SUBJECT: FUEL TANK FILL PIPE TO VENT TUBE ATTACHMENT

MODELS: 1994 S/T PICKUP

The National Traffic and Motor Vehicle Safety Act, as amended, provides that each vehicle which is subject to a recall campaign of this type must be adequately repaired within a reasonable time after the owner has tendered it for repair. A failure to adequately repair within 60 days after tender of a vehicle is prima facie evidence of failure to repair within a reasonable time.

If the condition is not adequately repaired within a reasonable time, the owner may be entitled to an identical or reasonably equivalent vehicle at no charge, or to a refund of the purchase price less a reasonable allowance for depreciation.

To avoid having to provide these burdensome solutions, every effort must be made to promptly schedule appointments with owners and to repair their vehicles as soon as possible. As you will see in reading the attached copy of the letter which is being sent to owners, the owner is being instructed to contact the GMC Truck Division Consumer Relations Office if the dealer does not remedy the condition within five days of the mutually agreed upon service date. If the condition is not remedied within a reasonable time, they are instructed how to contact the National Highway Traffic Safety Administration.

DEFECT INVOLVED

General Motors has determined that certain 1994 S/T pickups fail to conform to Federal Motor Vehicle Safety Standards (FMVSS) 301, "Fuel System Integrity". These pickups may have been shipped with fuel tank filler pipe assemblies that were not manufactured by the supplier to GM specifications. With the out-of-specification fill pipe assembly, a vehicle tested to the requirements of FMVSS 301 may leak fuel, in excess of the amount permitted by the Standard, from the joint between the fuel tank filler pipe and the vent tube. If a vehicle crash were to occur causing this joint to crack and if the vehicle overturned, fuel leakage could possibly occur, which could result in a post-crash fire. To correct this condition, dealers are to replace the fuel filler pipe on involved vehicles.

VEHICLES INVOLVED

Involved are vehicles built within the following VIN breakpoints:

Vehicles within these breakpoints that have been repaired at the vehicle assembly plant will have a 3/4" diameter round blue sticker on the inside rear view mirror glass. These vehicles will not need to have the filler pipe replaced but, do require a Campaign Identification Label to be attached as defined below.

The specific vehicles involved in this campaign have been identified by Vehicle Identification Number (VIN) Computer Listings. These listings are furnished to all involved dealers with the campaign. Dealers should confirm vehicle eligibility through VISS (Vehicle Information Service System) or SERVICENET prior to beginning campaign repairs.

This bulletin is notice to you that the new motor vehicles included in this campaign may not comply with the standard identified above. Under Section 108 of the National Motor Vehicle Safety Act, it is illegal for a dealer to sell a new motor vehicle which the dealer knows does not comply with an applicable Federal Motor Vehicle Safety Standard. As a consequence, if you sell any of these motor vehicles without first performing the campaign correction, your dealership may be subject to a civil penalty up to $1,000 for each such sale.

DEALER CAMPAIGN RESPONSIBILITY

Dealers are to service all vehicles subject to this campaign at no charge to owners, regardless of mileage, age of vehicle, or ownership, from this time forward. Dealers are to inspect and correct all affected vehicles in new and used vehicle stock prior to their sale.

Whenever a vehicle subject to this campaign is taken into your new or used vehicle inventory, or it is in your dealership for service in the future, you should take the steps necessary to ensure the campaign correction has been made before reselling or releasing the vehicle.

Owners of vehicles recently sold from your new vehicle inventory are to be contacted by the dealer and arrangements made to make the required correction according to instructions contained in this bulletin.

If the name and address of the owner of an involved vehicle was unavailable to GMC Truck Division at the time of campaign initiation, the dealer must determine the owner's name and address from the dealership sales records. Please provide this information directly on the second copy of the listing next to the applicable VIN so that our records may be updated and the appropriate notification mailed to the owner. This second copy should then be submitted to the address listed below in the previously supplied yellow campaign envelopes.

