PRODUCT RECALL CAMPAIGN
PRODUCT SAFETY CAMPAIGN
THE HIGHWAY SAFETY ACT, AS AMENDED, PROVIDES THAT EACH VEHICLE WHICH IS SUBJECT TO A RECALL CAMPAIGN OF THIS TYPE MUST BE ADEQUATELY REPAIRED WITHIN A REASONABLE TIME AFTER THE CUSTOMER HAS TENDERED IT FOR REPAIR. A FAILURE TO REPAIR WITHIN SIXTY (60) DAYS AFTER TENDER OF A VEHICLE IS PRIMA FACIE EVIDENCE OF FAILURE TO REPAIR WITHIN A REASONABLE TIME.
IF THE CONDITION IS NOT ADEQUATELY REPAIRED WITHIN A REASONABLE TIME, THE CUSTOMER MAY BE ENTITLED TO AN IDENTICAL OR REASONABLY EQUIVALENT VEHICLE AT NO CHARGE OR TO A REFUND OF THE PURCHASE PRICE LESS A REASONABLE ALLOWANCE FOR DEPRECIATION.
TO AVOID HAVING TO PROVIDE THESE BURDENSOME REMEDIES, EVERY EFFORT MUST BE MADE TO PROMPTLY SCHEDULE AN APPOINTMENT WITH EACH CUSTOMER AND TO REPAIR THEIR VEHICLE AS SOON AS POSSIBLE. AS YOU WILL SEE IN READING THE ATTACHED COPY OF THE DIVISIONAL LETTER THAT IS BEING SENT TO CUSTOMERS, THE CUSTOMERS ARE BEING INSTRUCTED TO CONTACT THE APPROPRIATE CUSTOMER ASSISTANCE CENTER IF THEIR DEALER DOES NOT REMEDY THE CONDITION WITHIN FIVE (5) DAYS OF THE MUTUALLY AGREED UPON SERVICE DATE. IF THE CONDITION IS NOT REMEDIED WITHIN A REASONABLE TIME, THEY ARE INSTRUCTED ON HOW TO CONTACT THE NATIONAL HIGHWAY TRAFFIC SAFETY ADMINISTRATION.
DEFECT INVOLVED
GENERAL MOTORS HAS DECIDED THAT A DEFECT WHICH RELATES TO MOTOR VEHICLE SAFETY EXISTS IN CERTAIN 1998 C EXTENDED CAB PICKUPS AND 4-DOOR UTILITIES BUILT AT THE ARLINGTON ASSEMBLY PLANT. THESE VEHICLES MAY EXHIBIT A CONDITION IN WHICH THE REAR BRAKE FRONT PIPE MAY CONTACT THE LEFT FRONT FENDER WHEELHOUSE INNER PANEL JUST ABOVE THE CHASSIS FRAME. WITH THE BRAKE PIPE CONTACTING THE WHEELHOUSE INNER PANEL, A HOLE COULD BE WORN IN THE BRAKE PIPE DURING THE NORMAL LIFE OF THE VEHICLE. A SLOW LOSS OF BRAKE FLUID WOULD LIKELY OCCUR AT FIRST AND WOULD LIKELY BE NOTICED BY THE OPERATOR AS FLUID SPOTTING UNDER THE VEHICLE WHILE PARKED. IF ENOUGH FLUID WERE LOST, IT WOULD LIKELY BE NOTICED AS ADDITIONAL BRAKE PEDAL TRAVEL. IF THE BRAKE PIPE WORE VERY THIN, FOLLOWED BY A PANIC BRAKE APPLICATION THAT DEVELOPED ENOUGH PRESSURE TO RUPTURE THE BRAKE PIPE, THE RED BRAKE WARNING LIGHT IN THE INSTRUMENT CLUSTER WOULD ILLUMINATE, AND REAR BRAKE EFFECTIVENESS COULD BE REDUCED. THIS REDUCED REAR BRAKING EFFECTIVENESS COULD CAUSE INCREASED STOPPING DISTANCES. IF THIS OCCURRED AT A TIME WHEN MINIMUM STOPPING DISTANCE WAS REQUIRED, A VEHICLE CRASH WITHOUT PRIOR WARNING COULD OCCUR.
