RAMP POINT IN THE CITY OF INDUSTRY, CA., MAY HAVE SUSTAINED AN OVERSPRAY CONDITION OF WHITE ENAMEL DUE TO EXTERIOR PAINTING OF A NON-GM BUILDING ADJACENT TO THE P.M.T. YARD.
DEALERS SHOULD INSPECT ALL VEHICLES WHICH WERE RECEIVED FROM THE P.M.T. YARD STARTING ON OR ABOUT APRIL 12, 1990. SINCE SOME OF THE VEHICLES SUBJECT TO THE OVERSPRAY CONDITION WERE HELD AT THE YARD UNTIL THIS PROCEDURE WAS DEVELOPED, DEALERS SHOULD CONTINUE TO INSPECT VEHICLES RECEIVED FOR THE OVERSPRAY CONDITION FOR THE NEXT TWO TO THREE WEEKS.
YOUR NEW VEHICLE RECEIVING INSPECTORS SHOULD CHECK FOR THE OVERSPRAY CONDITION, AND NOTE ON THE TRANSPORTATION DELIVERY RECEIPT (WRITE IN INDUSTRIAL FALL OUT AND NOTE THE PANELS AFFECTED). IF VEHICLES EXHIBITING THE CONDITION HAVE PREVIOUSLY BEEN RECEIVED WHERE THE CONDITION WAS NOT NOTED ON THE DELIVERY RECEIPT, A LETTER OF NOTIFICATION SHOULD BE SENT FOLLOWING THE INSTRUCTIONS IN THE 1990 SERVICE POLICIES AND PROCEDURES MANUAL EVEN IF MORE THAN 72 HOURS HAVE ELAPSED.
THREE KEY FACTORS ARE INVOLVED IN THE SEVERITY OF THE PAINT OVERSPRAY PROBLEM: DIRECTION AND VELOCITY OF WIND, THE AMOUNT OF LADEN DIRT/DUST ACCUMULATED ON THE VEHICLE PRIOR TO THE OVERSPRAY INCIDENT, AND THE PROXIMITY OF THE VEHICLE AS LOCATED IN THE STORAGE YARD DURING THE TIME OF THE OVERSPRAY INCIDENT.
THE FOLLOWING CLEAN-UP PROCEDURE SHOULD BE USED TO REMOVE THE OVERSPRAY FROM AFFECTED VEHICLES EXCEPT FOR LACQUER PAINTED VEHICLES PRODUCED AT ARLINGTON, LAKEWOOD AND JANESVILLE. OVERSPRAY ON LACQUER PAINTED SURFACES ON VEHICLES FROM THESE THREE PLANTS SHOULD BE REMOVED USING THE COMPOUNDING AND POLISHING PROCEDURE OUTLINED IN CORPORATE BULLETIN NO. 831701. OVERSPRAY ON OTHER SURFACES ON THESE VEHICLES SHOULD BE REMOVED USING THE PROCEDURE OUTLINED BELOW.
THE FOLLOWING PROCEDURE WAS DEVELOPED BASED ON ACTUAL SAMPLING OF VEHICLES TAKEN FROM THE P.M.T. STORAGE YARD. VEHICLE SAMPLING CONSISTED OF VARIED PAINT TECHNOLOGIES AND PAINT SUPPLIERS CURRENTLY IN USE BY GM. THE PROCEDURE SHOULD BE USED TO REMOVE THE PAINT OVERSPRAY ACROSS ALL GM PRODUCT LINES (EXCEPT AS NOTED ABOVE). REMOVAL TIMES WILL VARY FROM APPROXIMATELY 1 TO 6 HOURS DEPENDING ON THE PAINT TECHNOLOGIES USED AND SEVERITY OF THE PAINT OVERSPRAY.
PAINT OVERSPRAY REMOVAL PROCESS _______________________________
1. THOROUGHLY WASH THE VEHICLES WITH A MILD, SOAPY DETERGENT AND DRY-OFF. DEPENDING ON THE AMOUNT OF LADEN DIRT/DUST PRIOR TO THE OVERSPRAY, MUCH OF THE OVERSPRAY WILL BE REMOVED BY THE WASH.
2. AFTER WASH, INSPECT THE VEHICLE FOR SUSPECTED PAINT OVERSPRAY. IF NO OVERSPRAY REMAINS, NO FURTHER ACTION IS REQUIRED.
3. IF THE OVERSPRAY CONDITION REMAINS, USE PAINT OVERSPRAY REMOVER RC-10-NC #1 SUPPLIED BY RESEARCH CHEMICALS. (SEE MATERIAL BELOW.)
