SUBJECT: INCORRECT CERTIFICATION LABEL

MODELS: 1990 CK 15-35 LIGHT MODEL TRUCKS BUILT AT OSHAWA TRUCK ASSEMBLY PLANT

THE NATIONAL TRAFFIC AND MOTOR VEHICLE SAFETY ACT, AS AMENDED, PROVIDES THAT EACH VEHICLE WHICH IS SUBJECT TO A RECALL CAMPAIGN OF THIS TYPE MUST BE ADEQUATELY REPAIRED WHITHIN A REASONABLE TIME AFTER THE OWNER HAS TENDERED IT FOR REPAIR. A FAILURE TO REPAIR WITHIN SIXTY (60) DAYS AFTER TENDER OF A VEHICLE IS PRIMA FACIE EVIDENCE OF FAILURE TO REPAIR WITHIN A REASONABLE TIME.

IF THE CONDITION IS NOT ADEQUATELY REPAIRED WITHIN A REASONABLE TIME, THE OWNER MAY BE ENTITLED TO AN IDENTICAL OR REASONABLE EQUIVALENT VEHICLE AT NO CHARGE OR TO A REFUND OF THE PURCHASE PRICE LESS A REASONABLE ALLOWANCE FOR DEPRECIATION.

TO AVOID HAVING TO PROVIDE THESE BURDENSOME SOULUTIONS, EVERY EFFORT MUST BE MADE TO PROMPTLY SCHEDULE AN APPOINTMENT WITH EACH OWNER AND TO REPAIR THEIR VEHICLE AS SOON AS POSSIBLE. AS YOU WILL SEE IN READING THE ATTACHED COPY OF THE LETTER THAT IS BEING SENT TO OWNERS, THE OWNERS ARE BEING INSTRUCTED TO CONTACT THE NEAREST GMC ZONE OFFICE IF THE DEALER DOES NOT REMEDY THE CONDITION WITHIN FIVE (5) DAYS OF THE MUTUALLY AGREEED UPON SERVICE DATE. IF THE CONDITION IS NOT REMEDIED WITHIN A REASONABLE TIME THEY ARE INSTRUCTED ON HOW TO CONTACT THE NATIONAL HIGHWAY TRAFFIC SAFETY ADMINISTRATION.

DEFECT INVOLVED

GENERAL MOTORS HAS DETERMINED THAT CERTAIN 1990 CK 15-35 LIGHT MODEL TRUCKS WERE PRODUCED AT THE OSHAWA TRUCK ASSEMBLY PLANT WITH INCORRECT VEHICLE CERTIFICATION LABELS. THE MONTH/YEAR WAS PRINTED AS 1/89 INSTEAD OF 1/90. THE TRUCKS WERE ASSEMBLED CORRECTLY. TO CORRECT THIS CONDITION, A NEW CERTIFICATION LABEL IS TO BE AFFIXED TO EACH AFFECTED VEHICLE.

SINCE A NEW CERTIFICATION LABEL CAN BE EASILY INSTALLED AND TO REDUCE OWNER INCONVENIENCE, NEW CERTIFICATION LABELS WILL BE SENT DIRECTLY TO OWNERS OF RECORD. OWNERS MAY INSTALL THE NEW LABEL OR ASK A DEALER TO DO THE SERVICE. DEALER SERVICE IS TO BE DONE AT NO CHARGE TO OWNERS.

THESE LISTINGS AND A NEW CERTIFICATION LABEL FOR EACH VEHICLE FOR WHICH THERE IS NO OWNER O RECORD HAVE BEEN FURNISHED TO INVOLVED DEALERS WITH THE CAMPAIGN BULLETIN. IF A VEHICLE HAS BEEN RECENTLY DELIVERED, AND THE OWNER'S NAME IS NOT ON YOUR VIN LISTING, PLEASE CONTACT THE OWNER TO HAVE THE NEW CERTIFICATION LABEL INSTALLED. IT IS YOUR RESPONSIBILITY TO SEE THAT THE NEW CERTIFICATION LABELS ARE INSTALLED ON RECENTLY SOLD VEHICLES.

