Governor Cover Seal Replacement MFI
Removal Procedure
- Disconnect the negative battery cable.
Caution: Unless directed otherwise, the ignition and start switch must be in the OFF or LOCK position, and all electrical loads must be OFF before servicing
any electrical component. Disconnect the negative battery cable to prevent an electrical spark should a tool or equipment come in contact with an exposed electrical terminal. Failure to follow these precautions may result in personal injury and/or damage to
the vehicle or its components.
- Remove the air cleaner. Refer to
Air Cleaner Element Replacement
- Cover the intake manifold with J 29664 in order to keep foreign
objects out of the manifold.
- Disconnect the injection pump fuel solenoid wire.
- Disconnect the housing pressure cold advance wire.
- Disconnect the fuel return line.
- Remove the top attaching bolt on the fast idle solenoid.
- Loosen the lower attaching bolt on the fast idle solenoid.
- Move the solenoid aside.
- Remove the governor cover screws.
- Clean the following items:
| Notice: Use care in order to keep foreign material out of the pump when the
cover is off. If any material enters the pump, remove the material before
you start the engine or injection pump in order to prevent damage.

• | The upper portion of the injection pump. |
- (Place several rags in the engine valley in order
to catch the fuel.)
Remove the governor cover.
- Remove the seal from the governor cover.
Installation Procedure
- Install a new seal in the governor cover.
Notice: Locate the shutdown solenoid pivot arm on the correct side of the linkage
hook when installing the pump cover. An incorrect position would cause the
engine to go to full run operation, causing the engine to accelerate to very
high speeds. This could cause damage to the vehicle.
Important: If the retaining tool is not available, go to step 7 and follow that
procedure.
- Install the retaining tool (2) to the pump cover (1) in order to depress
the shutdown lever against the solenoid.
- Ensure the screws are not in the pump cover.
- Position the cover on the injection pump.
- Rotate the retaining tool.
- Slide the retaining tool from beneath the cover with the cover
in position.
- Install the pump cover without a retaining tool using the following
steps:
7.1. | Ensure that the screws are not in the pump cover. |
7.2. | Position the cover 6 mm (0.25 in) toward the shaft
end. |
7.3. | Position the cover 3 mm (0.125 in) above the pump. |
7.4. | Carefully move the cover rearward and downward into position.
Do not cut the seal. |
7.5. | Hold the throttle in an idle position. |
- Do not drop or lose the flat washer and the spring washer on each
screw.
- The flat washer must be against the pump cover.
- Install the governor cover screws.
Tighten
Tighten the screws to 4 N·m (35 lb in).
Notice: Use the correct fastener in the correct location. Replacement fasteners
must be the correct part number for that application. Fasteners requiring
replacement or fasteners requiring the use of thread locking compound or sealant
are identified in the service procedure. Do not use paints, lubricants, or
corrosion inhibitors on fasteners or fastener joint surfaces unless specified.
These coatings affect fastener torque and joint clamping force and may damage
the fastener. Use the correct tightening sequence and specifications when
installing fasteners in order to avoid damage to parts and systems.
- Connect the negative battery cable.
- Inspect the engine shutdown solenoid using the following procedure:
12.1. | Turn the ignition switch ON. |
12.2. | Touch the pink wire to the solenoid connector. |
12.3. | You should hear a clicking sound (as the pink wire is connected
and disconnected). |
12.4. | If you do not hear a clicking sound follow this procedure: |
| Important: The linkage may be jammed in the wide open throttle position, if you
do not hear a clicking sound. Do not start the engine.

12.4.1. | Remove the governor cover. |
12.4.2. | Ground the solenoid lead. |
12.4.3. | Connect the pink wire. |
12.4.4. | Turn the ignition switch ON. The solenoid in the cover moves the
linkage. |
12.4.5. | If the linkage does not move, replace the solenoid. Refer to Engine
Shutdown Solenoid Replacement. |
12.4.6. | Minimum voltage across the terminals must be 12 volts.
Install the cover and repeat the inspection. |
- Install the fuel return line.
- Correctly position the fast idle solenoid.
- Install the top attaching bolt on the fast idle solenoid.
- Tighten the lower attaching bolt on the fast idle solenoid.
- Install the housing pressure cold advance wire.
- Install the injection pump fuel solenoid wire.
18.3. | Idle roughness will be observed due to air in the pump. |
18.4. | Engine idling will allow the air to purge. |
18.5. | Turn the engine OFF, in order to allow air bubbles to rise to
the top. |
- Remove J 29664 from the intake manifold.
- Install the air cleaner. Refer to
Air Cleaner Element Replacement
