General Motors has determined that on certain 1995 Chevrolet Blazers equipped with a rear window wiper, the rear wiper blade can pivot as a result of the vehicle going through certain car washes. This can cause paint mutilation to the endgate. In these car washes, the cleaning action can pull the blade assembly out of its parked position and the inboard end of the blade can pivot 90 degrees towards the endgate. In this position, any movement of the wiper blade can scratch the paint and possibly gouge the metal on the endgate.
To correct this condition, dealers are to replace the existing wiper blade with one that has an anti-pivot pin and repair any resultant paint and metal damage to the endgate.
Involved are certain 1995 Chevrolet Blazers built within the following VIN breakpoints:

Involved vehicles have been identified by Vehicle Identification Number Computer Listings. Computer listings contain the complete Vehicle Identification Number, owner name and address data, and are furnished to involved dealers with the campaign bulletin. Owner name and address data furnished will enable dealers to follow-up with owners involved in this campaign.
These listings may contain owner names and addresses obtained from State Motor Vehicle Registration Records. The use of such motor vehicle registration data for any other purpose is a violation of law in several states. Accordingly, you are urged to limit the use of this listing to the follow-up necessary to complete this campaign. Any dealer not receiving a computer listing with the campaign bulletin has no involved vehicles currently assigned.
A preshipment of parts will be sent to involved dealers the week of May 1, 1995. Preshipment parts will be charged to the dealers' open parts account.
Parts required to complete this campaign are to be obtained from General Motors Service Parts Operations (GMSPO). To ensure these parts will be obtained as soon as possible, they should be ordered from GMSPO on a "C.I.O." order with no special instruction code, but on an advise code (2) All Goodwrench parts system test dealers should order on a "VIP" order.

Owners will be notified of this campaign on their vehicles by Chevrolet Motor Division by both telephone and then the customary letter of notification (see copy of owner letter included with this bulletin).
All unsold new vehicles in dealers' possession and subject to this campaign must be held and inspected/repaired per the service procedure of this campaign bulletin before owners take possession of these vehicles.
Dealers are to service all vehicles subject to this campaign at no charge to owners, regardless of mileage, age of vehicle, or ownership, from this time forward.
Owners of vehicles recently sold from your new vehicle inventory with no owner information indicated on the dealer listing, are to be contacted by the dealer, and arrangements made to make the required correction according to the instructions contained in this bulletin. This could be done by mailing to such owners a copy of the owners letter accompanying this bulletin. Campaign follow-up cards should not be used for this purpose, since the owner may not as yet have received the notification letter.
In summary, whenever a vehicle subject to this campaign enters your vehicle inventory, or is in your dealership for service in the future, please take the steps necessary to be sure the campaign correction has been made before selling or releasing the vehicle.
1. Remove black plastic tie band (if equipped) from rear wiper blade.
2. Push blade assembly locking tab (Figure 2) toward the wiper arm and slide assembly off wiper arm hook.
3. Install redesigned wiper blade assembly making certain it engages (clicks onto) wiper arm. This new assembly contains an anti- rotation pin which prevents over-rotation of blade.
4. Install Campaign Identification Label.
5. Fill fuel tank and wash before returning vehicle to owner (this is to be done only once for units involved in 95-C-31, 95-C-33, 95-C-34 and 95-C-35).
ENDGATE PAINT REPAIR, ENDGATE PROTECTOR INSTALLATION, AND WIPER BLADE REPLACEMENT ----------------------------------------------------------------------------- 1. If endgate paint shows scratches caused by rear wiper flipping over, repaint complete tailgate (refer to section 2B, "Paint", of the Service Manual).
2. Paint should be properly dried, and vehicle should be maintained between 60 degrees Fahrenheit and 90 degrees Fahrenheit for best results.
3. To apply the endgate protector, the body surface must be clean and devoid of surface contaminants. Wipe intended application area with a 50/50 solution of isopropyl alcohol and water.
4. Wipe application area dry.
5. A wet application method is recommended. Spray intended area of application with 50/50 solution of isopropyl alcohol and water.
6. Also, spray adhesive surface of endgate protector with this solution.
7. Apply endgate protector to endgate, using cross car locator feature, and up-down locator feature (Figure 1).
8. Press film in place, forcing out entrapped air and excess wetting solution.
9. Remove entrapped air bubbles by piercing bubble at outer edge with a pin and pushing air toward hole.
10. Once endgate protector is applied, remove pre-mask.
11. Remove black plastic tie band (if necessary) from wiper blade.
12. Push blade assembly locking tab (Figure 2, Item 1) toward wiper arm and slide assembly off the wiper arm hook.
13. Install redesigned wiper blade assembly making sure it engages (clicks onto) wiper arm. This new assembly contains an anti- rotation pin which prevents over-rotation of blade.
14. Install Campaign Identification Label.
15. Fill fuel tank and wash before returning vehicle to owner (this is to be done only once for units involved in 95-C-31, 95-C-33, 95-C-34 and 95-C-35).
Each vehicle corrected in accordance with the instructions outlined in this Product Campaign Bulletin will require a "Campaign Identification Label". Each label provides a space to include the campaign number and the five (5) digit dealer code of the dealer performing the campaign service. This information may be inserted with a typewriter or a ball point pen.
Each "Campaign Identification Label" is to be located on the radiator core support in an- area which will be visible when the vehicle is brought in for periodic servicing by the owner. Additional "Campaign Identification Labels" can be obtained from DAC.
Apply "Campaign Identification Label" only on a clean, dry surface.