TO PREVENT THE POSSIBILITY OF THIS CONDITION OCCURRING, DEALERS ARE TO RELOCATE THE BRAKE PIPE POSITIONING CLIP, INSPECT THE BRAKE PIPE FOR WEAR, AND IF NECESSARY, REPLACE THE BRAKE PIPE.

ALL UNSOLD NEW VEHICLES IN DEALERS' POSSESSION AND SUBJECT TO THIS CAMPAIGN MUST BE HELD AND INSPECTED/REPAIRED PER THE SERVICE PROCEDURE OF THIS CAMPAIGN BULLETIN BEFORE CUSTOMERS TAKE POSSESSION OF THESE VEHICLES.

IN SUMMARY, WHENEVER A VEHICLE SUBJECT TO THIS CAMPAIGN ENTERS YOUR VEHICLE INVENTORY, OR IS IN YOUR DEALERSHIP FOR SERVICE IN THE FUTURE, PLEASE TAKE THE STEPS NECESSARY TO BE SURE THE CAMPAIGN CORRECTION HAS BEEN MADE BEFORE SELLING OR RELEASING THE VEHICLE.
SERVICE PROCEDURE
1. RAISE THE HOOD OF THE VEHICLE
2. LOCATE THE REAR BRAKE PIPE LEADING FROM THE ABS MODULE TO THE REAR BRAKES (FIGURE 1, ITEM 1). THE PIPE IS LOCATED IN THE LOWER FRONT CORNER OF THE ENGINE COMPARTMENT ON THE DRIVER'S SIDE OF THE VEHICLE.
3. CHECK THE REAR BRAKE PIPE TO WHEELHOUSE INNER PANEL POSITIONING TO ENSURE A MINIMUM CLEARANCE OF 15 MM (19/32 INCH) EXISTS BETWEEN THE PIPE AND THE PANEL. INSPECT THE PIPE FOR ANY INDICATIONS OF CONTACT WITH THE WHEELHOUSE INNER PANEL.
- IF 15 MM (19/32 INCH) OF CLEARANCE EXISTS, MAKE SURE THE PIPE CLIP IS POSITIONED DOWNWARD TO THE BEND IN THE PIPE (FIGURE 1, ITEM 2). NO FURTHER ACTION IS REQUIRED. INSTALL THE GM CAMPAIGN IDENTIFICATION LABEL.
- IF THE CLEARANCE IS LESS THAN 15 MM AND THERE IS NO INDICATION OF PIPE TO PANEL CONTACT, PROCEED TO INSUFFICIENT CLEARANCE AND NO PIPE TO PANEL CONTACT PROCEDURE.
- IF THE CLEARANCE IS LESS THAN 15 MM AND THERE IS PIPE TO PANEL CONTACT, PROCEED TO INSUFFICIENT CLEARANCE AND PIPE TO PANEL CONTACT PROCEDURE.
INSUFFICIENT CLEARANCE AND NO PIPE TO PANEL CONTACT PROCEDURE
1. DISPLACE THE REAR BRAKE PIPE INBOARD (TOWARD ENGINE) TO CREATE A 15 MM (19/32 INCH) CLEARANCE AS SHOWN IN FIGURE 1.
2. SLIDE THE BRAKE PIPE CLIP DOWNWARD TO THE BEND IN THE BRAKE PIPE (FIGURE 1, ITEM 2).
3. INSTALL THE GM CAMPAIGN IDENTIFICATION LABEL.
INSUFFICIENT CLEARANCE AND PIPE TO PANEL CONTACT PROCEDURE
1. WORKING THROUGH THE LEFT FRONT WHEELHOUSE OPENING AND UTILIZING A BACK-UP WRENCH, DISCONNECT THE REAR BRAKE PIPE AT THE FRONT FITTING OF THE UNION.