OWNER NOTIFICATION

Owners will be notified of this campaign on their vehicles by GMC Truck Division (see copy of owner letter included with this bulletin) and customers will personally be contacted by phone. A listing of owner names and addresses has been furnished to the involved dealers to enable dealers to follow up with owners involved in this campaign. This listing may contain owner names and addresses obtained from State Motor Vehicle Registration records. The use of such motor vehicle registration data for any other purpose is a violation of law in several states. Accordingly, you are urged to limit the use of this listing to this campaign.

SERVICE PROCEDURE

INSPECT

Visually inspect the inside rear view mirror glass to see if there is a 3/4" diameter round blue sticker there. If the sticker is present, the vehicle has been repaired at the assembly plant and does not require replacement of the fuel tank filler pipe. A Campaign Identification Label must be installed as defined below.

If no blue label is present, the fuel tank filler pipe must be replaced as follows:

REMOVE

CAUTION:

Gasoline or gasoline vapors are highly flammable. If an ignition source is present, a fire could occur. Have a dry chemical (Class B) fire extinguisher near by.

NOTE: Fuel level must be below 3/4 of a tank before proceeding with this procedure. If the fuel level is not below 3/4, follow normal service procedures for removal of fuel from the fuel tank.

1. Open fuel filler door and remove fuel cap.

2. Remove 3 filler pipe attaching screws.

3. Raise vehicle.

4. Remove filler pipe ground strap and fuel tank sending unit ground strap retaining bolt at the frame.

5. Remove plastic strap retaining canister hose to filler pipe.

6. Disconnect fuel tank vent hose from vent tube on filler pipe.

7. Disconnect fuel filler hose from filler pipe.

8. Remove filler pipe.

INSTALL

1. Install new fuel filler pipe.

2. Reconnect fuel filler pipe to fuel filler hose.

3. Reconnect fuel tank vent hose to vent tube on filler pipe.

4. Install new plastic strap to retain canister hose to filler pipe.

5. Install filler pipe ground strap and fuel tank sending unit ground strap with retaining bolt at the frame and torque to 18 N.m (13 lb. ft.).

6. Lower vehicle.

7. Install fuel filler pipe attaching screws and torque to 2.2 N.m (20 lb. in.).

8. Install Fuel Cap.

9. Install Campaign Identification Label as defined below.

PARTS INFORMATION

The fuel tank filler pipe will be shipped direct to the dealer from General Motors Service Parts Operation (GMSPO) based on the dealers new vehicle sales.

CAMPAIGN IDENTIFICATION LABEL

Each vehicle corrected in accordance with the instructions outlined in this product campaign bulletin will require a "Campaign Identification Label." Each label provides a space to include the campaign number and five (5) digit dealer code of the dealer performing the campaign service. This information may be inserted with a typewriter or ball point pen.

Each "Campaign Identification Label" is to be located on the radiator core support in an area which will be visible when the vehicle is brought in for periodic servicing by the owner.

Apply "Campaign Identification Label" only on a clean, dry surface.

ADMINISTRATIVE PROCEDURE

Procedures covering this campaign are outlined in Section V of your dealership's "GMC Truck Warranty Claims Processing Manual" #P9119.

We sincerely regret any concern this situation may cause you. So, of course, we want to correct this condition as soon as possible. We will do our best to minimize any inconvenience to you and to provide you with the special care that all GMC Truck owners have come to expect.

Contact your GMC Truck dealer to arrange a mutually convenient time to take your vehicle in to have this service performed. Just so you know, parts are already available and it will take about one half hour to replace the fuel filler pipe. Some additional time may be needed for paperwork and processing.

Your GMC Truck Dealer is best equipped to perform this service promptly and with the least inconvenience to you. However, if your truck is provided to the Dealer on the agreed service date and they do not remedy this condition on that date, or within five days, we recommend you contact GMC Assistance Center at 1-800-462-7000. Our advisors will assist you and the Dealer in getting your truck serviced.
