The ignition switch is incorrectly set.
  1. Adjust the switch as needed.
  2. Replace the components as needed.

The linkage is maladjusted.
  1. Adjust the linkage as needed.
  2. Replace the components as needed. Refer to Range Selector Lever Cable Replacement .

The lock cylinder is damaged.

Replace the lock cylinder as needed.