DEALER CAMPAIGN RESPONSIBILITY

DEALERS ARE TO SERVICE ALL VEHICLES SUBJECT TO THIS CAMPAIGN AT NO CHARGE TO OWNERS, REGARDLESS OF MILEAGE, AGE OF VEHICLE, OR OWNERSHIP, FROM THIS TIME FORWARD. DEALERS ARE TO INSPECT AND CORRECT ALL AFFECT VEHICLES IN NEW AND USED VEHICLE STOCK PRIOR TO THEIR SALE.

WHENEVER A VEHICLE SUBJECT TO THIS CAMPAIGN IS TAKEN INTO YOUR NEW OR USED VEHICLE INVENTORY, OR IT IS IN YOUR DEALERSHIP FOR SERVICE IN THE FUTURE, YOU SHOULD TAKE THE STEPS NECESSARY TO ENSURE THE CAMPAIGN CORRECTION HAS BEEN MADE BEFORE RESELLING OR RELEASING THE VEHICLE.

THIS BULLETIN IS NOTICE TO YOU THAT THE NEW MOTOR VEHICLES INVOLVED IN THIS CAMPAIGN MAY NOT COMPLY WITH THE STANDARD IDENTIFIED ABOVE. UNDER SECTION 108 OF THE NATIONAL TRAFFIC AND MOTOR VEHICLE SAFETY ACT, IT IS ILLEGAL FOR A DEALER TO SELL A NEW MOTOR VEHICLE WHICH THE DEALER KNOWS DOES NOT COMPLY WITH AN APPLICABLE FEDERAL MOTOR VEHICLE SAFETY STANDARD. AS A CONSEQUENCE, IF YOU SELL ANY OF THESE MOTOR VEHICLES WITHOUT FIRST PERFORMING THE CAMPAIGN CORRECTION, YOUR DEALERSHIP MAY BE SUBJECT TO A CIVIL PENALTY UP TO $1,000 FOR EACH SUCH SALE.

IF THE NAME AND ADDRESS OF THE OWNER OF AN INVOLVED VEHICLE WAS UNAVAILABLE TO GMC TRUCK DIVISION AT THE TIME OF CAMPAIGN INITIATION, THE DEALER MUST DETERMINE THE OWNER'S NAME AND ADDRESS FROM THE DEALERSHIP SALES RECORDS. PLEASE PROVIDE THIS INFORMATION DIRECTLY ON THE SECOND COPY OF THE LISTING NEXT TO THE APPLICABLE VIN SO THAT OUR RECORDS MAY BE UPDATED AND THE APPROPRIATE NOTIFICATION MAILED TO THE OWNER. THIS SECOND COPY SHOULD THEN BE SUBMITTED TO THE ADDRESS LISTE BELOW IN THE PREVIOUSLY SUPPLIED YELLOW CAMPAIGN ENVELOPES.

A LISTING OF OWNER NAMES AND ADDRESSES HAS BEEN FURNISHED TO THE INVOLVE DEALERS TO ENABLE DEALERS TO FOLLOW UP WITH OWNERS INVOLVED IN THIS CAMPAIGN. THIS LISTING MAY CONTAIN OWNER NAMES AND ADDRESSES OBTAINED FROM STATE MOTOR VEHICLE REGISTRATION RECORDS. THE USE OF SUCH MOTOR VEHICLE REGISTRATION DATA FOR ANY OTHER PURPOSE IS A VIOLATION OF LAW SEVERAL STATES. ACCORDINGLY, YOU ARE URGED TO LIMIT THE USE OF THIS LISTING TO THIS CAMPAIGN.

IF THE EXISTING LABEL'S VIN DOES NOT MATCH THE NEW LABEL OR THE NEW LABEL WAS NOT RECEIVED, CONTACT YOUR ZONE OFFICE TO MAKE ARRANGEMENTS RECEIVE A REPLACEMENT.

