General Motors has determined that some 1990 Pontiac Grand Prix model vehicles equipped with the 2.3L engine and California emissions (RPO NB2) may have an I.D.I. (Integrated Direct Ignition) Coil Housing that may crack. This may cause the engine to miss and run rough. To prevent these conditions from occuring, dealers are to replace the I.D.I. Coil Housing on affected vehicles.
Involved are certain 1990 Pontiac Grand Prix model vehicles equipped with the 2.3L (RPO LD2) VIN Code D engine and California emissions (RPO NB2), within the following VIN breakpoints: Up To And Year Plant Beginning Including --------------------------------------------------- 1990 Fairfax LF218878 LF324363
Vehicles which Pontiac records indicate were previously repaired under warranty with I.D.I. Coil P/N 10475706 are not included in this campaign
All vehicles listed on the dealers Campaign printout will require inspection and/or correction as outlined in the Service Procedure Section in this bulletin. Verify any vehicles previously repaired with the correct Coil Housing (P/N 10475706) with a repair order. Label and retum these vehicles to the customer without further repair. If the customer initially absorbed the cost of replacing the cover, follow reimbursement procedure covered in this bulletin.
Should a question arise concerning the campaign involvement of a specific vehicle within the breakpoints listed above, dealers should access VISS (Vehicle Information Service System) for verification.
Involved vehicles have been identified by Vehicle Identification Number Computer Listings. Computer listings contain the complete Vehicle Identification Number, owner name and address data, and are furnished to involved dealers with the campaign bulletin. Owner name and address data furnished will enable dealers to follow-up with owner's involved in this campaign.
These listings may contain owner names and addresses obtained from State Motor Vehicle Registration Records. The use of such motor vehicle registration data for any other purpose is a violation of law in several states. Accordingly, you are urged to limit the use of this listing to the follow-up necessary to complete this campaign. Any dealer not receiving a computer listing with the campaign bulletin has no involved vehicles currently assigned.
Parts required to complete this campaign are to be obtained from General Motors Service Parts Operations (GMSPO). To ensure these parts will be obtained as soon as possible, they should be ordered from GMSPO on a "C.I.O" order with no special instruction code, but on an advise code (2). All Goodwrench parts system test dealers should order on a "VIP" order.

Owner's will be notffied of this campaign by Pontiac Division (see copy of Owner Letter included with this bulletin).
Dealer's are to service all vehicles subject to this campaign at no charge to owners, regardless of mileage, age of vehicle, or ownership, from this time forward.
Owners of vehicles recently sold from your new vehicle inventory with no owner information indicated on the dealer listing, are to be contacted by the dealer, and arrangements made to make the required correction according to the instructions contained in this bulletin. This could be done by mailing to such owner-s a copy of the owners letter accompanying this bulletin. Campaign follow-up cards should not be used for this purpose, since the owner may not as yet have received the notification letter.
California dealers are reminded that they must provide vehicle owners with a "Vehicle Emission Recall Proof Of Correction" certificate when performing the emission campaign so owner's can prove to the California Department of Motor Vehicles (DMV) that the emission campaign correction was performed. Failure to provide the owner with the certificate may cause a delay in the owner being able to renew their vehicle registration and may cause customer dissatisfaction.
Please confirm that service staff are currently trained in providing the certificate and that certificate pads are on hand.
In summary, whenever a vehicle subject to this campaign is taken into your new or used vehicle inventory, or it is in your dealership for service in the future, please take the steps necessary to be sure the campaign correction has been made before selling or releasing the vehicle.
If a vehicle subject to this campaign has been repaired for this condition and the repair order indicates that the new part number (10475706) has been installed, this procedure is not required. Proceed to step 13.
Inspection of I.D.I. Coil Housing ---------------------------------
1. Raise and support the hood.
2. View between cam carriers and note color of coil housing:
a. If coil housing is white, it is the correct part. Go to step 13.
b. If coil housing is black, the cover requires replacement with correct part (P/N 10475706). Go to step 3.
Replacement of I.D.I. Coil Housing ----------------------------------
3. Note owners preset radio stations and other memory functions.
4. Disconnect the negative battery cable.
5. Disconnect ignition module electrical connector.
6. Remove the I.D.I. assembly.
7. Remove I.D.I. coil housing bolts and housing.
8. Install new I.D.I. coil housing and bolts.
9. Install I.D.I. assembly.
10. Connect ignition control module electrical connections.
11. Connect negative battery cable.
12. Reset owners memory functions that were lost when negative battery cable was disconnected.
13. Install Campaign Identification Label.
14. California dealers must provide owner with a 'Vehicle Emission Recall Proof of Corrections' certificate.
Each label provides space to print the campaign number and the five digit dealer code of the dealership performing the campaign. Insert this information with a typewriter or a ball point pen. When installing label, clean and dry the surface of the radiator support tie bar and apply the campaign label where it is readily visible when the hood is raised. Be sure to apply the clear protective plastic cover over the label. Additional GM Campaign identification Labels (Item Number S-1015) are available at no cost from Vispac, Inc., 35000 Industrial Road, Livonia, MI 48150, 1-800-269-5100 (Monday - Friday 8:00 AM to 4:30 PM Est.).
A separate repair order must be used for each vehicle. A completed warranty claim is to be kept as a permanent record of completion.

