General Motors of Canada Limited has determined that certain 1993 Chev/GMC M/L and G Vans equipped with cruise control (RPO K34) may experience a condition, at temperatures below O degrees Celsius (32 degrees Fahrenheit), where the transmission will not shift out of PARK with the brake pedal depressed.
To prevent this condition from occurring, dealers are to replace the cruise control vacuum release valve, and check and adjust the BTSI solenoid cable as needed.
Involved are certain 1993 Chev/GMC M/L and G Vans equipped with cruise control (K34) built within the following VIN breakpoints:
1993 Chev M/L Van Baltimore B SOP EOP 1993 Chev G Van Flint F SOP EOP 1993 Chev G Van Scarborough 4 SOP EOP 1993 GMC M/L Van Baltimore B SOP EOP 1993 GMC G Van Flint F SOP EOP 1993 GMC G Van Scarborough 4 SOP EOP
All affected vehicles have been identified by the VIN listing provided to involved dealers with this bulletin. Any dealer not receiving a listing was not shipped any of the affected vehicles.
All unsold new vehicles in dealer's possession and subject to this campaign MUST be held and inspected/repaired per the Service Procedure of this Campaign Bulletin before owners take possession of these vehicles.
Dealers are to perform this campaign on all involved vehicles at no charge to owners, regardless of kilometres traveled, age of vehicle, or ownership, from this time forward.
Owners of vehicles recently sold from your new vehicle inventory with no owner information indicated on the dealer listing, are to be contacted by the dealer, and arrangements made to make the required correction according to instructions contained in this bulletin. This could be done by mailing to such owners a copy of the owner letter accompanying this bulletin. Campaign follow- up cards should not be used for this purpose, since the owner may not as yet have received the notification letter.
In summary, whenever a vehicle subject to this campaign is taken into your new or used vehicle inventory, or is in your dealership for service in the future, please take the steps necessary to be sure the campaign correction has been made before selling or releasing the vehicle.
Refer to Section 4 of the Service Policies and Procedures Manual for the detailed procedure on handling Product Campaigns. Dealers are requested to complete the campaign on all transfers as soon as possible.
All owners of record at the time of campaign release are shown on the attached computer fisting and have been notified by first class mail from General Motors (see copy of owner letter included with this bulletin). The listings provided are for campaign activity only and should not be used for any other purpose.
Parts required to complete this campaign should be ordered through regular channels, as follows:

Credit for the campaign work performed will be paid upon receipt of a properly completed campaign claim card or DCS transmission in accordance with the following:

Time allowance includes 0.1 hour for dealer administrative detail associated with this campaign. Parts credit will be based on dealer net plus 30% to cover parts handling.
1. Remove Knee bolster from under dash (G-Van only).
2. Disconnect electrical harness connector from valve. (Figures 1 and 2)
3. Disconnect vacuum hose from vacuum release valve.
4. Remove vacuum release valve by turning it counterclockwise.
5. Remove and retain retainer. Turn the retainer counterclockwise to unseat it.
6. Install retainer removed in step 5. Turn retainer clockwise to seat it.
7. Install new vacuum release valve until it is seated in the retainer with the brake pedal in the depressed position.
8. Audible "clicks" can be heard as the threaded portion of the valve is pushed through the retainer toward the brake pedal.
9. Pull the brake pedal fully rearward against the pedal stop, until audible "click" sounds can no longer be heard.
10. Release and repeat Step 9 to assure that no audible "click" sounds remain.
11. Connect vacuum hose.
12. Connect electrical connector.
13. Function check brake transmission shift interlock for proper operation:
A. Solenoid must lock gearshift lever bowl assembly whenever steering column is in "PARK" and when trying to shift from "PARK" without pressing brake pedal. (Solenoid is energized and extended when ignition is on.)
B. Solenoid must release gearshift lever bowl assembly when pressure is applied to brake pedal. (Solenoid is de-energized.)
14. Reinstall knee bolster (G-Van only).
15. If system is inoperative, BTSI solenoid cable adjustment is necessary. Perform "BTSI Solenoid Cable Adjustment Procedure". If system is operating properly, proceed to step 16.
16. Install Campaign Identification Label.
1. Be certain parking brake is engaged and vehicle wheels are blocked.
2. Turn Ignition lock cylinder to "OFF" position. (Not the lock position)
3. Shift column out of "Park" position to "Neutral".
4. A. G-Van Only (Figure 3)
Unlock adjuster lock, pull inner and outer adjuster bodies apart while holding cable at positions (A) and (B). Bowl lock will hit at gearshift bowl.
B . M/L Van Only (Figure 4)
Remove solenoid protector.
The lock button must be disengaged to allow cable movement. Push cable towards solenoid until bowl lock hits bowl and travel stops. (Do not bow or bend inner cable wire between cable housing and cable fitting.)
5. Let cable move back 1.0 to 2.0 mm.
6. Engage lock button.
7. Install solenoid protector (M-Van only).
8. Check system operation. Refer to step 13 of vacuum release valve replacement procedure on page 3 of this bulletin.
9. Readjust if needed. If operating properly, proceed to step 10.
10. Reinstall knee bolster (G-Van only).
11. Install Campaign Identification Label.
Clean surface of radiator upper mounting panel and apply a Campaign Identification Label. Make sure the correct campaign number is inserted on the label. This will indicate that the campaign has been completed.

The Brake Transmission Shift Interlock (BTSI) system prevents the automatic transmission from being shifted out of PARK unless the brake pedal is depressed.
To prevent this condition from occurring, your dealer will replace the cruise control vacuum release valve and check and adjust the BTSI valve and check the solenoid cable as needed. This service will be provided for you at no charge.
Please contact your GM dealer as soon as possible to arrange a service date.
If parts are required, ask your dealer for details regarding their availability. If parts are not in stock, they can be ordered before, scheduling your service date.
If you experience this condition prior to having the repair performed, please use the following procedure to by-pass the BTSI condition:
Review positions in ignition switch. Refer to your 1993 Owner's Manual (Astro/Safari Van Owner's Manual, pages 2-13 and 2-14; Chevy Varx/Vandura Owner's Manual, pages 2-18 and 2-26).
1. Start engine.
2. Turn key to "OFF" (one click forward from "Lock" position).
3. Engage park brake and shift to neutral.
4. Start engine.
5. Release park brake and shift to desired gear.
This letter identifies your vehicle. Presentation of this letter to your dealer will assist their Service personnel in completing the necessary correction to your vehicle in the shortest possible time.
