Connect a DMM to the battery record reading.
Connect a DMM set to volts between the positive battery cable (1) at starter motor and a known ground (2).

If voltage varies more than 1 volt from the battery voltage check circuit for open/high resistance.
Connect a DMM set to volts between the starter motor solenoid supply cable (1) and a known ground (2)
Turn key to start position. If voltage varies more than 1 volt from the battery voltage check circuit for open/high resistance.
If the voltage is within range replace starter motor.
