SUBJECT: 98019 - BRAKE CONTROL ELECTRICAL HARNESS CHAFING

MODELS: 1998 CHEVROLET AND GMC MEDIUM DUTY C6 AND C7 SERIES TRUCKS AND B7 SCHOOL BUSES EQUIPPED WITH OPTIONS INTERIM CHANGE (CTF), AIR BRAKES (JE4), AND ABS (JE5)

THIS BULLETIN CANCELS AND REPLACES BULLETIN 98019 ISSUED APRIL, 1998. THE C SERIES POPULATION HAS BEEN EXPANDED AND B7 SCHOOL BUSES HAVE BEEN ADDED. ALL COPIES OF BULLETIN 98019 SHOULD BE DESTROYED.

THE HIGHWAY SAFETY ACT, AS AMENDED, PROVIDES THAT EACH VEHICLE WHICH IS SUBJECT TO A RECALL CAMPAIGN OF THIS TYPE MUST BE ADEQUATELY REPAIRED WITHIN A REASONABLE TIME AFTER THE CUSTOMER HAS TENDERED IT FOR REPAIR. A FAILURE TO REPAIR WITHIN SIXTY (60) DAYS AFTER TENDER OF A VEHICLE IS PRIMA FACIE EVIDENCE OF FAILURE TO REPAIR WITHIN A REASONABLE TIME.

IF THE CONDITION IS NOT ADEQUATELY REPAIRED WITHIN A REASONABLE TIME, THE CUSTOMER MAY BE ENTITLED TO AN IDENTICAL OR REASONABLY EQUIVALENT VEHICLE AT NO CHARGE OR TO A REFUND OF THE PURCHASE PRICE LESS A REASONABLE ALLOWANCE FOR DEPRECIATION.

TO AVOID HAVING TO PROVIDE THESE BURDENSOME REMEDIES, EVERY EFFORT MUST BE MADE TO PROMPTLY SCHEDULE AN APPOINTMENT WITH EACH CUSTOMER AND TO REPAIR THEIR VEHICLE AS SOON AS POSSIBLE. AS YOU WILL SEE IN READING THE ATTACHED COPY OF THE DIVISIONAL LETTER THAT IS BEING SENT TO CUSTOMERS, THE CUSTOMERS ARE BEING INSTRUCTED TO CONTACT THE APPROPRIATE CUSTOMER ASSISTANCE CENTER IF THEIR DEALER DOES NOT REMEDY THE CONDITION WITHIN FIVE (5) DAYS OF THE MUTUALLY AGREED UPON SERVICE DATE. IF THE CONDITION IS NOT REMEDIED WITHIN A REASONABLE TIME, THEY ARE INSTRUCTED ON HOW TO CONTACT THE NATIONAL HIGHWAY TRAFFIC SAFETY ADMINISTRATION.

DEFECT INVOLVED

GENERAL MOTORS HAS DECIDED THAT A DEFECT WHICH RELATES TO MOTOR VEHICLE SAFETY EXISTS IN CERTAIN 1998 CHEVROLET AND GMC MEDIUM DUTY C6 AND C7 SERIES TRUCKS AND B7 SCHOOL BUSES. SOME OF THESE VEHICLES EQUIPPED WITH AIR BRAKES (JE4) AND ANTI-LOCK BRAKE SYSTEMS (JE5), MAY EXHIBIT BRAKE CONTROL ELECTRICAL HARNESS CHAFING. THIS HARNESS, WHICH PROVIDES POWER TO THE FRONT BRAKE MODULATOR VALVES, MAY BECOME GROUNDED DUE TO THIS CONDITION. SOME OF THE WIRES, WHEN GROUNDED, WILL ILLUMINATE A WARNING LIGHT ON THE INSTRUMENT PANEL AND SHUT OFF THE ABS FEATURE WITH THE FOUNDATION BRAKES STILL FUNCTIONING. HOWEVER, OTHER WIRES IN THE HARNESS WHEN GROUNDED, WILL ILLUMINATE A WARNING LIGHT ON THE INSTRUMENT PANEL, BUT RESULT IN NO AIR REACHING ONE, OR IN RARE INSTANCES, BOTH OF THE FRONT BRAKE CHAMBERS. THIS WOULD CAUSE REDUCED BRAKING CAPABILITY OF THE FRONT BRAKES, ALTHOUGH THE REAR BRAKES WOULD FUNCTION PROPERLY. PARTIAL LOSS OF BRAKING AT A TIME WHEN MINIMUM STOPPING DISTANCE WAS REQUIRED COULD RESULT IN A VEHICLE CRASH WITHOUT PRIOR WARNING.

