Condition

General Motors has decided that certain 2002-2003 model year Chevrolet TrailBlazer and TrailBlazer EXT; GMC Envoy and Envoy XL; Oldsmobile Bravada; and 2003 model year HUMMER H2 vehicles fail to conform to Federal/Canada Motor Vehicle Safety Standard 114, Theft Protection. These vehicles are equipped with a mechanical override that could allow the ignition key to be removed with the shift lever in a position other than PARK. In addition, these vehicles have an override that can allow the transmission to be shifted out of PARK with the ignition in the OFF position. These overrides are not permitted unless the vehicles has a locking steering column.

Correction

Dealers are to eliminate these conditions by disabling the overrides, and if necessary, inserting a revised page in the owner's manual.

Parts Information

Parts Pre-Ship Information - For US and Canada

Important: An initial supply of OWNER MANUAL INSERTS will be pre-shipped to dealers at no charge.

   • For US: This pre-shipment will be included in your Dealer World Delivery package and is scheduled to begin the week of May 12, 2003.
   • For Canada: This pre-shipment will be included in your DISKIT package and is scheduled to mail May 14, 2003.

Plugs required to complete this recall are to be obtained from General Motors Service Parts Operations (GMSPO). Please refer to your "involved vehicles listing" before ordering parts. Normal orders should be placed on a DRO = Daily Replenishment Order. In an emergency situation, parts should be ordered on a CSO = Customer Special Order.

Service Procedure

TrailBlazer, TrailBlazer EXT, Envoy, Envoy XL, and Bravada

The following procedure provides instructions for installing a small plastic plug in the lower steering column cover and also removing the override lever from the transmission shift lever. Both procedures must be performed in order to complete the recall.

Installing Steering Column Cover Plug


    Object Number: 1236314  Size: SF
  1. Locate the hole (1) in the lower steering column cover.
  2. Using a small flat-bladed screwdriver, remove the existing plug.
  3. Insert the plug from the recall kit into the hole (2) in the lower steering column cover.

Removing the Override Lever from the Transmission Shifter Assembly

  1. Carefully release the shift lever boot (4) from the upper console (3) by squeezing it around the base while pulling it up.
  2. Reposition the shift boot as necessary to see the right side of the shifter assembly.

  3. Object Number: 1236320  Size: MF

    Important: Some vehicles were built without the ORANGE override lever. If the vehicle you are working on does not have the ORANGE override lever, proceed to Step 5 and reassemble the console.

  4. Locate the ORANGE override lever (1) on the right side of the transmission shifter assembly.
  5. Using a pair of long nose pliers (2), grasp the orange override lever firmly and twist it counterclockwise while pushing it towards the right side of the vehicle. Continue twisting and pushing until the lever disconnects from the side of the shifter assembly. If you drop the override lever, it can be retrieved by carefully lifting the bottom right side of the floor console at the carpet and pulling it out.
  6. Reposition the shift boot to the upper console and snap into place.
  7. Place the appropriate owner's manual insert in the owner's manual. If the owner's manual is the French version of the 2003 model, the owner's manual is correct and no insert is required.
  8. Install the GM Recall Identification Label.

The following procedure provides instructions for installing a small plastic plug in the lower steering column cover and also removing the override lever from the transmission shift lever. Both procedures must be performed in order to complete the recall.

Installing Steering Column Cover Plug

  1. Locate the hole (1) in the lower steering column cover.
  2. Using a small flat-bladed screwdriver, remove the existing plug.
  3. Insert the plug from the recall kit into the hole (2) in the lower steering column cover.

Removing the Override Lever from the Transmission Shifter Assembly

  1. Set the parking brake.
  2. Move the transmission shift lever rearward.

  3. Object Number: 833294  Size: SH
  4. Remove the set screw from the shift lever handle and remove the handle.

  5. Object Number: 833291  Size: SH
  6. Carefully pull the console cover (including the cupholder) upwards to release the retaining clips.
  7. If any clips remained in the floor console after the console cover has been removed, remove them and reinstall them to the underside of the console cover.

  8. Object Number: 896664  Size: SH

    Important: Some vehicles were built without the ORANGE override lever. If the vehicle you are working on does not have the ORANGE lever, proceed to Step 8 and reassemble the console.

  9. Locate the ORANGE override lever (2) on the right side of the transmission shifter assembly.

  10. Object Number: 1199545  Size: SH
  11. Pull the orange lever out from the right side of the transmission shift assembly and discard it.
  12. Position the console cover over the shift lever and onto the floor console. Press downwards to engage retaining clips.
  13. Install the shift handle on the lever and tighten the set screw.
  14. Tighten
    Tighten the screw to 1.5 N·m (13 lb in).

  15. Place the transmission shift lever in PARK.
  16. Place the appropriate owner's manual insert in the owner's manual. If the owner's manual is the French version of the 2003 model, the owner's manual is correct and no insert is required.
  17. Install the GM Recall Identification Label.

