SUBJECT: FRONT AXLE BRAKE CHAMBER MOUNTING BRACKETS MAY BREAK

MODELS: 1983-1987 MEDIUM DUTY P6, C6 + C7 EQUIPPED WITH 7,000 LB AIR BRAKE FRONT AXLE (RPO FS2 OR FT2) BUILT WITHOUT FRONT BRAKE LIMITING VALVE (RPO J82)

1983-1987 SCHOOL BUS B6P042 EQUIPPED WITH 7,500 LB AIR BRAKE FRONT AXLE (RPO FRD) BUILT WITHOUT FRONT BRAKE LIMITING VALVE (RPO J82)

THE NATIONAL TRAFFIC AND MOTOR VEHICLE SAFETY ACT, AS AMENDED, PROVIDES THAT EACH VEHICLE WHICH IS SUBJECT TO A RECALL CAMPAIGN OF THIS TYPE MUST BE ADEQUATELY REPAIRED WITHIN A REASONABLE TIME AFTER THE OWNER HAS TENDERED IT FOR REPAIR. A FAILURE TO ADEQUATELY REPAIR WITHIN 60 DAYS AFTER TENDER OF A VEHICLE IS PRIMA FACIE EVIDENCE OF FAILURE TO REPAIR WITHIN A REASONABLE TIME.

IF THE CONDITION IS NOT ADEQUATELY REPAIRED WITHIN A REASONABLE TIME, THE OWNER MAY BE ENTITLED TO AN IDENTICAL OR REASONABLY EQUIVALENT VEHICLE AT NO CHARGE, OR TO A REFUND OF THE PURCHASE PRICE LESS A REASONABLE ALLOWANCE FOR DEPRECIATION.

TO AVOID HAVING TO PROVIDE THESE BURDENSOME SOLUTIONS, EVERY EFFORT MUST BE MADE TO PROMPTLY SCHEDULE APPOINTMENTS WITH OWNERS AND TO REPAIR THEIR VEHICLES AS SOON AS POSSIBLE. AS YOU WILL SEE IN READING THE ATTACHED COPY OF THE LETTER WHICH IS BEING SENT TO OWNERS, THE OWNER IS BEING INSTRUCTED TO CONTACT THE NEAREST ZONE/BRANCH OFFICE IF THE DEALER DOES NOT REMEDY THE CONDITION WITHIN FIVE DAYS OF THE MUTUALLY AGREED UPON SERVICE DATE. IF THE CONDITION IS NOT REMEDIED WITHIN A REASONABLE TIME, THEY ARE INSTRUCTED HOW TO CONTACT THE NATIONAL HIGHWAY TRAFFIC SAFETY ADMINISTRATION.

DEFECT INVOLVED

GENERAL MOTORS HAS DETERMINED THAT A DEFECT WHICH RELATES TO MOTOR VEHICLE SAFETY EXISTS IN SOME 1983-1987 B6P042 MODEL SCHOOL BUSES EQUIPPED WITH A 7,500 LB FRONT AXLE (RPO FRD) AND MEDIUM DUTY MODEL TRUCKS EQUIPPED WITH A 7,000 LB FRONT AXLE (RPO FS2 OR FT2). ONLY VEHICLES ORIGINALLY BUILT WITHOUT A FRONT BRAKE LIMITING VALVE (RPO J82) ARE INVOLVED. SEVERE BRAKE CHATTER MAY CAUSE THE BRAKE CHAMBER MOUNTING BRACKETS ON EITHER SIDE TO DEVELOP CRACKS IN THE WELD AREA WHERE THE S-CAM SHAFT TUBE ATTACHES TO THE CHAMBER SUPPORT SECTION. IF THIS CONDITION IS NOT CORRECTED, THE CRACK CAN GO ALL THE WAY THROUGH THE WELD, CAUSING THE BRACKET TO BREAK, RESULTING IN THE LOSS OF BRAKING ABILITY AT THAT FRONT WHEEL, AND POSSIBLY RESTRICTED STEERING, WHICH COULD LEAD TO A VEHICLE CRASH WITHOUT PRIOR WARNING.

TO PREVENT THIS CONDITION FROM OCCURRING IT WILL BE NECESSARY TO INSTALL NEW REINFORCED FRONT BRAKE CHAMBER MOUNTING BRACKETS ON ALL INVOLVED VEHICLES AND INSTALL A FRONT BRAKE LIMITING VALVE ON VEHICLES WITHOUT ONE.