TO PREVENT THE POSSIBILITY OF THIS CONDITION OCCURRING, DEALERS ARE TO INSPECT FOR CHAFING AND PROPER ROUTING OF THE WIRE HARNESS, AND REPAIR IF NECESSARY.

DEALER CAMPAIGN RESPONSIBILITY

WHEN A VEHICLE HAS BEEN IDENTIFIED AS INVOLVED, THE CUSTOMER'S VEHICLE IS TO BE TOWED TO YOUR DEALERSHIP. INVOLVED VEHICLES ARE NOT TO BE DRIVEN UNTIL THE CAMPAIGN HAS BEEN PERFORMED.

ALL UNSOLD NEW VEHICLES IN DEALERS' POSSESSION AND SUBJECT TO THIS CAMPAIGN MUST NOT BE DRIVEN AND MUST BE HELD AND INSPECTED/REPAIRED PER THE SERVICE PROCEDURE OF THIS CAMPAIGN BULLETIN BEFORE CUSTOMERS TAKE POSSESSION OF THESE VEHICLES.

DEALERS ARE TO SERVICE ALL VEHICLES SUBJECT TO THIS CAMPAIGN AT NO CHARGE TO CUSTOMERS, REGARDLESS OF MILEAGE, AGE OF VEHICLE, OR OWNERSHIP, FROM THIS TIME FORWARD.

CUSTOMERS WHO HAVE RECENTLY PURCHASED VEHICLES SOLD FROM YOUR VEHICLE INVENTORY, AND FOR WHICH THERE IS NO CUSTOMER INFORMATION INDICATED ON THE DEALER LISTING, ARE TO BE CONTACTED BY THE DEALER. ARRANGEMENTS ARE TO BE MADE TO MAKE THE REQUIRED CORRECTION ACCORDING TO THE INSTRUCTIONS CONTAINED IN THIS BULLETIN. THIS COULD BE DONE BY MAILING TO SUCH CUSTOMERS A COPY OF THE APPROPRIATE DIVISIONAL CUSTOMER LETTER ACCOMPANYING THIS BULLETIN. CAMPAIGN FOLLOW-UP CARDS SHOULD NOT BE USED FOR THIS PURPOSE, SINCE THE CUSTOMER MAY NOT AS YET HAVE RECEIVED THE NOTIFICATION LETTER.

IN SUMMARY, WHENEVER A VEHICLE SUBJECT TO THIS CAMPAIGN ENTERS YOUR VEHICLE INVENTORY, OR IS IN YOUR DEALERSHIP FOR SERVICE IN THE FUTURE, PLEASE TAKE THE STEPS NECESSARY TO BE SURE THE CAMPAIGN CORRECTION HAS BEEN MADE BEFORE SELLING OR RELEASING THE VEHICLE.

SERVICE PROCEDURE

1. LOCATE THE ABS BRAKE HARNESS ON THE BACK OF THE FRONT FRAME RAIL, JUST ABOVE THE BRAKE MODULATOR VALVE.

2. THE HARNESS SHOULD BE ROUTED BETWEEN THE MODULATOR VALVE AND THE CROSSMEMBER AND TIE STRAPPED TO THE AIR PIPE NEAR THE MODULATOR VALVE. CHECK FOR MISSING TIE STRAPS JUST ABOVE THE VALVE, AND ABOUT 12" (300 MM) ON EACH SIDE. IF THE ROUTING IS CORRECT, THE STRAPS ARE IN PLACE, AND THE HARNESS IS SECURELY POSITIONED (THE HARNESS SHOULD NOT COME NEAR THE ENGINE CRANK PULLEY), NO FURTHER ACTION IS REQUIRED. PROCEED TO STEP 5.

3. IF THE HARNESS IS MISROUTED OR NOT SECURED, CHECK THE CONDUIT AND THE WIRING FOR DAMAGE FROM CONTACT WITH THE ENGINE CRANK PULLEY. IF ONLY THE CONDUIT IS DAMAGED, REPLACE THE DAMAGED SECTION WITH NEW CONDUIT. TAPE THE CONDUIT TO THE EXISTING CONDUIT, AND THEN PROPERLY ROUTE AND TIE STRAP THE HARNESS IN PLACE. PROCEED TO STEP 5.