THE RC-10-NC #1 REMOVER SHOULD ONLY BE USED IN A WELL VENTILATED AREA. THIS MATERIAL MAY BE IRRITATING TO SKIN AND EYES UPON CONTACT. VAPORS MAY PRODUCE EYE AND UPPER RESPIRATORY TRACT IRRITATION. GOGGLES, BUTYL RUBBER GLOVES, AND A RUBBER OR PLASTIC APRON ARE RECOMMENDED TO PREVENT EYE AND SKIN IRRITATION. UPON CONTACT: SKIN - WASH AREA THOROUGHLY WITH SOAP AND WATER; EYES - RINSE THOROUGHLY WITH WATER. WHEN VENTILATION IS INADEQUATE, A RESPIRATOR APPROVED BY NIOSH FOR ORGANIC VAPORS MAY BE NECESSARY TO PREVENT UPPER RESPIRATORY TRACT IRRITATION. CONSULT MATERIAL SAFETY DATA SHEETS (MSDS) FOR ADDITIONAL INFORMATION.
4. START THE REMOVAL PROCESS AT THE ROOF CONTINUING DOWNWARD TO THE UPPER DOORS, HOOD AND DECK LID; FOLLOWED BY THE FENDERS, LOWER DOORS, PICKUP BOX, QUARTERS, ETC.
5. DAMPEN A CLEAN, SOFT CLOTH WITH THE CHEMICAL REMOVER AND APPLY TO THE PANEL IN A CONTINUOUS MOVING MOTION. WIPING MOTION MUST BE CONFINED TO WITHIN FEATURE LINES OF THE PANEL OR THE WHOLE PANEL; IF NOT, STREAKING MAY RESULT. IT IS IMPORTANT TO KEEP THE PANEL WET WITH THE PAINT REMOVER UNTIL THE PAINT OVERSPRAY IS REMOVED. A WELL VENTILATED SHADED AREA IS RECOMMENDED. AFTER CLEANING EACH PANEL OR SECTION, USE A MILD, SOAPY DETERGENT TO WASH THE AREA AND DRY-OFF. INSPECT THE AREA FOR OVERSPRAY; AND, IF NECESSARY, REPEAT THE PROCESS. CONTINUE REPEATING THE PROCESS UNTIL THE ENTIRE VEHICLE IS FREE OF PAINT OVERSPRAY.
6. THOROUGHLY WASH THE VEHICLE WITH A MILD, SOAPY DETERGENT AND DRY.
7. INSPECT THE VEHICLE FOR SURFACE SCRATCHES AND POSSIBLE MINOR LOSS OF GLOSS.
8. WHERE NECESSARY, USE APPROVED SERVICE PROCEDURES FOR POLISHING AND FINESSING. FACTORY PAINT REPAIRS MAY REQUIRE REPAINTING.

THE FOLLOWING CLEANER MATERIAL IS RECOMMENDED WHEN PERFORMING THE CLEAN-UP PROCEDURE:
PRODUCT #: RC-10-NC LIQUID PAINT STRIPPER, FORMULA #1
THIS MATERIAL CAN BE OBTAINED ON A NO CHARGE BASIS BY CONTACTING KEM KREST AT PHONE NO. (219)295-0000 EXTENSION 641 OR DEX (219)295-8443 REQUESTING PART #RC-10-NC #1 AND THE NUMBER OF QUARTS NEEDED. THE MATERIAL SHOULD ARRIVE AT DEALERSHIPS WITHIN 48 HOURS OF PLACING ORDER. A COPY OF THE MATERIAL SAFETY DATA SHEET AND ABOVE CAUTION FOR THIS PRODUCT WILL BE INCLUDED WITH THE MATERIAL.
INVESTIGATIONS INDICATE VEHICLES WITH LIGHT OVERSPRAY WILL REQUIRE APPROXIMATELY ONE QUART OF CLEANER SOLUTION, AND THOSE WITH HEAVY OVERSPRAY WILL REQUIRE APPROXIMATELY ONE- HALF GALLON.
CLAIM INFORMATION _________________
SUBMIT A SINGLE LINE TRANSPORTATION CLAIM IN THE NORMAL MANNER USING THE FOLLOWING CLAIM INFORMATION. INCLUDE ANY PARTS REQUIRING REPLACEMENT (FOR EXAMPLE, WIPER BLADES). CLEANER MATERIAL PROVIDED FREE OF CHARGE SHOULD NOT BE INCLUDED. IF A VEHICLE SUSTAINED OTHER TRANSPORTATION DAMAGE, A SEPARATE LABOR OPERATION SHOULD BE USED.
LABOR OPERATION: T0004 LABOR HOURS: STRAIGHT TIME HOURS DAMAGE CODE: 88886 CARRIER CODE: IT DELIVERY RECEIPT #: ITR
ALL TRANSPORTATION CLAIMS FOR THE VEHICLES INVOLED WITH THIS CONDITION MUST BE RECEIVED BY GENERAL MOTORS NO LATER THAN AUGUST 31, 1990.
DISCLOSURE __________
AFTER PERFORMING THESE REPAIRS, DEALERS SHOULD MAKE DISCLOSURES TO CUSTOMERS IN ACCORDANCE WITH "DISCLOSURE OF IN-TRANSIT DAMAGE" PROCEDURES AS OUTLINED IN THE 1990 SERVICE POLICIES AND PROCEDURES MANUAL UNLESS THE OVERSPRAY WAS REMOVED SIMPLY BY WASHING THE VEHICLE. THIS IS CRITIAL TO ASSURE COMPLIANCE WITH APPLICABLE STATE LAW.
