The Administrator of the Environmental Protection Agency (EPA) has determined that certain 1981 LeMans/Grand LeMans, Grand Prix, Catalina/Bonneville and Firebird model vehicles equipped with 4.3L (RPO LS5, VIN Code S) V8 engines may be emitting pollutants in excess of Federal evaporative emission standards. These standards were established to protect the public health or welfare from the dangers of air pollution. This condition could cause a vehicle to fail an emission inspection test, if required under state or local law.
A staged purge control valve will be installed between the charcoal canister and the carburetor according to the instructions contained in this bulletin.
Involved are certain 1981 LeMans/Grand LeMans, Grand Prix, Catalina/Bonneville and Firebird model vehicles equipped with 4.3L V8 engines and produced within the following VIN breakpoints:

Involved vehicles have been identified by Vehicle Identification Number Computer Listings. Computer listings contain the complete Vehicle Identification Number, owner name and address data, and are furnished to the involved dealers with the campaign bulletin. Owner name and address data furnished will enable dealers to follow-up with owners involved in this campaign.
These listings may contain owner names and addresses obtained from State Motor Vehicle Registration Records. The use of such motor vehicle registration data for any other purpose is a violation of law in several states. Accordingly, you are urged to limit the use of this listing to the follow-up necessary to complete this campaign. Any dealer not receiving a computer listing with the campaign bulletin has no involved vehicles currently assigned.
Owners will be notified of this campaign on their vehicles by Pontiac Division (see copy of Owner Letter included with this bulletin).
Dealers are to service all vehicles subject to this campaign at no charge to owners, regardless of mileage, age of vehicle, or ownership from this time forward.
Whenever a vehicle subject to this campaign is taken into your new or used vehicle inventory, or it is in your dealership for service in the future, you should take the steps necessary to be sure the campaign correction has been made before reselling or releasing the vehicle.
If there is evidence of intentional disablement of the evaporative emission system, the dealer is to notify the vehicle owner of this condition and ask if he/she wants the system restored. The cost of such restoration will be the responsibility of the vehicle owner.
Parts required to complete this campaign are to be obtained from General Motors Service Parts Operation (GMSPO). To ensure that these parts are obtained as soon as possible, they should be ordered on a C.I.O. order with no special instruction code, but on advise code (2).

To ensure parts availability upon initial owner request for vehicle correction, dealers are encouraged to order parts, based on attached involved vehicle listings, upon receipt of this bulletin.
1. Disconnect canister purge hose from inboard port (labeled "CARB" on canister purge solenoid which is mounted above valve cover on right side of engine (see illustration).
2. Connect 1/4" vacuum hose supplied on purge valve kit (port labeled "TANK") to the now empty port on canister purge solenoid.
3. Locate manifold vacuum tree which extends from just below right-hand side of carburetor outboard towards right side valve cover.
4. Remove existing cap from outboard port of manifold vacuum tree and connect 7/32" vacuum hose supplied on purge valve kit (port labeled "CAN") to the now empty port on manifold vacuum tree.
5. Position purge valve kit so that "RP" logo faces up.
6. Shorten original canister purge hose (currently still connected to carburetor), as necessary, (approximately 2") and connect it to the vacuum signal port on purge control valve (only remaining open port).
7. Install Campaign Identification Label.
Each vehicle modified in accordance with the instructions outlined in this Product Campaign Bulletin will require a "Campaign Identification Label." Each label provides a space to include the campaign number, the five digit dealer code of the dealer performing the campaign service, and the date the vehicle was campaigned. This information may be inserted with a typewriter or ballpoint pen. Install the label only on a clean, dry surface of the radiator baffle where it is readily visible. (Additional campaign labels are available on stationery order as Form 7901-709).
A separate repair order must be used for each vehicle. A completed warranty claim is to be kept as a permanent record of completion.

* In addition, dealerships will receive 0.1 hours credit for dealer adminis- trative services associated with this campaign. The 0.1 hours allowance is to be entered in the "Other Labor Hours" field with each campaign repair listed for credit. This entry will not require authorization.
FAILURE CODE 96 MUST BE USED WITH THE LABOR OPERATION.
Dealers will be credited via Warranty Document or Terminal Transmission, whichever is their normal method of submission for payment. Claim must contain all information required and should list the labor operation as outlined.
Repairs submitted for vehicles not involved in the campaign will not be paid.
Campaign completion will be recorded from "PROPERLY COMPLETED AND PAID WARRANTY CLAIMS." Owners are being asked to present the owner reply card for identification to their dealer at the time they bring in their vehicle to have the campaign performed.

This condition could cause your vehicle to fail an emission inspection test, if required under state or local law. WHAT WE WILL DO
General Motors has agreed to voluntarily recall your vehicle to modify its evaporative emission control system. Specifically, a staged purge control valve will be installed between the charcoal canister and the carburetor.
WHAT YOU SHOULD DO
Please contact your Pontiac dealer as soon as possible to arrange a service date. Instructions for making this correction have been sent to your dealer. It is estimated that parts will be available on or about October 10, 1988. The labor time necessary to perform this service is approximately eighteen (18) minutes. Please ask your dealer if you wish to know how much additional time will be needed to schedule and process your vehicle.
Should your dealer find that your emission system has been intentionally disabled at the time this correction is performed, you will be asked if you wish the system to be restored so that it will function as designed. The cost of such restoration will be your responsibility.
Your Pontiac dealer is best equipped to obtain parts and provide service to ensure that your vehicle is corrected as promptly as possible. If, however, you take your vehicle to your dealer on the agreed service date and they do not remedy this condition on that date or within five (5) days, we recommend you contact the Customer Assistance Department, Pontiac Home Office, by calling 1-800-762-2737.
The enclosed owner reply card identifies your Pontiac vehicle. Presentation of this card to ycur dealer will assist in making the necessary correction in the shortest possible time.
