The housing is damaged.

Replace the housing. Refer to Steering Column Replacement .

The ignition switch is stuck.

Replace the ignition switch. Refer to Ignition and Key Alarm Switch Assembly - Disassemble - Off Vehicle or Ignition and Key Alarm Switch Assembly - Assemble - Off Vehicle .