2. DISCONNECT THE REAR BRAKE PIPE FITTING AT THE ABS MODULE.
3. REMOVE THE PIPE FROM THE TWO PIPE CLIPS AND DISCARD THE PIPE. RETAIN THE PIPE CLIPS FOR REINSTALLATION.
4. POSITION THE NEW PIPE ASSEMBLY INTO THE PIPE CLIPS.
5. HAND START THE PIPE FITTINGS AND TORQUE TO 24 NM (18 FT. LBS.).
6. DISPLACE THE REAR BRAKE PIPE INBOARD (TOWARD ENGINE), IF NECESSARY, TO CREATE A 15 MM (19/32 INCH) CLEARANCE AS SHOWN IN FIGURE 1.
7. SLIDE THE BRAKE PIPE CLIP DOWNWARD TO THE BEND IN THE BRAKE PIPE (FIGURE 1, ITEM 2).
8. BLEED THE BRAKE SYSTEM. REFER TO HYDRAULIC BRAKE BLEEDING IN THE SERVICE MANUAL.
9. INSTALL THE GM CAMPAIGN IDENTIFICATION LABEL.

THIS INFORMATION MAY BE INSERTED WITH A TYPEWRITER OR A BALL POINT PEN.
EACH "CAMPAIGN IDENTIFICATION LABEL" IS TO BE LOCATED ON THE RADIATOR CORE SUPPORT IN AN AREA WHICH WILL BE VISIBLE WHEN THE VEHICLE IS BROUGHT IN BY THE CUSTOMER FOR PERIODIC SERVICING. WHEN INSTALLING THE CAMPAIGN IDENTIFICATION LABEL, BE SURE TO PULL THE TAB TO ALLOW ADHESION OF THE CLEAR PROTECTIVE COVERING. HOW LONG WILL THE REPAIR TAKE? THE LENGTH OF TIME REQUIRED TO PERFORM THE INSPECTION AND RELOCATE THE BRAKE PIPE POSITIONING CLIP IS APPROXIMATELY 15 MINUTES. IF IT IS NECESSARY TO REPLACE THE BRAKE PIPE, ANOTHER 25 MINUTES WILL BE REQUIRED. ADDITIONAL TIME MAY BE REQUIRED TO SCHEDULE AND PROCESS YOUR VEHICLE. A SLOW LOSS OF BRAKE FLUID WOULD LIKELY OCCUR AT FIRST AND WOULD LIKELY BE NOTICED BY THE OPERATOR AS FLUID SPOTTING UNDER THE VEHICLE WHILE PARKED. IF ENOUGH FLUID WERE LOST, IT WOULD LIKELY BE NOTICED AS ADDITIONAL BRAKE PEDAL TRAVEL.
IF THE BRAKE PIPE WORE VERY THIN, FOLLOWED BY A PANIC BRAKE APPLICATION THAT DEVELOPED ENOUGH PRESSURE TO RUPTURE THE BRAKE PIPE, THE RED BRAKE WARNING LIGHT IN THE INSTRUMENT CLUSTER WOULD ILLUMINATE, AND REAR BRAKE EFFECTIVENESS COULD BE REDUCED. THIS REDUCED REAR BRAKING EFFECTIVENESS COULD CAUSE INCREASED STOPPING DISTANCES. IF THIS OCCURRED AT A TIME WHEN MINIMUM STOPPING DISTANCE WAS REQUIRED, A VEHICLE CRASH WITHOUT PRIOR WARNING COULD OCCUR.
TO PREVENT THE POSSIBILITY OF THIS CONDITION OCCURRING, DEALERS ARE TO RELOCATE THE BRAKE PIPE POSITIONING CLIP, INSPECT THE BRAKE PIPE FOR WEAR, AND IF NECESSARY, REPLACE THE BRAKE PIPE.

