General Motors has determined that certain early production 1995 4-door Blazers have a condition which could result in fuel leakage in certain high speed frontal collisions. If one of these vehicles, with a substantial amount of fuel in the tank, were involved in a frontal collision at speeds higher than those specified by Federal safety standards, a hole in the bottom of the tank could occur resulting in fuel leakage.
To correct this condition, dealers are to apply a seal and cover to the exterior of the tank bottom.
Involved are certain 1995 Chevrolet 4-Door Blazers built within the following VIN breakpoints:

Involved vehicles have been identified by Vehicle Identification Number Computer Listings. Computer listings contain the complete Vehicle Identification Number, owner name and address data, and are furnished to involved dealers with the campaign bulletin. Owner name and address data furnished will enable dealers to follow-up with owners involved in this campaign.
These listings may contain owner names and addresses obtained from State Motor Vehicle Registration Records. The use of such motor vehicle registration data for any other purpose is a violation of law in several states. Accordingly, you are urged to limit the use of this listing to the follow-up necessary to complete this campaign. Any dealer not receiving a computer listing with the campaign bulletin has no involved vehicles currently assigned.
A preshipment of parts will be sent to involved dealers the week of May 1, 1995. Preshipment parts will be charged to the dealers' open parts account.
Additional parts required to complete this campaign are to be obtained from General Motors Service Parts Operations (GMSPO). To ensure these parts will be obtained as soon as possible, they should be ordered from GMSPO on a "C.I.O." order with no special instruction code, but on an advise code (2) All Goodwrench parts system test dealers should order on a 'VIP" order.

Owners will be notified of this campaign on their vehicles by Chevrolet Motor Division by both telephone and then by the customary letter of notification (see copy of owner letter included with this bulletin).
All unsold new vehicles in dealers' possession and subject to this campaign must be held and inspected/repaired per the service procedure of this campaign bulletin before owners take possession of these vehicles.
Dealers are to service all vehicles subject to this campaign at no charge to owners, regardless of mileage, age of vehicle, or ownership, from this time forward.
Owners of vehicles recently sold from your new vehicle inventory with no owner information indicated on the dealer listing, are to be contacted by the dealer, and arrangements made to make the required correction according to the instructions contained in this bulletin. This could be done by mailing to such owners a copy of the owners letter accompanying this bulletin. Campaign follow-up cards should not be used for this purpose, since the owner may not as yet have received the notification letter.
In summary, whenever a vehicle subject to this campaign enters your vehicle inventory, or is in your dealership for service in the future, please take the steps necessary to be sure the campaign correction has been made before selling or releasing the vehicle.
1. Disconnect negative battery cable from battery after noting all electronic device settings.
2. Raise vehicle on hoist and support with safety stands.
3. Remove steel shields from around fuel tank, if equipped (Figure 1).
4. Using a transmission jack, support rear section of fuel tank (use suitable padding between fuel tank and jack. Figure 4).
5. Loosen rear fuel tank strap (Figure 2, Item 3) in order to swing side rail protector (Figure 2, Item 2) away from bottom of fuel tank.
6. Secure side rail protector in the "swung out" position.
7. Use a "pre-sol" solution (Dupont 3919 or equivalent) to remove any dirt and grime from fuel tank area where seal and cover will be applied (Figure 3). The cleaning solution used must not leave any only residue or film on the surface of the tank.
8. Take the "Butyl Mastic" fuel tank seal with the thin aluminum foil looking back and peel approximately one inch of the protective paper away from the adhesive material.
9. Align exposed adhesive side of seal along radius bend line where fuel tank strap channel radius is (Figure 4) and apply seal to fuel tank. Carefully remove remaining protective paper from seal and apply seal firmly to bottom of fuel tank. Smooth out the seal evenly onto the metal surface. Keep side edges of the seal in parallel with fuel tank sides (make sure seal's edges do not go beyond radius of the other sides).
10. Take "Butyl Mastic" cover with thicker aluminum looking sheet backing and peal back approximately one inch of the protective paper from the adhesive material.
11. Align adhesive side of cover along the same radius bend line on top of the seal (Figure 4) that was applied in step 9 above. Remove remaining protective paper from cover and apply cover firmly over top of seal, smoothing it out evenly.
12. Relocate fuel tank side rail protector (be certain to center rear protector tabs over the tank flange, Figure 2, Item 2). Reposition fuel tank strap and insulator. Torque fuel tank strap bolt to 34 Nm (25 lb. Ft.) (Figure 2, Item 4).
13. Remove transmission jack from rear of fuel tank. Reinstall fuel tank steel shield to vehicle, if equipped (Figure 1, Item 2).
14. Lower vehicle from hoist and reconnect negative battery cable. Reset all electronic equipment to settings noted in step 1.
15. Install Campaign Identification Label.
16. Fill fuel tank and wash before returning vehicle to owner (this is to be done only once for vehicles involved in 95-C-31, 95-C-33, 95-C-34 and 95-C-35).
Each vehicle corrected in accordance with the instructions outlined in this Product Campaign Bulletin will require a "Campaign Identification Label". Each label provides a space to include the campaign number and the five (5) digit dealer code of the dealer performing the campaign service. This information may be inserted with a typewriter or a ball point pen.
Each "Campaign Identification Label" is to be located on the radiator core support in an area which will be visible when the vehicle is brought in for periodic servicing by the owner. Additional "Campaign Identification Labels" can be obtained from DAC.
Apply "Campaign Identification Label" only on a clean, dry surface.

Federal Motor Vehicle Safety Standards require vehicles sold in the U.S. to be able to pass specified crash tests with very little fuel leakage, if any. Your 1995 Blazer surpasses the requirements of these safety standards. However, recent crash tests revealed that if a four door Blazer with a substantial amount of fuel in the tank were involved in a frontal collision at speeds higher than those specified by the federal standard, a hole in the tank could occur resulting in fuel leakage. While fuel leakage is always possible in high speed crashes, we were not satisfied with this performance. Consequently, we have developed a seal and cover for the exterior of your vehicle's fuel tank which will avoid this fuel leakage. Applying this seal and cover can be done without removing or disassembling your Blazer's fuel system.
Instructions for performing this service have been sent to your Chevrolet dealer. This enhancement will be made to your vehicle at no charge to you. Please contact your Chevrolet dealer to arrange a convenient appointment and ensure the proper parts are available to complete this service. The enclosed owner reply card identifies your vehicle. Presentation of this card to your dealer will assist in installing this enhancement in the shortest possible time.
