CAMPAIGN: STAGED PURGE VALVE

Models: 1981 LeMans, Firebird, Century and Regal equipped with 4.3L (RPO LS5, VIN Code S) V-8 Engine

TO: ALL GENERAL MOTORS DEALERS

General Motors of Canada has determined that certain 1981 LeMans, Firebird, Century and Regals equipped with 4.3L (RPO LS5, VIN Code S) V-8 engines may be emitting pollutants in excess of Federal evaporative emission standards.

To prevent the possibility of this condition occurring, a staged purge control valve will be installed between the charcoal canister and the carburetor according to the instructions contained in this bulletin.

VEHICLES INVOLVED:

All affected vehicles have been identified by the VIN listing provided to involved Dealers with this bulletin. Any Dealer not receiving a listing was not shipped any of the affected vehicles.

DEALER CAMPAIGN RESPONSIBILITY:

Dealers are to service all vehicles subject to this campaign at no charge to owners, regardless of mileage, age of vehicle, or ownership, from this time forward.

Whenever a vehicle subject to this campaign is taken into your new or used vehicle inventory, or it is in your Dealership for service in the future, you should take the steps necessary to be sure the campaign correction has been made before reselling or releasing the vehicle.

Owners of vehicles recently sold from your new vehicle inventory are to be contacted by the Dealer, and arrangements made to make the required modification according to instructions contained in this bulletin.

CAMPAIGN PROCEDURE:

Refer to Section 4 of the Service Policies and Procedures Manual for the detailed procedure on handling Product Campaigns. Dealers are requested to complete the campaign on all transfers as soon as possible.

OWNER NOTIFICATION:

All owners of record at the time of campaign release are shown on the attached computer listing and have been notified by first class mail from General Motors. The listings provided are for campaign activity only and should not be used for any other purpose.

PARTS INFORMATION:

NOTICE: Kit P/N 17089078 consists of the following:

(1) Tank Pressure Control Valve (1) 1-1/2" length 1/4' I.D. Hose (connected to "TANK" port) (1) 1-1/4" length 1/4" I.D. Hose (connected to "CAN" port) (1) 1/4" to 7/32" reducer (connected to 1/4" "CAN" hose) (1) 6-1/4" length 7/32" I.D. Hose (connected to reducer) (1) 1-1/8" length 5/32" Hose (connected to vacuum signal port) (1) 5/32" to 7/32" reducer (connected to 5/32" signal hose)

PARTS AND LABOUR CLAIM INFORMATION:

Credit for the campaign work performed will be paid upon receipt of a properly completed campaign claim card, RAPID terminal or DCS transmission in accordance with the following:

Time allowance includes 0.1 hour for Dealer administrative detail associated with this campaign. Parts credit will be based on Dealer net plus 30% to cover parts handling.

SERVICE PROCEDURE:

1. Disconnect canister purge hose from inboard port (labeled "CARB") on canister purge solenoid which is mounted above valve cover on right side of engine (see illustration).

2. Connect 1/4" vacuum hose supplied on purge valve kit (port labeled "TANK") to the now empty port on canister purge solenoid.

3. Locate manifold vacuum tree which extends from just below right hand side of carburetor outboard towards right side valve cover.

4. Remove existing cap from outboard port of manifold vacuum tree and connect 7/32" vacuum hose supplied on purge valve kit (port labeled "CAN") to the now empty port on manifold vacuum tree.

5. Position purge valve kit so that "RP" logo faces up.

6. Shorten original canister purge hose (currently still connected to carburetor) as necessary (approximately 2") and connect it to the vacuum signal port on purge control valve (only remaining open port).

INSTALLATION OF CAMPAIGN IDENTIFICATION LABEL

Clean surface of radiator upper mounting panel and apply a Campaign Identification Label. Make sure the correct campaign number is inserted on the label. This will indicate that the campaign has been completed.

General Motors of Canada has determined that certain 1981 Century, Regal, Firebird and LeMans model vehicles equipped with 4.3L V8 engines may be emitting pollutants in excess of Federal evaporative emission standards.

To prevent the possibility of this condition occurring, a staged purge control valve will be installed between the charcoal canister and the carburetor.

Please contact your General Motors Dealer as soon as possible to arrange a service date. Instructions for making this correction have been sent to your Dealer. The labour time necessary to perform this service is approximately eighteen (18) minutes. Please ask your Dealer if you wish to know how much additional time will be needed to schedule and process your vehicle.

Should your Dealer find that your emission system has been intentionally disabled at the time this correction is performed, you will be asked if you wish the system to be restored so that it will function as designed. The cost of such restoration will be your responsibility.

This letter identifies your vehicle. Presentation of this letter to your Dealer will assist their Service personnel in completing the necessary correction to your vehicle in the shortest possible time.

Further assistance, if required, may be obtained from the General Motors Zone Office nearest you. Your vehicle Owner's Manual provides the location and phone number of each respective Zone Office.
