SPECIAL PAINT DELAMINATION SHREVEPORT ASSY. PLANT ONLY

SUBJECT: SPECIAL POLICY ADJUSTMENT - PAINT DELAMINATION (PEELING)

MODELS: 1988-89 GMC S/T PICKUPS AND S/T JIMMYS (SHREVEPORT BUILT ONLY) VIN CODE 8

General Motors has determined that some Shreveport built 1988-89 GMC S/T pickups and S/T Jimmys with Galaxy Blue (paint code 28), Aspen Blue (paint code 24), or Steel Grey (paint code 90) paint may exhibit a paint delamination (peeling) condition of those colors after continued exposure to (ultra violet) sunlight. If one of these vehicles should require repairs for a paint peeling condition, all exterior surfaces that were painted with the affected colors should be repainted, as described in this bulletin, even though peeling may be evident in only a few places.

SPECIAL POLICY ADJUSTMENT

This special policy covers the condition described above on 1988 involved vehicles for 12 months from the date of this bulletin. 1989 involved vehi- cles will be covered for a period of 3 years from the date of original vehicle purchase regardless of ownership. Correction, at no charge to the customer, will consist of repainting those exterior surfaces of the vehicle which were painted Galaxy Blue (paint code 28), Aspen Blue (paint code 24), or Steel Grey (paint code 90). Customers may also be eligible for reimbursement of previous repairs with supporting documentation.

This "SPECIAL POLICY ADJUSTMENT BULLETIN" should be filed in the three-ring binder furnished to each dealer by General Motors.

! Important

Only exterior surface areas that were painted either Galaxy Blue (paint code 28), Aspen Blue (paint code 24), or Steel Grey (paint code 90) should need to be repainted.

If peeling to colors other than those described above should occur, consult your Zone Representative for further direction.

VEHICLES INVOLVED

Involved are some Shreveport built 1988-89 GMC S/T pickups or S/T Jimmys built with Galaxy Blue (paint code 28), Aspen Blue (paint code 24), or Steel Gray (paint code 90) paint built within the following VIN breakpoints:

SERVICE PROCEDURE

NOTICE.- For two-tone vehicles, it is only necessary to repaint the surfaces painted Galaxy Blue (paint code 28), Aspen Blue (paint code 24), or Steel Gray (paint code 90). Other colors should not be affected by this condition.

The front bumper filler panel and all surfaces above the belt line (see figure 1) must be refinished according to the procedure listed below. If surfaces below the belt line and the interior of the pickup box (on pickup models) appear to be in good condition, the dealer should scuff sand, seal and color coat those painted surfaces rather than refinish. However, if any peeling or topcoat delamination is evident, or if scuff sanding produces any topcoat delamination, it will be necessary to refinish these surfaces as well, according to the procedures below. It should not be necessary to paint inside of door jambs, underneath exterior moldings or decals (sunshine stripes), as these areas are not normally subjected to continued exposure to (ultra-violet) sunlight.

The following are the instructions for refinishing those exterior surfaces painted either Galaxy Blue (paint code 28), Aspen Blue (paint code 24), or Steel Gray (paint code 90) on the 1988 and 1989 S/T pickups and S/T Jimmys.

1. Sand the original finish coat or paint down to the electro-coat (Elpo) primer, making sure that the factory pretreatment and Elpo primer are still intact for good corrosion protection.

2. Finish sand exposed Elpo primer with 240 grit sandpaper to assure removal of any chalky residue of degraded Elpo primer that may remain as a result of overbaking of the primer.

! Important Do not sand through the Elpo to bare metal.

3. Use an air gun to remove all dirt from the cracks and surface of the truck.

4. Clean sanded surface with a grease and wax remover.

5. Spray the entire prepared area with a coat of DP40/DP401 anti-corrosion primer (PPG/Ditzler) or equivalent. Follow manufacturers instructions and recommended dry times,

6. Apply 2 to 3 medium wet coats of primer-surfacer to the primed surface truck, making sure to follow manufacturers instructions for appli- cation.

7. After allowing adequate drying time, wet sand with 400 grit (or finer) sandpaper or dry sand with 320 grit (or finer) sandpaper.

8. Repeat Steps 3 and 4.

9. Apply one (1) medium wet coat of primer sealer, following manufacturers instructions.

10. Apply three (3) to four (4) medium wet coats (or until primer color is well hidden) of Acrylic/Urethane Enamel color. Follow manufacturer directions.

PARTS INFORMATION

No parts are required to complete this special policy. Paint supplies should be obtained through normal supplier.

WARRANTY INFORMATION

When submitting for warranty payment for repairs to vehicles covered by this bulletin, use the labor operation and time for appropriate vehicle type and operation performed.

REIMBURSEMENT

Customer claims for reimbursement on previously paid repairs to correct paint topcoat delamination (peeling) on vehicles covered by this bulletin are to be submitted to an authorized GMC Truck dealer. When a customer requests reimbursement, the following must accompany the request and be attached to the repair order file copy in the dealership:

- Proof of ownership, and

- Original documentation that confirms amount of unreimbursed repair expense, a description of the repair, the date of repair, and the person or entity performing the repair.

Claims for customer reimbursement on previously paid repairs are to be submitted on a warranty claim.