1. RAISE THE HOOD OF THE VEHICLE
2. LOCATE THE REAR BRAKE PIPE LEADING FROM THE ABS MODULE TO THE REAR BRAKES (FIGURE 1, ITEM 1). THE PIPE IS LOCATED IN THE LOWER FRONT CORNER OF THE ENGINE COMPARTMENT ON THE DRIVER'S SIDE OF THE VEHICLE.
3. CHECK THE REAR BRAKE PIPE TO WHEELHOUSE INNER PANEL POSITIONING TO ENSURE A MINIMUM CLEARANCE OF 15 MM (19/32 INCH) EXISTS BETWEEN THE PIPE AND THE PANEL. INSPECT THE PIPE FOR ANY INDICATIONS OF BEING CONTACTED BY THE WHEELHOUSE INNER PANEL.
- IF 15 MM (19/32 INCH) OF CLEARANCE EXISTS, MAKE SURE THE PIPE CLIP IS POSITIONED DOWNWARD TO THE BEND IN THE PIPE (FIGURE 1, ITEM 2). NO FURTHER ACTION IS REQUIRED. INSTALL THE GM CAMPAIGN IDENTIFICATION LABEL.
- IF THE CLEARANCE IS LESS THAN 15 MM AND THERE IS NO INDICATION OF PIPE TO PANEL CONTACT, PROCEED TO INSUFFICIENT CLEARANCE AND NO PIPE TO PANEL CONTACT PROCEDURE.
- IF THE CLEARANCE IS LESS THAN 15 MM AND THERE IS PIPE TO PANEL CONTACT, PROCEED TO INSUFFICIENT CLEARANCE AND PIPE TO PANEL CONTACT PROCEDURE.
INSUFFICIENT CLEARANCE AND NO PIPE TO PANEL CONTACT PROCEDURE
1. DISPLACE THE REAR BRAKE PIPE INBOARD (TOWARD ENGINE) TO CREATE A 15 MM (19/32 INCH) CLEARANCE AS SHOWN IN FIGURE 1.
2. SLIDE THE BRAKE PIPE CLIP DOWNWARD TO THE BEND IN THE BRAKE PIPE (FIGURE 1, ITEM 2).
3. INSTALL CAMPAIGN IDENTIFICATION LABEL.
INSUFFICIENT CLEARANCE AND PIPE TO PANEL CONTACT PROCEDURE
1. WORKING THROUGH THE LEFT FRONT WHEELHOUSE OPENING AND UTILIZING A BACK-UP WRENCH, DISCONNECT THE REAR BRAKE PIPE AT THE FRONT FITTING OF THE UNION.
2. DISCONNECT THE REAR BRAKE PIPE FITTING AT THE ABS MODULE.
3. REMOVE THE PIPE FROM THE TWO PIPE CLIPS AND DISCARD THE PIPE. RETAIN THE PIPE CLIPS FOR REINSTALLATION.
4. POSITION THE NEW PIPE ASSEMBLY INTO THE PIPE CLIPS.
5. HAND START THE PIPE FITTINGS AND TORQUE TO 24 N M (18 FT. LBS.).
6. DISPLACE THE REAR BRAKE PIPE INBOARD (TOWARD ENGINE), IF NECESSARY, TO CREATE A 15 MM (19/32 INCH) CLEARANCE AS SHOWN IN FIGURE 1.
7. SLIDE THE BRAKE PIPE CLIP DOWNWARD TO THE BEND IN THE BRAKE PIPE (FIGURE 1, ITEM 2).
8. BLEED THE BRAKE SYSTEM. REFER TO HYDRAULIC BRAKE BLEEDING IN THE SERVICE MANUAL.
9. INSTALL CAMPAIGN IDENTIFICATION LABEL.
