The Highway Safety Act, as amended, provides that each vehicle which is subject to a recall campaign of this type must be adequately repaired within a reasonable time after the customer has tendered it for repair. A failure to repair within sixty (60) days after tender of a vehicle is prima facie evidence of failure to repair within a reasonable time.
If the condition is not adequately repaired within a reasonable time, the customer may be entitied to an identical or reasonably equivalent vehicle at no charge or to a refund of the purchase price less a reasonable allowance for depreciation.
To avoid having to provide these burdensome remedies, every effort must be made to promptly schedule an appointment with each customer and to repair their vehicle as soon as possible. As you will see in reading the attached copy of the divisional letter that is being sent to customers, the customers are being instructed to contact the appropriate Customer Assistance Center if their dealer does not remedy the condition within five (5) days of the mutually agreed upon service date. If the condition is not remedied within a reasonable time, they are instructed on how to contact the National Highway Traffic Safety Administration.
General Motors has decided that certain 1995 and 1996 4-Door Chevrolet Blazers, GMC Jimmys and Oldsmobile Bravadas may fail to conform to FMVSS 301; "Fuel System Integrity". In certain types of vehicle crashes, the prop shaft may penetrate the fuel tank, resulting in a fuel leak. If an ignition source were present, a vehicle fire could result. Although we previously had conducted several tests of these model vehicle with no fuel leakage, a recent similar test resulted in a hairline fracture of the fuel tank with leakage greater than the amount permitted under FMVSS 301. Consequently, we have developed additional shielding for the fuel tank on these vehicles, which can be added without removing or disassembling the fuel system. To prevent the possibility of this condition occurring, dealers are to install additional shielding for the fuel tank. This can be added without removing or disassembling the fuel system.

Dealers are to service all vehicles subject to this campaign at no charge to customers, regardless of mileage, age of vehicle, or ownership, from this time forward.
Customers who have recently purchased vehicles sold from your vehicle inventory, and for which there is no customer information indicated on the dealer listing, are to be contacted by the dealer. Arrangements are to be made to make the required correction according to the instructions contained in this bulletin. This could be done by mailing to such customers a copy of the appropriate divisional customer letter accompanying this bulletin. Campaign follow-up cards should not be used for this purpose, since the customer may not as yet have received the notification letter.
In summary, whenever a vehicle subject to this campaign enters your vehicle inventory, or is in your dealership for service in the future, please take the steps necessary to be sure the campaign correction has been made before selling or releasing the vehicle.
This bulletin is notice to you that the new motor vehicles included in this campaign may not comply with the standard identified above. Under 41 U.S.C. section 30112 of the Highway Safety Act as amended, it is illegal for a dealer to sell a new motor vehicle which the dealer knows does not comply with an applicable Federal Motor Vehicle Safety Standard. As a consequence, if you sell any of these motor vehicles without first performing the campaign correction, your dealership may be subject to a civil penalty up to $1,000 for each such sale.
1. Disconnect the negative battery cable from the battery.
2. Raise vehicle and support with safety stands.
3. If vehicle equipped with ZM5 (Off Road Package), remove rear propshaft from rear axle to transfer case (accurately reference mark the propshaft prior to disassembly to insure it is reinstalled in the same position). Remove ZM5 Fuel Tank Shield (Figure 1, item 2) from around the fuel tank, including the transfer case skid plate if equipped. (Transfer case skid plate not shown in Figure 1).
4. Using a transmission floor jack, support the middle section of the fuel tank (use suitable padding material between the fuel tank and jack).
5. Remove front fuel tank strap (Figure 2, item 5), in order to pivot the rear portion of the protector away from the fuel tank.
6. Use the peel off sticker provided. Pull the front protector shield (Figure 2, item 7) downward to position the peel off sticker or tape paper template securely in place along edges "A" and "B" as shown in Figure 3.
7. While the front protector shield (Figure 2, item 7) is pulled away from the fuel tank, use a 9 mm ( 23/64 inches) drill bit and drill two holes as indicated by the template.
Assure drill path is clear of the fuel tank .
8. Place auxiliary protector on inside of the Fuel Tank Front Protector (P/N 15991571 ), and insert the two (2) push pin rivets through the holes drilled in step 7 (Figure 4).
9. While holding the auxiliary protector in place, engage the push pin rivets by pushing the head of the pin to the lock position
10. Reposition the Front Fuel Tank Protector while inserting the clip (P/N 15598248) on the auxiliary protector (P/N 1 5030447) over the weld flange of the fuel tank as shown in Figure 4, Section AA.
11. Reinstall front fuel tank strap (P/N 1 5697655) with (P/N 1 5650963) and nut (P/N 11514597). Tighten nut (9.5 + 1.5 NM, 6 lb. ft.). If equipped with ZM5 (Off Road Package), reinstall rear propshaft in proper orientation and tighten bolts (45 NM. 33 lb. ft.).
12. Remove transmission jack from middle of fuel tank. Install fuel tank steel ZM5 shield and skid plate to vehicle if equipped (Figure 1, item 2).
13. Lower vehicle from hoist and reconnect the negative battery cable.
14. Install the GM Campaign Identification Label.
Each vehicle corrected in accordance with the instructions outlined in this Product Campaign Bulletin will require a "Campaign Identification Label". Each label provides a space to include the campaign number and the five (5) digit dealer code of the dealer performing the campaign service. This information may be inserted with a typewriter or a ball point pen.
Each "Campaign Identification Label" is to be located on the radiator core support in an area which will be visible when the vehicle is brought in by the customer for periodic servicing. When installing the Campaign Identification Label, be sure to install the clear protective covering. Additional Campaign Identification Labels can be obtained from VISPAC Incorporated by calling 1-800-269-5100 (Monday-Friday, 8:00 a.m. to 4:30 p.m. EST). Ask for Item Number S-1015 when ordering.
Apply the "Campaign Identification Label" only on a clean, dry surface.