Recall Identification Label - For US and IPC

Place a Recall Identification Label on each vehicle corrected in accordance with the instructions outlined in this Product Recall Bulletin. Each label provides a space to include the recall number and the five (5) digit dealer code of the dealer performing the recall service. This information may be inserted with a typewriter or a ball point pen.

Put the Recall Identification Label on a clean and dry surface of the radiator core support in an area that will be visible to people servicing the vehicle. When installing the Recall Identification Label, be sure to pull the tab to allow the adhesion of the clear protective covering. Additional Recall Identification Labels for US dealers can be obtained from Dealer Support Materials by either ordering on the web from DWD Store, gm-dealerworld.com, or calling 1-866-700-0001 (Monday-Friday, 8:00 am to 5:00 pm EST). Ask for Item Number S-1015 when ordering.

Additional Recall Identification Labels for IPC dealers can be obtained from your Regional Marketing Office.

Recall Identification Label - For Canada

Place a Recall Identification Label on each vehicle in accordance with the instructions outlined in this Product Recall Bulletin. Each label provides a space to include the recall number and the five (5) digit dealer code of the dealer performing the recall service. This information may be inserted with a typewriter or a ball point pen.

Put the Recall Identification Label on a clean and dry surface of the radiator core support in an area that will be visible to people servicing the vehicle. Additional Recall Identification Labels for Canadian dealers can be obtained from DGN by calling 1-800-668-5539 (Monday-Friday, 8:00 am to 5:00 pm EST). Ask for Item Number GMP 91 when ordering.

Courtesy Transportation

The General Motors Courtesy Transportation program is intended to minimize customer inconvenience when a vehicle requires a repair that is covered by the New Vehicle Limited Warranty. The availability of courtesy transportation to customers whose vehicles are within the warranty coverage period and involved in a product recall is very important in maintaining customer satisfaction. Dealers are to ensure that these customers understand that shuttle service or some other form of courtesy transportation is available and will be provided at no charge. Dealers should refer to the General Motors Service Policies and Procedures Manual for Courtesy Transportation guidelines.

Customer Notification - For US and Canada

Customers will be notified of this recall on their vehicles by General Motors (see copy of customer letter included with this bulletin).

Customer Notification - For IPC

Letters will be sent to known owners of record located within areas covered by the US National Traffic and Motor Vehicle Safety Act. For owners outside these areas, dealers should notify customers using the attached suggested dealer letter.

Dealer Recall Responsibility - FOR US AND IPC (US States, Territories, and Possessions)

The US National Traffic and Motor Vehicle Safety Act provides that each vehicle that is subject to a recall of this type must be adequately repaired within a reasonable time after the customer has tendered it for repair. A failure to repair within sixty days after tender of a vehicle is prima facie evidence of failure to repair within a reasonable time. If the condition is not adequately repaired within a reasonable time, the customer may be entitled to an identical or reasonably equivalent vehicle at no charge or to a refund of the purchase price less a reasonable allowance for depreciation. To avoid having these burdensome remedies, every effort must be made to promptly schedule an appointment with each customer and to repair their vehicle as soon as possible. In the recall notification letters, customers are told how to contact the US National Highway Traffic Safety Administration if the recall is not completed within a reasonable time.

This bulletin is notice to you that the new motor vehicles included in this recall may not comply with the standard identified above. Under Title 49, Section 30112 of the United States Code, it is illegal for a dealer to sell a new motor vehicle which the dealer knows does not comply with an applicable Federal Motor Vehicle Safety Standard. As a consequence, if you sell any of these motor vehicles without first performing the recall correction, your dealership may be subject to a civil penalty for each such sale.

Dealer Recall Responsibility - All

All unsold new vehicles in dealers' possession and subject to this recall MUST be held and inspected/repaired per the service procedure of this recall bulletin BEFORE customers take possession of these vehicles.

Dealers are to service all vehicles subject to this recall at no charge to customers, regardless of mileage, age of vehicle, or ownership, from this time forward.

Customers who have recently purchased vehicles sold from your vehicle inventory, and for which there is no customer information indicated on the dealer listing, are to be contacted by the dealer. Arrangements are to be made to make the required correction according to the instructions contained in this bulletin. This could be done by mailing to such customers a copy of the customer letter accompanying this bulletin. Recall follow-up cards should not be used for this purpose, since the customer may not as yet have received the notification letter.

In summary, whenever a vehicle subject to this recall enters your vehicle inventory, or is in your dealership for service in the future, please take the steps necessary to be sure the recall correction has been made before selling or releasing the vehicle.

How Long Will The Repair Take?

This service correction will take approximately 20 minutes. However, due to service scheduling requirements, your dealer may need your vehicle for a longer period of time.
