The following diagnosis might be helpful if the vehicle exhibits the symptom(s) described in this PI.

The rear spare tire carrier on the H2 is equipped with a tether cable and a locking 'T' pin. The 'T' pin contains a plunger that must be depressed to allow removal of the pin. In cold temperatures, the plunger can freeze due to a lack of lubrication. As a precautionary measure, apply Lubriplate Lubricant GM part no. 12346293 liberally to the 'T' pin plunger and the release bearings to prevent freeze-up.

Please follow this diagnostic or repair process thoroughly and complete each step. If the condition exhibited is resolved without completing every step, the remaining steps do not need to be performed.
