SUBJECT: BRAKE FLUID LEAKS AT THE FRONT BRAKE CALIPERS

MODELS: 1994 GMC FORWARD AND CHEVROLET TILTMASTER W4 SERIES WITH GAS ENGINES

THIS BULLETIN CANCELS AND REPLACES BULLETIN 94-C-19 ISSUED MAY 1994. ALL COPIES OF 94-C-19 SHOULD BE DESTROYED. ADDITIONAL VEHICLES HAVE BEEN ADDED TO THE AFFECTED POPULATION.

The National Traffic and Motor Vehicle Safety Act, as amended, provides that each vehicle which is subject to a recall campaign of this type must be adequately repaired within a reasonable time after the owner has tendered it for repair. A failure to adequately repair within 60 days after tender of a vehicle is prima facie evidence of failure to repair within a reasonable time.

If the condition is not adequately repaired within a reasonable time, the owner may be entitled to an identical or reasonably equivalent vehicle at no charge, or to a refund of the purchase price less a reasonable allowance for depreciation.

To avoid having to provide these burdensome solutions, every effort must be made to promptly schedule appointments with owners and to repair their vehicles as soon as possible. As you will see in reading the attached copy of the letter which is being sent to owners, the owner is being instructed to contact the GMC Truck Division Consumer Relations Office if the dealer does not remedy the condition within five days of the mutually agreed upon service date. If the condition is not remedied within a reasonable time, they are instructed how to contact the National Highway Traffic Safety Administration.

DEFECT INVOLVED

General Motors has determined that a defect, which relates to motor vehicle safety, exists in CERTAIN 1994 GMC Forward and Chevrolet Tiltmaster W4 Series vehicles equipped with gas engines. A condition exists where the front axle brake calipers may leak brake fluid at the flexible hose connection to the caliper. The caliper eye bolt sealing surface on the front brake calipers were covered by paint residue caused by incomplete masking during painting prior to delivery to the assembly line. At the assembly line, the hydraulic brake hose was attached with an eye-bolt and gaskets to this sealing surface. After assembly of the vehicle, brake fluid gradually dissolves the paint residue and may open a small path between the sealing surface and the gasket allowing brake fluid leakage when the brakes are applied. Brake fluid leakage could redue brake effectiveness and increase stopping distances. Partial loss of braking at a time when minimum stopping distance is required could result in a vehicle crash without prior warning.

To correct this condition, dealers must disconnect the front brake flex hose, remove any paint from the caliper eye-bolt mounting surface and reconnect the brake hose using a new copper gasket on each side of the eye-bolt. (2 per caliper/4 per vehicle).

The specific vehicles involved in this campaign have been identified by Vehicle Identification Number (VIN) Computer Listings. These listings are furnished to all involved dealers with the campaign. Dealers should confirm vehicle eligibility through VISS (Vehicle Information Service System) or SERVICENET prior to beginning campaign repairs.

DEALER CAMPAIGN RESPONSIBILITY

All unsold new vehicles in dealers' possession and subject to this campaign MUST be held and inspected/repaired per the SERVICE PROCEDURE of this campaign bulletin BEFORE owners take possession of these vehicles.

Dealers are to service all vehicles subject to this campaign at no charge to owners, regardless of mileage, age of vehicle, or ownership, from this time forward.

When a vehicle subject to this campaign is taken into your new or used vehicle inventory, or it is in your dealership for service in the future, you should take the steps necessary to ensure the campaign correction has been made before reselling or releasing the vehicle.

Owners of vehicles recently sold from your new vehicle inventory are to be contacted by the dealer and arrangements made to make the required correction according to instructions contained in this bulletin.

If the name and address of the owner of an involved vehicle was unavailable to GMC Truck Division at the time of campaign initiation, the dealer must determine the owner's name and address from the dealership sales records. Please provide this information directly on the second copy of the listing next to the applicable VIN so that our records may be updated and the appropriate notification mailed to the owner. This second copy should then be submitted to the address listed below in the previously supplied yellow campaign envelopes.

OWNER NOTIFICATION

Owners will be notified of this campaign on their vehicles by GMC Truck Division (see copy of owner letter included with this bulletin). A listing of owner names and addresses has been furnished to the involved dealers to enable dealers to follow up with owners involved in this campaign. This listing may contain owner names and addresses obtained from State Motor Vehicle Registration records. The use of such motor vehicle registration data for any other purpose is a violation of law in several states. Accordingly, you are urged to limit the use of this listing to this campaign.

