CAMPAIGN:FUEL TANK PLASTIC RESERVOIR ATTACHMENT

SUBJECT: FUEL TANK SEAL AND COVER

Models: 1995 S/T 4-Door Chevrolet Blazer and GMC Jimmy

TO: ALL GENERAL MOTORS DEALERS

General Motors of Canada Limited has determined that CERTAIN early production 1995 S/T 4-Door Chevrolet Blazers and GMC Jimmys have a condition which could result in fuel leakage in certain high speed frontal collisions. If one of these vehicles, with a substantial amount of fuel in the tank, were involved in a frontal collision at speeds higher than those specified by the Canadian Motor Vehicle Standards, fuel leakage could occur through the fuel tank bottom.

To correct this condition, dealers will apply a protective seal and cover to the exterior of the tank bottom.

VEHICLES INVOLVED:

Involved are CERTAIN 1995 S/T 4-Door Chevrolet Blazers and GMC Jimmys built within the following VIN breakpoints:

NOTE: PLEASE CHECK DCS SCREEN 45 OR YOUR V.I.N. LISTING BEFORE PERFORMING CAMPAIGN TO ENSURE THAT THE VEHICLE IS AFFECTED. ONLY AFFECTED VIN'S WILL BE PAID.

All affected vehicles have been identified by the VIN listing provided to involved dealers with this bulletin. Any dealer not receiving a listing was not shipped any of the affected vehicles.

DEALER CAMPAIGN RESPONSIBILITY:

All unsold new vehicles in dealer's possession and subject to this campaign MUST be held and inspected/repaired per the Service Procedure of this Campaign Bulletin before owners take possession of these vehicles.

Dealers are to perform this campaign on all involved vehicles at no charge to owners, regardless of kilometers traveled, age of vehicle, or ownership, from this time forward.

Owners of vehicles recently sold from your new vehicle inventory with no owner information indicated on the dealer listing, are to be contacted by the dealer, and arrangements made to make the required correction according to instructions contained in this bulletin. This could be done by mailing to such owners a copy of the owner letter accompanying this bulletin. Campaign follow- up cards should not be used for this purpose, since the owner may not as yet have received the notification letter.

In summary, whenever a vehicle subject to this campaign is taken into your new or used vehicle inventory, or is in your dealership for service in the future, please take the steps necessary to be sure the campaign correction has been made before selling or releasing the vehicle.

CAMPAIGN PROCEDURE:

Refer to Section 4 of the Service Policies and Procedures Manual for the detailed procedure on handling Product Campaigns. Dealers are requested to complete the campaign on all transfers as soon as possible.

OWNER NOTIFICATION:

All owners of record at the time of campaign release are shown on the attached computer listing and have been notified by first class mail from General Motors (see copy of owner letter included with this bulletin). The listings provided are for campaign activity only and should not be used for any other purpose.

Parts required to complete this campaign should be ordered through regular channels, as follows:

PARTS AND LABOUR CLAIM INFORMATION:

Credit for the campaign work performed will be paid upon receipt of a properly completed campaign claim card or DCS transmission in accordance with the following:

Time allowance includes 0.1 hour for dealer administrative detail associated with this campaign.

Parts credit will be based on dealer net plus 40% to cover parts handling.

NOTE: LABOUR OPERATIONS T2440 AND T2441 ARE TO BE PERFORMED ONLY ONCE FOR VEHICLES INVOLVED IN CAMPAIGN 5N07/5N09/5N10/5N11

*These services should be clearly noted on the repair order and marked "NO CHARGE." This should then be presented to the owner as a gesture of appreciation from the dealership for their cooperation and inconvenience. These services can be charged by submitting a Warranty Claim and the amounts entered in the "Net Item/Sublet Amount" column using appropriate "T" labour operations.

SERVICE PROCEDURE:

1. Disconnect the negative battery cable from the battery after noting all electronic device settings.

2. Raise vehicle on hoist and support with safety stands.

3. Remove the steel shields (RPO ZM5) from around the fuel tank, if equipped (Figure 1).

4. Using a transmission jack, support the rear section of the fuel tank (use suitable padding between the fuel tank and jack, Figure 4).

5. Loosen the rear fuel tank strap (Figure 2, Item 3) in order to swing the side rail protector (Figure 5, Item 1) away from the bottom of the fuel tank.

6. Secure the side rail protector in the "swung out" position.

7. Use a "pre-sol" solution (3M8984 General Purpose Cleaner or equivalent) to remove any dirt and grime from the fuel tank area where the seal and shield will be applied (Figure 3). The cleaning solution used must not leave any oily residue or film on the surface of the tank.

NOTE: Prior to applying the fuel tank seal and cover in Steps 8 and 9, be certain surface is completely dean and dry.

NOTE: The seal and cover (which is "Butyl Mastic" must be applied above 60 degrees Fahrenheit.

THE WORDS "SEAL" OR "COVER" ARE PRINTED ON THE APPROPRIATE PART. IT IS IMPORTANT THAT EACH PART IS INSTALLED IN THE PROPER SEQUENCE.

8. Take the "Butyl Mastic" seal with the thin aluminum foil backing and peel approximately one inch of the protective paper away from the adhesive material

9. Align the exposed adhesive side of the seal along the radius bend line where the fuel tank strap channel radius is (Figure 4) and apply seal to fuel tank. Carefully remove remaining protective paper from the seal and apply the seal fully to the bottom of the fuel tank. Smooth out the seal evenly onto the metal surface. Keep the side edges of the seal in parallel with fuel tank sides (make sure the seal's edges do not go beyond the radius of the other sides).

10. Take the cover with the thicker aluminum backing and peel back approximately one inch of the protective paper from the adhesive material.

11. Align adhesive side of the cover along the same radius bend line on top of the seal (Figure 4) that was applied in Step 9 above. Remove the remaining protective paper from the cover and apply the cover fully over top of the seal, smoothing it out evenly.

12. Relocate the fuel tank side rail protector (be certain to center the rear protector tabs over the tank flange, Figure 2, Item 2). Reposition the fuel tank strip and insulator. Torque the fuel tank strap bolt to 34 N.m (25 lb. ft.) (Figure 2, Item 4).

13. Remove transmission jack from rear of fuel tank. (Reinstall fuel tank steel shield (RPO ZM5) to vehicle, if equipped (Figure 1, Item 2).

14. Lower vehicle from hoist and reconnect the negative battery cable. Reset all electronic devices as noted in Step 1.

15. Install Campaign Identification Label.

INSTALLATION OF CAMPAIGN IDENTIFICATION LABEL

Clean surface of radiator upper mounting panel and apply a Campaign Identification Label. Make sure the correct campaign number is inserted on the label. This will indicate that the campaign has been completed.

This letter outlines one of these enhancements which General Motors of Canada Limited would like to make available to you.

Canadian Motor Vehicle Safety Standards require vehicles sold in Canada to be able to pass specified crash tests with very little fuel leakage, if any. Your vehicle surpasses the requirements of these safety standards. However, recent crash tests conducted in the U.S. revealed that if a four door Blazer or Jimmy with a substantial amount of fuel in the tank were involved in a frontal collision at speeds higher than those specified by the safety standard, fuel leakage could occur through the fuel tank bottom. While fuel leakage is always possible in higher speed crashes, we were not satisfied with this performance. Consequently, we have developed a protective seal and cover for the exterior of your vehicle's fuel tank which will avoid this fuel leakage. Applying this protective seal and cover can be done without removing or disassembling your vehicle's fuel system.

These enhancements will be provided for you at no charge.

Please contact your GM dealer as soon as possible to arrange a service date.
