General Motors of Canada Limited has determined that some 1993 GMC Truck Vandura 3500 HD Chevy Van 30 HD models may have been shipped with hood hinges manufactured from an unspecified steel. Instead of the specified SAE 1008-1010 steel, some hinges were produced using a steel similar to SAE 1212, which is more brittle. A stress crack could occur in the hinge during forming as a result of using the unspecified steel. In the event both hinges have completely fractured and the fiberglass hood is pulled forward to open it, the hood may rest on the front frame crossmember behind the plastic bumper fascia, and would pivot about the bottom edge of the hood. Tether cables attached to the back of the hood would limit how far the hood would open.
To prevent this condition, both hood hinges need to be replaced.
Involved are the following 1993 Vandura 3500 HD and Chevy Van 30 HD models built at the Flint Assembly Plant.

All affected vehicles have been identified by the VIN listing provided to involved dealers with this bulletin. Any dealer not receiving a listing was not shipped any of the affected vehicles.
All unsold new vehicles in dealer's possession and subject to this campaign must be held and inspected/repaired per the Service Procedure of this Campaign Bulletin before owners take possession of these vehicles.
Dealers are to perform this campaign on all involved vehicles at no charge to owners, regardless of kilometers traveled, age of vehicle, or ownership, from this time forward.
Owners of vehicles recently sold from your new vehicle inventory with no owner information indicated on the dealer listing, are to be contacted by the dealer, and arrangements made to make the required correction according to instructions contained in this bulletin. This could be done by mailing to such owners a copy of the owner letter accompanying this bulletin. Campaign follow- up cards should not be used for this purpose, since the owner may not as yet have received the notification letter
In summary, whenever a vehicle subject to this campaign is taken into your new or used vehicle inventory, or is in your dealership for service in the future, please take the steps necessary to be sure the campaign correction has been made before selling or releasing the vehicle.
Refer to Section 4 of the Service Policies and Procedures Manual for the detailed procedure on handling Product Campaigns. Dealers are requested to complete the campaign on all transfers as soon as possible.
All owners of record at the time of campaign release are shown on the attached computer listing and have been notified by first class mail from General Motors (see copy of owner letter included with this bulletin). Credit for the campaign work performed will be paid upon receipt of a properly completed campaign claim card or DCS transmission in accordance with the following:

Time allowance includes 0.1 hour for dealer administrative detail associated with this campaign. Parts credit will be based on dealer net plus 30% to cover parts handling.
1. Disconnect the hood wiring harness by removing the retaining bolt from the radiator support.
2. Remove the lower hinge pin retaining bolts (Figure 1). (Page 4)
3. Remove the hood check cables.
- Have another person ready to support the hood. Remove the locking pin and the pin from the hood side of the vehicle.
4. Remove the hood assembly from the vehicle with the assistance of another person.
5. Remove the hinges from the hood by removing the 6 nuts (per hinge) (Figure 2). (Page 5)
6. Remove the plastic hinge bushings from the old hinges and install them into the new hinges. Discard the old hinges.
7. Install the new hinges to the hood by installing the 6 nuts (per hinge). Torque the nuts to 30 N.m (22 ft. lbs.).
8. Install the hood assembly to the vehicle with the assistance of another person.
9. Install the hood hinge pin bolts. Torque the bolts to 34 N.m (25 ft. lbs.).
10. Install the hood check cables.
11. Reconnect the wiring harness to the radiator support.
12. Install "Campaign Identification Label."
Clean surface of radiator upper mounting panel and apply a Campaign Identification Label. Make sure the correct campaign number is inserted on the label. This will indicate that the campaign has been completed.
