Condition

General Motors has determined that certain 2008 Chevrolet Express and GMC Savanna model vehicles, equipped with a 4.8L V8 (RPO LY2 - VIN C) engine, were built with an incorrect vehicle emission control information label. The label is printed with an incorrect emission family number.

Correction

Dealers are to install a new Vehicle Emission Control Information (VECI) label.

Important: Dealers are to confirm vehicle eligibility prior to beginning repairs by using the GM Vehicle Inquiry System (GMVIS). Not all vehicles within the above breakpoints may be involved.

For dealers with involved vehicles, a listing of involved vehicles containing the "Ship To" Business Associate Code (BAC) and complete vehicle identification number is attached to the GM DealerWorld Recall Information system used to release this bulletin. Dealers with no involved vehicles currently assigned will not be listed.

Important: An initial supply of Vehicle Emission Control Information (VECI) labels required to complete this recall will be pre-shipped to involved dealers of record. This pre-shipment is scheduled to begin the week of August 13, 2007 and will be approximately 110% of each dealer’s involved vehicles.

*The new vehicle emission control label will be mailed to involved dealers on a no charge basis. If additional labels are required, Dealers should contact the DWD Store through the DealerWorld website at www.gmdealerworld.com, and then click on the DWD Store link. Be sure to request the Vehicle Emission Control Information (VECI) label for recall 07223 as DWD Item Number: RECALL07223VECILABEL . The label will not be available at the DWD store until after August 20, 2007. DO NOT ORDER THIS PART FROM GMSPO.

Service Procedure

  1. Open the hood and locate the old label on the air cleaner.
  2. Remove the old label by lifting a corner of the label and carefully pulling the label up and off the surface.
  3. Important: Some label residue may remain on the surface when the old label is removed. This is acceptable as long as you remove any excessive residue that may cause air bubbles under the new label when applied. Remove any excessive label residue with fingers or scraper/razor blade.

  4. Remove the backing from the new label and carefully align and apply it in same area as the one removed. Apply firm pressure with fingers or palm of hand to the complete label surface until the label is fully adhered.
  5. CALIFORNIA, MASSACHUSETTS, MAINE, & VERMONT VEHICLES ONLY: Install a Recall Identification Label.

Recall Identification Label -- California/Massachusetts/Maine/Vermont Vehicles Only

Place a Recall Identification Label on each vehicle corrected in accordance with the instructions outlined in this Product Recall Bulletin. Each label provides a space to include the recall number and the five-digit dealer code of the dealer performing the recall service. This information may be inserted with a typewriter or a ballpoint pen.

Put the Recall Identification Label on a clean and dry surface of the radiator core support in an area that will be visible to people servicing the vehicle.

When installing the Recall Identification Label, be sure to pull the tab to allow adhesion of the clear protective covering. Additional Recall Identification Labels for US dealers can be obtained from Dealer Support Materials by either ordering on the web from DWD Store, gm dealerworld.com. Request Item Number S-1015 when ordering.

Dealer Recall Responsibility

All unsold new vehicles in dealers' possession and subject to this recall must be held and inspected/repaired per the service procedure of this recall bulletin before customers take possession of these vehicles.

Dealers are to service all vehicles subject to this recall at no charge to customers, regardless of mileage, age of vehicle, or ownership, from this time forward.

Customers who have recently purchased vehicles sold from your vehicle inventory are to be contacted by the dealer. Arrangements are to be made to make the required correction according to the instructions contained in this bulletin. Recall follow-up cards should not be used for this purpose, since there is no customer notification letter.

In summary, whenever a vehicle subject to this recall enters your vehicle inventory, or is in your dealership for service in the future, you must take the steps necessary to be sure the recall correction has been made before selling or releasing the vehicle.