4. IF THE WIRING IS DAMAGED, REPAIR OR REPLACE ANY DAMAGED SECTIONS. BE SURE TO SOLDER ALL CONNECTIONS, AND USE SHRINK TUBING OVER THE SPLICES TO INSURE THAT THE WIRES WILL BE WATER TIGHT. REPLACE THE DAMAGED CONDUIT SECTION WITH NEW CONDUIT. TAPE THE CONDUIT TO THE EXISTING CONDUIT, AND THEN PROPERLY ROUTE AND TIE STRAP THE HARNESS IN PLACE.

IMPORTANT: ONE PAIR OF WIRES IN THE HARNESS IS A TWISTED PAIR. WHEN REPAIRING THESE WIRES, THE TWIST MUST BE MAINTAINED TO PREVENT ELECTRO-MAGNETIC INTERFERENCE (EMI). 12 TWISTS PER INCH SHOULD BE USED.

5. INSTALL THE GM CAMPAIGN IDENTIFICATION LABEL.

CAMPAIGN IDENTIFICATION LABEL

EACH VEHICLE CORRECTED IN ACCORDANCE WITH THE INSTRUCTIONS OUTLINED IN THIS PRODUCT CAMPAIGN BULLETIN WILL REQUIRE A "CAMPAIGN IDENTIFICATION LABEL". EACH LABEL PROVIDES A SPACE TO INCLUDE THE CAMPAIGN NUMBER AND THE FIVE (5) DIGIT DEALER CODE OF THE DEALER PERFORMING THE CAMPAIGN SERVICE. THIS INFORMATION MAY BE INSERTED WITH A TYPEWRITER OR A BALL POINT PEN.

EACH "CAMPAIGN IDENTIFICATION LABEL" IS TO BE LOCATED ON THE RADIATOR CORE SUPPORT IN AN AREA WHICH WILL BE VISIBLE WHEN THE VEHICLE IS BROUGHT IN BY THE CUSTOMER FOR PERIODIC SERVICING. WHEN INSTALLING THE CAMPAIGN IDENTIFICATION LABEL, BE SURE TO PULL THE TAB TO ALLOW ADHESION OF THE CLEAR PROTECTIVE COVERING. ADDITIONAL CAMPAIGN IDENTIFICATION LABELS CAN BE OBTAINED FROM VISPAC INCORPORATED BY CALLING 1-800-269-5100 (MONDAY-FRIDAY, 8:00 A.M. TO 4:30 P.M. EST). ASK FOR ITEM NUMBER S-1015 WHEN ORDERING.

SUBJECT: CAMPAIGN 98019 BRAKE CONTROL ELECTRICAL HARNESS CHAFING

MODELS: 1998 CHEVROLET AND GMC MEDIUM DUTY C6 AND C7 SERIES TRUCKS AND B7 SCHOOL BUSES EQUIPPED WITH OPTIONS INTERIM CONTROL (CTF), AIR BRAKES (JE4), AND ABS (JE5)

DEFECT INVOLVED

GENERAL MOTORS OF CANADA LIMITED HAS DECIDED THAT A DEFECT WHICH RELATES TO MOTOR VEHICLE SAFETY EXISTS IN CERTAIN 1998 CHEVROLET AND GMC MEDIUM DUTY C6 AND C7 SERIES TRUCKS AND B7 SCHOOL BUSES. SOME OF THESE VEHICLES EQUIPPED WITH AIR BRAKES (JE4) AND ANTI-LOCK BRAKE SYSTEMS (JE5), MAY EXHIBIT BRAKE CONTROL ELECTRICAL HARNESS CHAFING. THIS HARNESS, WHICH PROVIDES POWER TO THE FRONT BRAKE MODULATOR VALVES, MAY BECOME GROUNDED DUE TO THIS CONDITION. SOME OF THE WIRES, WHEN GROUNDED, WILL ILLUMINATE A WARNING LIGHT ON THE INSTRUMENT PANEL AND SHUT OFF THE ABS FEATURE WITH THE FOUNDATION BRAKES STILL FUNCTIONING. HOWEVER, OTHER WIRES IN THE HARNESS WHEN GROUNDED, WILL ILLUMINATE A WARNING LIGHT ON THE INSTRUMENT PANEL, BUT RESULT IN NO AIR REACHING ONE, OR IN RARE INSTANCES, BOTH OF THE FRONT BRAKE CHAMBERS. THIS WOULD CAUSE REDUCED BRAKING CAPABILITY OF THE FRONT BRAKES, ALTHOUGH THE REAR BRAKES WOULD FUNCTION PROPERLY. PARTIAL LOSS OF BRAKING AT A TIME WHEN MINIMUM STOPPING DISTANCE WAS REQUIRED COULD RESULT IN A VEHICLE CRASH WITHOUT PRIOR WARNING.