FAILURE CODE 96 MUST BE USED WITH THE LABOR OPERATION.
Parts required are to be listed in your warranty claim in the normal manner. Parts will be credited at dealer net plus 30% dealer handling allowance.
Dealers will be credited via Warranty Document or Terminal Transmission, whichever is their normal method of submission for payment. Claim must contain all information required and should list the labor operation as outined.
Repairs submitted for vehicles not involved in the campaign will not be paid.
Campaign completion will be recorded from "PROPERLY COMPLETED AND PAID WARRANTY CLAIMS." Owners are being asked to present the owner reply card for identification to their dealer at the time they bring in their vehicle to have the campaign performed.
Customer may request reimbursement for prior replacement of the I.D.I. Coil Housing. Owners must submit original documentation which reasonably confirm the amount of unreimbursed repair expenses, a description of the repair, and the person or entity performing the repair. Reimbursement amounts of $1,000.00 or less can be processed by the dealer. If the amount exceeds $1,000.00 an Owner Reimbursement Form 7201-039 must be forwarded to and processed by the Zone Office.

To prevent these conditions from occuring on your vehicle, dealers will inspect the ignition coil housing, and if necessary, replace it at no charge to you.
Please contact your Pontiac dealer as soon as possible to arrange an appointment.
Instructions for making this correction have been sent to your dealer. Please ask your dealer if you desire an estimate of the total time needed to schedule, process and return your vehicle.
If your Pontiac Grand Prix previously had the ignition coil cover replaced for a misfire, and you paid for all or part of the repair, you may request reimbursement through your Pontiac Dealer. When doing so, you should present the amount of unreimbursed repair expense due to the replacement/repair of the parts listed above, the date of the repair, and the person or entity performing the repair. You should also have your dealer inspect your Pontiac to see if the campaign work still needs to be performed, regardless of prior repairs for the described condition.
Your Pontiac dealer is best equipped to obtain parts and provide service to ensure that your vehicle is corrected as promptly as possible. If, however, you take your vehicle to your dealer on the agreed service date, and they do not remedy this condition on that date, or within five (5) days, we recommend you contact the Pontiac Customer Assistance Center by calling: 1-800-762-2737.
After contacting your dealer and the Pontiac Customer Assistance Center, if you are still not satisfied that we have done our best to remedy this condition, without charge and within a reasonable time, you may wish to write the Environmental Protection Agency at the following address: Director, Manufacture's Operations Division (EN- 340F), United States Environmental Protection Agency, 401 M. Street, SW, Washington, DC 20460.
To ensure your full protection under the emission warranty made applicable to your vehicle by Federal Law, and your right to participate in future recalls, it is recommended that you have your vehicle serviced as soon as possible. Failure to do so could legally be determined to be lack of proper maintenance of your vehicle. Also, your vehicle may fail a state or local emission inspection test if the recall work is not accomplished.
The California Air Resources Board (CARB) requires vehicle emission recall campaigns be completed prior to California registration renewal. Uncorrected emission recall campaigns will result in your not being able to renew your California vehicle registration.
At the time of emission campaign completion, your California dealer will issue a 'Campaign Certification Of Completion'. Keep this certificate and, required, present to the Department of Motor Vehicles when renewing your California registration as proof of campaign completion.
Should your dealer find that your emission system has been intentionally disabled, you will be asked if you wish the system to be restored so that ft will function as designed. The cost of such restoration will be your responsibility.
The enclosed Campaign Owner Reply Card identifies your vehicle. Presentation of this card to your dealer will assist in making the necessary inspection/correction in the shortest possible time. If you have sold or traded your vehicle, please let us know by completing the postage-paid Owner Reply Card and returning it to us.