SCHOOL BUSES WHICH HAVE BEEN CAMPAIGNED PREVIOUSLY (GMC TRUCK CAMPAIGN 86-C-05/CHEVROLET CAMPAIGN 86-C-09), AND HAVE HAD A FRONT BRAKE LIMITING VALVE INSTALLED, DO NOT NEED A NEW LIMITING VALVE INSTALLED IN THIS CAMPAIGN. THE FRONT BRAKE CHAMBER BRACKETS (ORIGINAL OR REPLACEMENT) MUST BE REPLACED WITH THE REVISED BRACKET ON ALL SCHOOL BUSES.

BRAKE CHAMBER BRACKETS FOR SCHOOL BUSES WHICH HAVE BEEN CAMPAIGN PREVIOUSLY (86-C-05/86-C-09) HAVE BEEN SHIPPED BY GMSPO TO DEALERS WHO PERFORMED THE CAMPAIGN.

SCHOOL BUS SERVICE CALL TIME ALLOWANCE

DUE TO THE IMPORTANCE AND RELEASE TIMING OF THIS CAMPAIGN, SCHOOL BUSES INVOLVED IN THIS RECALL MUST BE COMPLETED PRIOR TO THE START OF SCHOOL. GENERAL MOTORS HAS PRE-AUTHORIZED A SERVICE CALL TIME ALLOWANCE OF UP TO ONE HOUR (1.0) FOR ONE TRIP TO A CUSTOMERS LOCATION TO PERFORM REPAIRS ON ALL OF THE CUSTOMERS AFFECTED SCHOOL BUSES. THIS SERVICE CALL TIME ALLOWANCE WILL BE FOR REPAIRS COMPLETED BY SEPTEMBER 15, 1987.

PARTS ARE NOT AVAILABLE FOR 100% OF THE INVOLVED SCHOOL BUSES. THEREFORE, THEY WILL BE DISTRIBUTED BY REGION, STARTING WITH THE EASTERN REGION AND PROGRESS TOWARD THE WESTERN REGION.

OWNERS OF INVOLVED MEDIUM DUTY TRUCKS WILL BE NOTIFIED PARTS WILL BE AVAILABLE APPROXIMATELY SEPTEMBER 15, 1987.

VEHICLES WHICH HAVE NOT HAD CAMPAIGN 86-C-05/86-C-09 COMPLETED PREVIOUSLY, WILL NOT HAVE PARTS FORCE SHIPPED, AND IN THOSE CASES PARTS ARE TO BE OBTAINED FROM GENERAL MOTORS SERVICE PARTS OPERATION (GMSPO). TO ENSURE THAT THESE PARTS WILL BE OBTAINED AS SOON AS POSSIBLE, THEY SHOULD BE ORDERED FROM GMSPO ON A C.I.O. ORDER WITH NO SPECIAL INSTRUCTION CODE, BUT ORDER ON AN ADVISE CODE (2).

DEALERS WHO PERFORMED CAMPAIGN 86-C-05/86-C-09 WILL RECEIVE BRACKETS FOR THIS CAMPAIGN WITHOUT ORDERING FROM GMSPO. DEALERS WILL BE INVOICED FOR THESE PARTS. DEALERS SHOULD ORDER SCHOOL BUS BRACKETS IF CIRCUMSTANCES REQUIRE.

SCHOOL BUSES WHICH HAVE PREVIOUSLY BEEN CAMPAIGNED (GMC TRUCK CAMPAIGN 86-C-05/CHEVROLET 86-C-09) MUST HAVE FRONT BRAKE CHAMBER BRACKETS REPLACED WITH REVISED BRACKETS (WITH REINFORCEMENT) REGARDLESS OF WHETHER OR NOT BRACKETS WERE REPLACED AT THE TIME 86-C-05/86-C-09 WAS PERFORMED. LIMITING VALVES DO NOT NEED TO BE INSTALLED ON THESE BUSES IF INSTALLATION WAS COMPLETED ON 86-C-05/86-C-09.

THE GMC TRUCK DEALER OR CHEVROLET DEALER WHO PERFORMED CAMPAIGN 86-C-05/86-C-09 ON YOUR SCHOOL BUS WILL HAVE YOUR BRACKETS. INSTRUCTIONS FOR PERFORMING THIS SERVICE HAVE ALSO BEEN SENT TO THIS DEALER. PLEASE CONTACT YOUR DEALER TO ARRANGE A SERVICE DATE.
