Condition

Some customers may have purchased a 1999 Chevrolet 4WD Blazer or a GMC 4WD Sonoma pickup truck equipped with the ZR2 suspension package that may have had an error on the window sticker. The label listed Daytime Running Lamps (DRL) as a standard feature on the vehicle, but the DRL feature was deactivated. DRL can make it easier for others to see the front of the vehicle during the day. DRL can be helpful in many different driving conditions, but they can be especially helpful in the short periods after dawn and before sunset.

Special Policy Adjustment

This special policy covers the activation of the DRL feature on these vehicles. The repairs will be made at no charge to the customer.

Service Procedure

  1. Remove the battery and the battery tray from the vehicle.
  2. Remove the fresh air intake duct.
  3. Remove the air cleaner and the air cleaner housing.
  4. Remove the screw that is holding the washer bottle to the core support and set aside.
  5. Remove the grille.
  6. Remove both of the composite headlamps and disconnect the wiring. Set the lamps in a safe place.
  7. Disconnect the wiring harness from the other lamps.
  8. Disconnect the wiring harness from the radiator core support.
  9. Remove the cover from the underhood bussed electrical center (UBEC).
  10. Disconnect the positive wire from the UBEC.
  11. Remove the three 10 mm screws holding the UBEC to the vehicle.
  12. Turn the UBEC over and disconnect the green connector from the bottom of the UBEC.
  13. If the vehicle is equipped with a power steering oil cooler, remove the four screws supporting the cooler and lines to the front of the radiator support.
  14. Remove the wiring harness from the vehicle by pulling the wiring harness through the opening in the core support into the engine compartment. It will be necessary to feed each piece through the opening, with the white parking lamp bulb holders being last. To gain additional clearance needed for the parking lamp sockets to fit through the hole in the core support, carefully reposition the cooler lines, moving them forward and to the left side of the vehicle.
  15. Install the new wiring harness to the vehicle. Reverse the previous step, starting with the white parking lamp sockets.
  16. Install the new green connector to the UBEC.
  17. Tighten
    Tighten the retaining screw to 7 N·m (62 lb in).

  18. Reposition the UBEC and install the three 10 mm screws.
  19. Tighten
    Tighten the screws to 7 N·m (62 lb in).

  20. Reconnect the positive wire to the UBEC.
  21. Tighten
    Tighten the 7 mm screw to 10 N·m (88 lb in).

  22. Reposition the washer bottle and install the bottle.
  23. Tighten
    Tighten to 3 N·m (27 lb in).

  24. Remove the 5-prong DRL relay from the UBEC.

    Important: The 5-prong DRL relay will be replaced with a 4-prong relay and a plug for the 5th hole.

  26. Modify the plug supplied in the kit by cutting off a single prong (1) as shown. Install the modified single prong plug in the 5th hole.
  27. Install the new 4-prong relay in the UBEC.
  28. Using a clean, dry cloth, wipe dirt, oil, etc. from the inside of the UBEC cover. Install the service label, included in the kit, over the existing label.
  29. Install the cover to the UBEC.
  30. Reinstall the air cleaner assembly and the air cleaner.
  31. Replace the fresh air intake tube to the air cleaner and throttle body.
  32. Properly route the wiring harness to the radiator core support and install all retainers in the original locations.
  33. Important: The wiring harness is used for all configurations of vehicles. There may be some connectors that you will nt use. Tape back all unused connectors to prevent rattle and water intrusion.

  34. Connect the wiring harness to all of the lamps. Tape back all unused connectors to prevent rattle and water intrusion.
  35. Replace the low beam bulbs in the composite headlamp assemblies (the outside lamps) with the new bulbs.
  36. Install the wiring to the headlamps and install in the vehicle.
  37. Install the battery tray and the battery.
  38. Install the grille.
  39. Reconnect the negative battery cable.
  40. Program the Body Control Module with the calibrations found on TIS 2000 CD #16 or later, using the following procedure.
  41. • Call the Techline Customer Support Center (TCSC) at 1-800-828-6860 (English) or 1-800-503-3222 (French).
    • Inform the TCSC specialist that you need programming assistance to perform Special Policy Bulletin Number 00059. When you call, you will need the full 17 digit vehicle identification number (VIN) and the calibration part number from the chart below. TCSC will provide you with a VCI number to be used for programming the Body Control Module and instructions for its use. THIS NUMBER IS UNIQUE TO THE VEHICLE BEING PROGRAMMED AND CANNOT BE USED ON MULTIPLE VEHICLES.

Your vehicle was provided with a new vehicle warranty which covers certain parts of your vehicle for a specified period. These warranties are of considerable value to you if you should experience problems with your vehicle.

Condition

This letter is intended to make you aware that some 1999 4-wheel drive Chevrolet Blazers and GMC Sonoma pickup trucks equipped with the ZR2 suspension package may have had an error on the window sticker. Due to an inadvertent computer programming error, the window label listed Daytime Running Lamps (DRL) as a standard feature on the vehicle, but the DRL feature on your vehicle has been deactivated. DRL can make it easier for others to see the front of your vehicle during the day. DRL can be helpful in many different driving conditions, but they can be especially helpful in the short periods after dawn and before sunset.

Action

To address the above mentioned concern, General Motors has developed a kit for the activation of the DRL feature on your vehicle. Your Chevrolet/GMC dealer has the necessary instructions, and the required parts are currently available. If you would like the DRL feature activated on your vehicle, please contact your Chevrolet/GMC dealer at your earliest opportunity, to schedule an appointment. Activation of the DRL feature will be available to you at no charge . We have enclosed an insert for your Owner's Manual with the bulb replacement part number, should you elect to have the DRL feature activated on your vehicle. Please place this insert in Section 6, "Service and Appearance Care," of your Owner's Manual.

You may want to call the service department at the dealer to find out how long they will need to have your vehicle so that you may schedule the appointment at a time that is convenient for you. This will also allow your dealer to order parts if they are not already in stock. Keep this letter with your other important glovebox literature for future reference.
