  1. Disconnect the instrument cluster connector.
  2. Connect a test lamp from the instrument cluster connector cavity 17 to B+.
  3. Test for a short to ground.

Does the test lamp light?

Repair the short to ground in CKT 33 (TAN/WHT) between the instrument cluster and the EBCM or the park brake warning switch.