WARRANTY INFORMATION FOR GMC

DEALERS SHOULD SUBMIT AN ACCURATELY FILLED OUT WARRANTY REPAIR ORDER O EACH VEHICLE COMPLETED UNDER THIS CAMPAIGN.

CAMPAIGN IDENTIFICATION LABEL

EACH VEHICLE CORRECTED IN ACCORDANCE WITH THE INSTRUCTIONS OUTLINED IN THIS PRODUCT CAMPAIGN BULLETIN WILL REQUIRE A "CAMPAIGN IDENTIFICATION LABEL". EACH LABEL PROVIDES A SPACE TO INCLUDE THE CAMPAIGN NUMBER AN FIVE (5) DIGIT DEALER CODE OF THE DEALER PERFORMING THE CAMPAIGN SERVICE. THIS INFORMATION MAY BE INSERTED WITH A TYPEWRITER OR BALL POINT PEN.

EACH "CAMPAIGN IDENTIFICATION LABEL" IS TO BE LOCATED ON THE RADIATOR CORE SUPPORT IN AN AREA WHICH WILL BE VISIBLE WHEN THE VEHICLE IS BROUGHT IN FOR PERIODIC SERVICING BY THE OWNER.

APPLY "CAMPAIGN IDENTIFICATION LABEL" ONLY ON A CLEAN, DRY SURFACE.

IF YOU DECIDE NOT TO INSTALL THE NEW LABEL YOURSELF, YOUR GMC TRUCK DEALER WILL BE PLEASED TO INSTALL IT FOR YOU AT NO CHARGE. IF YOUR DEALER IS UNABLE TO ASSIST, WE RECOMMEND YOU CONTACT YOUR NEAREST GMC TRUCK ZONE OFFICE. THE TELEPHONE NUMBERS OF THE ZONE OFFICES ARE LIST IN YOUR WARRANTY AND OWNER ASSISTANCE INFORMATION MANUAL.

IF YOU INSTALL THE NEW CERTIFICATION LABEL, OR IF YOU HAVE SOLD OR TRADED YOUR TRUCK, PLEASE LET US KNOW BY COMPLETING THE ENCLOSED POSTA PAID OWNER REPLY CARD AND RETURNING IT TO US. THIS WILL ASSIST US IN ASSURING THAT ALL AFFECTED VEHICLES HAVE BEEN CORRECTED.

INSTRUCTIONS

1. OPEN DRIVER'S DOOR.

2. VERIFY THAT THE VEHICLE IDENTIFICATION NUMBER (VIN) OF THE NEW CERTIFICATION LABEL IS THE SAME AS THE EXISTING LABEL. (SEE ILLUSTRATION INCLUDED WITH THIS BULLETIN).

IF THE VIN OF THE NEW CERTIFICATION LABEL IS DIFFERENT THAN THE EXISTING LABEL, CONTACT YOUR DEALER OR ZONE OFFICE TO ARRANGE TO RECEIVE THE CORRECT LABEL.

IF THE VIN OF THE NEW CERTIFICATION LABEL IS THE SAME AS THE EXISTING LABEL, FOLLOW THE REMAINING STEPS OF THIS PROCEDURE AND INSTALL THE NEW LABEL.

3. WITH AN APPROPRIATE INSTRUMENT, LIFT CORNER OF CERTIFICATION LABE AND PEEL FROM DOOR EDGE.

4. CLEAN AREA WHERE NEW LABEL WILL BE INSTALLED.

5. REMOVE PROTECTIVE BACKING FROM NEW LABEL, AND CAREFULLY APPLY TO VEHICLE IN SAME LOCATION AS ORIGINAL LABEL.

NOTICE: DO NOT ATTEMPT TO REMOVE OR LOOSEN THE NEW LABEL ONCE IT HAS BEEN APPLIED AS THIS WILL DAMAGE THE LABEL AND MAKE IT ILLEGIBLE.
