Service procedures for obtaining repairs to the digital electronic instrument cluster used in the 1983 through 1987 Cutlass Ciera and the 1986 through 1988 Toronado have been revised to the instructions listed in this bulletin effective immediately. The previous Dealer Management Bulletins 83-1-16, 84-1-10, 85-1-9, 86-1-8B, and 87-1-1 should be updated to reflect these changes.
To obtain an exchange cluster, it will be necessary to call one of the following telephone numbers 7:30 a.m. to 4:30 EST Monday through Friday. At the time of the call, a service activity number will be issued which should be recorded on the repair order. This service activity number will be necessary if any future reference to this claim is required.

The information required when placing an order should include: the dealership code number,shipping address, cluster part number (Figure 1), and a description of the cluster problem. An exchange cluster will shipped to the dealership via UPS unless different arrangements are requested by the dealership.
All clusters will be shipped C.O.D. using the amount listed in Figure 1 plus any additional premium shipment if requested. included with each cluster will be two labels with the service activity number. One label should be attached to the cluster to be returned and the other label should be attached to the repair order.
The defective cluster is to be shipped UPS prepaid to the following address:

When the repairable cluster is received by VDO-Yazaki, payment will be issued to the dealership in the amount of the core charge. Warranty claims should include the part number, parts dealer net price plus 30% (Figure 1), shipping charges listed in sublet, and applicable trouble code, labor operation number, and labor time.
In the event an exchange cluster is not available, the defective cluster identified with the service activity number should be shipped to VDO-Yazaki UPS prepaid repairs.
Replacement for damaged clusters due to collision, fire, flood, etc are to be ordered from GMSPO using normal parts ordering procedures.
