The pivot pins are bound up.

1. Clean the pivot pins.
2. Inspect the components.
3. Replace the components as needed. Refer to Steering Column Trim Covers - Disassemble - Off Vehicle .

The turn signal switch wires are too tight.

1. Inspect the switch and the wires for correct installation.
2. Replace the components. Refer to the appropriate procedure:

•	Turn Signal and Multifunction Switch Assembly - Assemble - Off Vehicle

•	Steering Column Trim Covers - Disassemble - Off Vehicle

The tilt spring is broken or weak.

1. Inspect the tilt spring.
2. Service the tilt spring as needed. Refer to Tilt Spring - Assemble - Off Vehicle .
