  1. Remove the secondary valve retainer (411).
  2. Remove the secondary valve spring (414) and the secondary valve (413).
  3. Remove the primary valve (415).
  4. Inspect the secondary valve for nicks and burrs.
  5. Inspect the primary valve for nicks and burrs.
  6. Inspect the governor body fluid passages and valve bores for nicks, burrs and varnish.
