General Motors has learned that 1984, 1985, and 1986 Chev. and GMC C310 and C314 cab and chassis models loaded to the maximum Gvw weight and equipped with a low service body failed to comply with the requirements of CMVSS 301 "Fuel System Integrity" during a 30 mph frontal barrier test. The impact caused a hole to be cut into the upper front corner of the right fuel tank by the cab floor "sled runner" which allowed greater than acceptable fuel spillage.
To bring these vehicles into CMVSS 301 compliance it will be necessary to add a plastic shield to the front of the original equipment stone shield to protect the fuel tank from the cab floor "sled runner" in the event of a severe frontal impact.
Included are all 1984, 1985 and 1986 C310 and C314 Cab and Chassis built within the following VIN breakpoints:
Chev. Models:
All affected vehicles have been identified by the VIN listing provided to involved Dealers with this bulletin. Any Dealer not receiving a listing was not shipped any of the affected vehicles.
Dealers are to service all vehicles subject to this campaign at no charge to owners, regardless of mileage, age of vehicle, or ownership, from this time forward.
Whenever a vehicle subject to this campaign is taken into your new or used vehicle inventory, or it is in your Dealership for service in the future, you should take the steps necessary to be sure the campaign correction has been made before reselling or releasing the vehicle.
Owners of vehicles recently sold from your new vehicle inventory are to be contacted by the Dealer, and arrangements made to make the required modification according to instructions contained in this bulletin.
Refer to Section 4 of the Service Policies and Procedures Manual for the detailed procedure on handling Product Campaigns. Dealers are requested to complete the campaign on all transfers as soon as possible.
All owners of record at the time of campaign release are shown on the attached, computer listing and have been notified by first class mail from General Motors. The listings provided are for campaign activity only and should not be used for any other purpose.
Parts required for this modification should be ordered through regular parts channels.
Install kit, Part Number 15549268, on each involved vehicle. Vehicles with dual fuel tanks, RPO NL2, will require two kits.

Credit for the campaign work performed will be paid upon receipt of a properly completed campaign claim card or RAPID terminal transmission in accordance with the following:

Time allowance includes 0.1 hour for Dealer administrative detail associated with this campaign. Parts credit will be based on Dealer net plus 30% to cover parts handling.
Raise and support vehicle on a hoist.
Remove the plastic fuel tank shield from the left hand mounted fuel tank, Figure 2.
Mark then drill the four hole locations of the fuel tank shield extension on the existing shield, Figure 2, view A. Use a 13/64" bit for drilling.
Rivet the two fuel tank shields together. The shield extension will fit on the inside of the existing shield. The flat washers, used as reinforcements, should be visible on the outside of the shield assembly, Figure 2.
Reinstall the fuel tank shield assembly to the vehicle. Torque fasteners 10-15 N.m (7-11 lb.ft.), Figure 2.
Repeat procedure on right-hand fuel tank if the vehicle is equipped with RPO NL2, Dual 20 gallon fuel tanks.
Clean surface of radiator upper mounting panel and apply a Campaign Identification Label. Make sure the correct campaign number is inserted on the label. This will indicate that the campaign has been completed.

Instructions for this service have been sent to your GM Dealer. Please contact your Dealer to arrange a service date. The labour time to add a shield is approximately 1/2 hour. This time will be doubled if your vehicle has two factory installed fuel tanks.
Please ask your Dealer if you wish to know how much additional time will be needed to process your vehicle. This service will be performed for you at no charge.
This letter identifies your vehicle. Presentation of this letter to your Dealer will assist their Service personnel in completing the necessary correction to your vehicle in the shortest possible time.