SERVICE PROCEDURE

1. Check the front wheels.

2. Remove the eye-bolt to disconnect the front brake flex hose from the brake caliper.

3. Insert a dummy bolt (17mm) into the threaded hole of the caliper to prevent paint particles from entering the caliper.

4. Remove all paint from the caliper eye-bolt mounting surface.

NOTICE: DO NOT USE A METALLIC SCRAPER TO REMOVE PAINT, IT MAY SCRATCH THE SEALING SURFACE.

5. Wipe the surface of the caliper clean after removing the paint.

6. Remove the dummy bolt.

7. Reconnect the flex brake hose to the caliper with the eye-bolt using a new copper gasket on EACH side of the eye-bolt. (See Figure 1). Tighten the eye-bolt 22-30 lbs. ft. (3.0-4.0 kg-m).

8. Bleed the hydraulic brake system FRONT ONLY as described below.

BRAKE BLEEDING PROCEDURE:

1. Fill the brake fluid reservoir with DOT 3 brake fluid and keep at least one-half full of fluid during the bleeding operation.

2. Connect vinyl hose to the bleeder screw.

3. Pump the brake pedal about 4 to 5 times by hand and then hold.

4. Keep pushing the brake pedal until there is slight pressure.

5. Open the bleeder Screw about one-hand turn and fully depress the brake pedal, Observe flow from the bleeder screw.

6. Close the bleeder screw as soon as bubbles stop and the fluid flows in a solid stream. Release the brake pedal after closing the bleeder screw.

7. With the bleeder screw closed, pump the brakes 2 or 3 times and hold with slight pressure, open the bleeder screw, depress the brake pedal all the way to the floor and then close the bleeder screw. Repeat this procedure until there is no air in the brake lines.

8. Dry off any excess fluid around the bleeder screw.

9. Push the brake pedal 2 or 3 times with engine running. Check the fluid leakage from the eye-bolt joint area for leaking fluid.

10. Check the brake fluid reservoir. Add DOT 3 brake fluid as needed.

11. Clean up around the vehicle and remove the wheel chocks.

PARTS INFORMATION

The appropriate number of copper gaskets (2 per caliper/4 per vehicle) are included with this mailing if your dealership has a vehicle(s) involved in this campaign. If additional parts are required they may be obtained directly from American Isuzu Parts Distribution Network (A.I.P.D.N.).

WARRANTY INFORMATION

Dealers should submit an accurately filled out Warranty Repair Order on each vehicle completed under this campaign.

* For dealer to receive Administrative Time Allowance associated with this campaign, add 0.1 hour to the Labor Operation Time Allowance.

** The "Parts Allowance" is 40% of all parts required for the repair plus $3.00 for brake fluid. The total dollar amount should be included in the "Net Item" column of the Warranty Claim Form.

CAMPAIGN IDENTIFICATION LABEL

Each vehicle corrected in accordance with the instructions outlined in this product campaign bulletin will require a "Campaign Identification Label." Each Label provides a space to include the campaign number and five (5) digit dealer code of the dealer performing the campaign service. This information may be inserted with a typewriter or ball point pen.

Each "Campaign Identification Label" is to be located on the radiator core support in an area which will be visible when the vehicle is brought in for periodic servicing by the owner.

Apply "Campaign Identification Label" only on a clean dry surface.

ADMINISTRATIVE PROCEDURE

Procedures covering this campaign are outlined in Section V of your dealership's "GMC Truck Warranty Claims Processing Manual" #P9119 Rev. 2/94.

Dear GM Truck Owner:

This notice is sent to you in accordance with the requirements of the National Traffic and Motor Vehicle Safety Act.

General Motors has determined that a defect, which relates to motor vehicle safety, exists in certain 1994 GMC Forward and Chevrolet Tiltmaster W4 Series vehicles equipped with gas engines. A condition exists where the front axle brake caliper may leak brake fluid at the flexible hose connection to the caliper. Brake fluid leakage could reduce brake effectiveness and increase stopping distances which can cause the vehicle to crash without prior warning.

To correct, the dealer will remove paint from the brake caliper, replace copper gaskets and bleed the front brakes. This service will be performed for you at no charge,

Instructions for performing this service have been sent to your GM Medium Duty dealer. Please contact your dealer to arrange a service date. The labor time necessary to perform this correction will be approximately one hour, Please ask your dealer how much additional time will be needed to process your vehicle.

Your GM Medium Duty dealer is best equipped to provide service to ensure your vehicle is corrected as promptly as possible. However, if you take your vehicle to your dealer on the agreed service date and they do not service this condition on that date or within five days, we recommend you contact GMC Truck Consumer Relations by telephone. Consumer Relations will assist you and your dealer in getting your vehicle corrected.