TO PREVENT THE POSSIBILITY OF THIS CONDITION OCCURRING, DEALERS ARE TO INSPECT FOR CHAFING AND PROPER ROUTING OF THE WIRE HARNESS, AND REPAIR IF NECESSARY.

IN SUMMARY, WHENEVER A VEHICLE SUBJECT TO THIS CAMPAIGN ENTERS YOUR VEHICLE INVENTORY, OR IS IN YOUR DEALERSHIP FOR SERVICE IN THE FUTURE, YOU MUST TAKE THE STEPS NECESSARY TO BE SURE THE CAMPAIGN CORRECTION HAS BEEN MADE BEFORE SELLING OR RELEASING THE VEHICLE.

SERVICE PROCEDURE

1. LOCATE THE ABS BRAKE HARNESS ON THE BACK OF THE FRONT FRAME RAIL, JUST ABOVE THE BRAKE MODULATOR VALVE.

2. THE HARNESS SHOULD BE ROUTED BETWEEN THE MODULATOR VALVE AND THE CROSSMEMBER AND TIE STRAPPED TO THE AIR PIPE NEAR THE MODULATOR VALVE. CHECK FOR MISSING TIE STRAPS JUST ABOVE THE VALVE, AND ABOUT 12" (300 MM) ON EACH SIDE. IF THE ROUTING IS CORRECT, THE STRAPS ARE IN PLACE, AND THE HARNESS IS SECURELY POSITIONED (THE HARNESS SHOULD NOT COME NEAR THE ENGINE CRANK PULLEY), NO FURTHER ACTION IS REQUIRED. PROCEED TO STEP 5.

3. IF THE HARNESS IS MISROUTED OR NOT SECURED, CHECK THE CONDUIT AND THE WIRING FOR DAMAGE FROM CONTACT WITH THE ENGINE CRANK PULLEY. IF ONLY THE CONDUIT IS DAMAGED, REPLACE THE DAMAGED SECTION WITH NEW CONDUIT. TAPE THE CONDUIT TO THE EXISTING CONDUIT, AND THEN PROPERLY ROUTE AND TIE STRAP THE HARNESS IN PLACE. PROCEED TO STEP 5.

4. IF THE WIRING IS DAMAGED, REPAIR OR REPLACE ANY DAMAGED SECTIONS. BE SURE TO SOLDER ALL CONNECTIONS, AND USE SHRINK TUBING OVER THE SPLICES TO ENSURE THAT THE WIRES WILL BE WATER TIGHT. REPLACE THE DAMAGED CONDUIT SECTION WITH NEW CONDUIT. TAPE THE CONDUIT TO THE EXISTING CONDUIT, AND THEN PROPERLY ROUTE AND TIE STRAP THE HARNESS IN PLACE.

IMPORTANT: ONE PAIR OF WIRES IN THE HARNESS IS A TWISTED PAIR. WHEN REPAIRING THESE WIRES, THE TWIST MUST BE MAINTAINED TO PREVENT ELECTRO-MAGNETIC INTERFERENCE (EMI). 12 TWISTS PER INCH SHOULD BE USED.

5. INSTALL CAMPAIGN IDENTIFICATION LABEL.

EACH VEHICLE CORRECTED IN ACCORDANCE WITH THE INSTRUCTIONS OUTLINED IN THIS PRODUCT CAMPAIGN BULLETIN WILL REQUIRE A "CAMPAIGN IDENTIFICATION LABEL." EACH LABEL PROVIDES A SPACE TO INCLUDE THE CAMPAIGN NUMBER AND THE FIVE (5) DIGIT DEALER CODE OF THE DEALER PERFORMING THE CAMPAIGN SERVICE. THIS INFORMATION MAY BE INSERTED WITH A TYPEWRITER OR A BALL POINT PEN.
