CAMPAIGN: EVAPORATIVE CANISTER PURGE TVS

MODELS/YEARS CERTAIN 1984 CUTLASS SUPREME, CUTLASS CALAIS, DELTA 88, CUSTOM CRUISER, NINETY- EIGHT AND TORONADO MODELS EQUIPPED WITH 5.0L ENGINES (RPO LV2 OR LG8, VIN CODE Y OR 9)

CONDITION

General Motors has determined that certain 1984 Oldsmobile model vehicles equipped with 5.0L engines may experience an inoperative canister purge Thermo Vacuum Switch (TVS). An inoperative canister purge TVS can affect the intended function of the evaporative emission control system.

VEHICLES INVOLVED

Involved are certain 1984 Oldsmobile Cutlass Supreme, Cutlass Calais, Delta 88, Custom Cruiser, Ninety-Eight, and Toronado models equipped with 5.0L engines (RPO LV2 or LG8, VIN Code Y or 9) produced from the start-of-production through the end-of-production.

DEALER ACTION

To prevent the possibility of this condition occurring, dealers are to replace the canister purge TVS on all involved vehicles.

If there is evidence of intentional disablement of the evaporative emission system, the dealer is to notify the vehicle owner of this condition and ask if he/she wants the system restored. Restoration cost is the responsibility of the owner.

Dealers are to service all vehicles subject to this campaign at no charge to owners, regardless of mileage, age of vehicle, or ownership from this time forward.

Whenever a vehicle subject to this campaign is taken into your used car inventory, or it is in your dealership for service, you are to ensure the campaign correction has been made before selling or releasing the vehicle.

Dealers are to contact owners of vehicles recently sold from your used vehicle inventory and arrange for the campaign correction to be performed.

SERVICE PROCEDURE

1. Open hood and install fender covers.

2. Find the Canister TVS (see applicable Figure 1, 2, or 4) and observe the color of its top.

If the top of the Canister TVS is black (P.N. 22536551), proceed directly to Step 14.

If the top of the Canister TVS is White (P.N. 03048075), or Red (P.N. 22514776), proceed to Step 3. White and Red top Canister Thermo Vacuum Switches (TVS) are to be replaced regardless of their age or operating condition.

3. Disconnect negative battery cable.

4. Drain coolant (save in a clean container for reuse) to a level just below the TVS. Drain coolant according to the procedure and CAUTIONS listed in the 1984 Oldsmobile Cutlass, Delta 88, Custom Cruiser, Ninety-Eight, Toronado Chassis Service Manual on page 6B-6.

5. Remove air cleaner.

6. Remove A/C Compressor support brace. On the Toronado and the Cutlass coupes, disconnect the electrical connector at the A/C Compressor, loosen three compressor mounting bolts, remove belt, remove bolts and move A/C Compressor aside to provide access to the TVS.

7. Disconnect vacuum hoses from canister purge TVS and remove TVS (see appropriate Figure). Use TVS switch socket wrench J 26435-A, or equivalent 7/8" socket with a slot in the side.

8. New canister purge TVS Part Number 22536551 has the threads precoated with sealant. If the threads are not precoated, then coat with pipe sealant Part Number 1052080 or equivalent. Install using TVS switch socket wrench J 26435-A or equivalent.

9. Reinstall vacuum hoses to TVS as shown in Figure 3. Hose routings should be as shown in the applicable Figure (1, 2, or 4).

10. Reinstall air cleaner insuring all hose connections are made.

11. Reinstall A/C Compressor support brace. On the Toronado and the Cutlass coupes, reinstall A/C Compressor to mounting brackets, reinstall bolts and belt. Using a Belt Tension Gage, tension (used) belt to 400 N. (90 lb.) minimum. Torque mounting bolts to 50 N.m (38 lbs. ft.). Reconnect electrical connector to A/C Compressor.

12. Refill coolant, following the procedure and CAUTION listed on page 6B-6 of the 1984 Oldsmobile Cutlass, Delta 88, Custom Cruiser, Ninety-Eight, Toronado Chassis Service Manual.

13. Reconnect negative battery cable.

14. Install a Campaign Identification Label.

15. Remove fender covers and close hood.

CAMPAIGN IDENTIFICATION LABEL

Each label provides space to print the campaign number, and the five (5) digit dealer code of the dealer performing the campaign. Insert this information with a typewriter or ballpoint pen. When installing label, clean and dry the surface of the radiator support tie bar and apply the campaign label where it is readily visible.

PARTS INFORMATION

To ensure parts are obtained as soon as possible, order them from GM Service Parts Operations (GMSPO) on a C.I.O. order, with NO special instruction code, but order on an advise code (2). Use the following part number:

REIMBURSEMENT

Claims for customer reimbursement of reasonable charges for previously paid repairs to replace the Canister TVS, are to be submitted using Labor Operation T4650 and Trouble Code 96. Total reimbursement amount requested should be shown in the sublet column. Do NOT list parts or labor.

Claims must be supported by documentation that reasonably: (1) discloses the associated repair expenses incurred to replace the Canister TVS, (2) identifies the entity or person who performed the repairs, (3) identifies the date of such repairs, and (4) discloses the amount of unreimbursed repair expenses actually paid by the owner. Owners must provide original or certified receipts that are to be retained in the dealer files.

Zone authorization will NOT normally be required; however, if owners requesting reimbursement do not have proper documentation, or the dealer considers the owner's repair expense to be abnormally high, dealers should contact their zone personnel for a review of the owner's request.

When a customer submits a claim for prior replacement of the Canister TVS, dealers are to CONFIRM that TVS P/N 22536551 is in fact on the vehicle by performing the inspection operation called for in Step (2) of the SERVICE PROCEDURE section in this bulletin. If the Canister TVS is found to have a red or white top, the campaign part is to be installed. The appropriate Labor Operation may then be submitted. This last paragraph applies only if the vehicle is still available for inspection.

Use only ONE of the three V-ops listed below for each affected vehicle; use the reimbursement T-op if applicable (see REIMBURSEMENT instructions):
