The National Traffic and Motor Vehicle Safety Act, as amended, provides that each vehicle which is subject to a recall campaign of this type must be adequately repaired within a reasonable time after the owner has tendered it for repair. A failure to adequately repair within 60 days after tender of a vehide is prima facie evidence of failure to repair within a reasonable time.
If the condition is not adequately repaired within a reasonable time, the owner may be entitled to an identical or reasonably equivalent vehicle at no charge, or to a refund of the purchase price less a reasonable allowance for depreciation.
To avoid having to provide these burdensome solutions, every effort must be made to promptly schedule appointments with owners and to repair their vehicles as soon as possible. As you will see in reading the attached copy of the letter which is being sent to owners, the owner is being instructed to contact the nearest GMC Zone Office if the dealer does not remedy the condition within five days of the mutually agreed upon service date. If the condition is not remedied within a reasonable time, they are instructed how to contact the National Highway Traffic Safety Administration.
General Motors has determined that some 1984 and 1985 P35 Value Van Model Light Duty Trucks equipped with Union City King Steel bodies and driver/passenger bucket seats with a tilt pedestal fail to conform to Federal Motor Vehicle Safety Standards (FMVSS) 207 "Anchorage of Seats" and 210 "Seat Beft Anchorages".
During assembly, three bolts which attach the longitudinal sill to the frame rail were omitted. This sill provides support for the base of the seat. In the event of a vehicle crash, the floor plate could buckle along the inboard side causing the seat pedestal to be imbalanced, which could increase the likelihood of injury to the seat occupant. Dealers are to install the missing bolts.
Involved are certain 1984 and 1985 P35 King Steel E32 Value Vans with bodies produced by Union City Body Company, manufactured within the following VIN breakpoints:
The specific vehicles involved in this campaign have been identified by Vehicle Identification Number Computer Listings. These listings are funiished to all involved dealers with the campaign bulletin.
Dealers are to service all vehicles subject to this campaign at no charge to owners, regardless of mileage, age of vehicle, or ownership, from this time forward.
Whenever a vehicle subject to this campaign is taken into your new or used vehicle inventory, or it is in your dealership for service in the future, you should take the steps necessary to be sure the campaign correction has been made before reselling or releasing the vehicle.
This bulletin is notice to you that the new motor vehicles included in this campaign may not comply with the standard identified above. Under Section 108 of the National Traffic and Motor Vehicle Safety Act, it is illegal for a dealer to sell a new motor vehicle which the dealer knows does not comply with an applicable Federal Motor Vehicle Safety Standard. As a consequence, if you sell any of these motor vehicles without first performing the campaign correction, your dealership may be subject to a civil penalty up to $1,000 for each such sale.
Owners of vehicles recently sold from your new vehicle inventory are to be contacted by the dealer, and arrangements made to make the required modification according to instructions contained in this bulletin.
Owners will be notified of this campaign on their vehicles by GMC Truck (see copy of Owner letter included with this bulletin). A listing of owner names and addresses has been furnished to the involved dealers to enable dealers to follow up with owners involved in this campaign. This listing may contain owner names and addresses obtained from state motor vehicle registration records. The use of such motor vehicle registration data for any other purpose is a violation of law in several states. Accordingly, you are urged to limit the use of this listing to this campaign.
For clutch head drive screws:
1/4" CLUTCH DRIVER #10 CLUTCH DRIVER
Remove the driver's and passenger seat assemblies by removing four (4) 1/2" bolts and lock nuts from the pedestal base. (Figure No. 1-Item 1) This will require two people.
If the vehicle has a seat pedestal with floor mounted seat belts, remove the two (2) shoulder bolts securing the belts to the floor.
Driver's center floor removal (Figure No.1-Item 2E):
- Remove four (4) 3/8" bolts located at the rear edge of the center floor plate. (Figure No. 1-Item 2D)
- Remove ten (10) 1/4" pan head clutch drive screws from the center floor plate side flanges. (Figure No.1-Item 2B)
- Remove twenty-one (21) #10 pan head clutch drive screws along the front and rear edge of the center floor plate. (Figure No. 1-Item 2A)
- Remove seven (7) #10 hex head or #10 cross recess screws from the vertical flange of the transmission cover plate. (Figure No. 1- Item2C)
- Remove the center floor plate from the vehicle.
Locate the three (3) 9/16" diameter holes located in the longitudinal sill flange above the chassis frame rail. (Figure No. 1-Item 3) Using the longitudinal sill as a template, drill three (3) 1/2" diameter holes in the frame rail. Repeat this instruction on the passenger side, if the vehicle is equipped with a passenger seat.
Install bolts, 1/2"-13 x 1-1/4" Grade 5, and prevailing torque nuts in each of the drilled hole locations. Torque nuts to 55-75 ft-lbs. (75- 102 N.m). Nut will be on the underside of rail flange.
Remove all traces of the old sealer from the bottom of the center floor plate and mating body surfaces. Reapply a thin bead of sealer, Loctite P/N 1052621, or a silicone sealer to the floor plate.
Reinstall center floor plate and transmission cover screws. Torque nuts on 3/8" bolts 18-28 ft-lbs. (24-38 N.m).
Reinstall seat assemblies. Torque seat pedestal bolts 55-75 ft-lbs. (75-102 N.m). Torque floor mounted seat belt nuts 30-45 ft.lbs. (40-60 N.m).
Reseal the center floor to the transmission and any body openings at the corners of the floor plate with sealer, Loctite P/N 1052621, or a silicone sealer.
Parts are to be obtained from the Warehousing and Distribution Division of General Motors (WDDGM). To ensure that these parts will be obtained as soon as possible, they should be ordered from WDDGM on a C.I.O. order with no special instruction code, but order on an advise code (2).

Each vehicle modified in accordance with the instructions outlined in this Product Campaign Bulletin will require a "Campaign Identification Label". Each label provides a space to include the five (5) digit dealer code of the dealer performing the campaign service. This information may be inserted with a typewriter or ball point pen.
Each "Campaign Identification Label" is to be located on the radiator core support in an area which will be visible when the vehicle is brought in for periodic servicing by the owner.
Apply "Campaign Identification Label" only on a clean dry surface.

Instructions for making this correction have been sent to your GMC Truck dealer. It is estimated that parts will be available to your dealer on September 2, 1986. The labor time necessary to perform this correction is approximately 3-1/2 hours. Please allow additional time, if necessary, for the dealer to process your vehicle.
Your GMC Truck dealer is best equipped to obtain parts and provide service to ensure your vehicle is corrected as promptly as possible. However, if you take your vehicle to your dealer on the agreed service date and they do not remedy this condition on that date or within five days, we recommend you contact your nearest GMC Truck Zone Office, either in person or by telephone. The Zone Office will assist you and your dealer in getting your vehicle corrected. The locations and telephone numbers of the Zone Offices are listed in your Owner's Manual.
After contacting your dealer and the Zone Office, if you are still not satisfied that we have done our best to remedy this condition without charge within a reasonable time, you may wish to write the Administrator, National Highway Traffic Safety Administration, 400 Seventh Street, S. The enclosed owner reply card identifies your vehicle. Presentation of this card to your dealer will assist them in making the necessary correction to your vehicle in tje shortest possible time.
