A FAILURE TO ADEQUATELY REPAIR WITHIN 60 DAYS AFTER TENDER OF A VEHICLE IS PRIMA FACIE EVIDENCE OF FAILURE TO REPAIR WITHIN A REASONABLE TIME. IF THE CONDITION IS NOT ADEQUATELY REPAIRED WITHIN A REASONABLE TIME, THE OWNER MAY BE ENTITLED TO AN IDENTICAL OR REASONABLY EQUIVALENT VEHICLE AT NO CHARGE, OR TO A REFUND OF THE PURCHASE PRICE LESS A REASONABLE ALLOWANCE FOR DEPRECIATION.
TO AVOID HAVING TO PROVIDE THESE BURDENSOME SOLUTIONS, EVERY EFFORT MUST BE MADE TO PROMPTLY SCHEDULE AN APPOINTMENT WITH EACH OWNER AND TO REPAIR HIS VEHICLE AS SOON AS POSSIBLE. DEFECT INVOLVED
GENERAL MOTORS HAS DETERMINED THAT A DEFECT WHICH RELATES TO MOTOR VEHICLE SAFETY EXISTS IN SOME EARLY PRODUCTION 1980 PHOENIX EQUIPPED WITH MANUAL TRANSMISSION. UNDER CERTAIN VEHICLE OPERATING CONDITIONS, THE REAR BRAKES COULD LOCK UP PREMATURELY DURING HIGH DECELERATION BRAKING. THIS COULD RESULT IN LOSS OF VEHICLE CONTROL AND A VEHICLE CRASH COULD OCCUR WITHOUT PRIOR WARNING.

TO REDUCE THE POSSIBILITY OF THIS OCCURRING ON VEHICLES INVOLVED, DEALERS ARE TO INSTALL NEW BRAKE SYSTEM PROPORTIONER VALVES. SOME VEHICLES MAY HAVE HAD THESE VALVES ALREADY INSTALLED, THEREFORE, AN INSPECTION WILL BE REQUIRED TO DETERMINE IF REPLACEMENT IS TO BE DONE (SEE FIGURE 1).
DEALERS ARE TO PERFORM THIS RECALL CAMPAIGN AT NO CHARGE TO THE OWNER ON AFFECTED VEHICLES, REGARDLESS OF TIME, MILEAGE, OR OWNERSHIP, AND ARE TO CORRECT ALL AFFECTED VEHICLES IN DEALER NEW AND USED CAR INVENTORY PRIOR TO THEIR SALE.
WHENEVER A VEHICLE SUBJECT TO THIS CAMPAIGN IS TAKEN INTO YOUR NEW OR USED CAR INVENTORY IN THE FUTURE, YOU SHOULD TAKE THE STEPS NECESSARY TO BE SURE THE CAMPAIGN CORRECTION HAS BEEN MADE BEFORE RESELLING THE VEHICLE.

OWNERS OF VEHICLES INVOLVED IN THIS CAMPAIGN WILL BE NOTIFIED BY PONTIAC MOTOR DIVISION (SEE COPY OF OWNER LETTER INCLUDED WITH THIS BULLETIN).
INVOLVED VEHICLES HAVE BEEN IDENTIFIED BY VEHICLE IDENTIFICATION NUMBER COMPUTER LISTINGS. COMPUTER LISTINGS CONTAIN THE COMPLETE VEHICLE IDENTIFICATION NUMBER, OWNER NAME AND ADDRESS DATA, AND ARE FURNISHED TO THE INVOLVED DEALERS WITH THE CAMPAIGN BULLETIN. OWNER NAME AND ADDRESS DATA FURNISHED WILL ENABLE DEALERS TO FOLLOW UP WITH OWNERS INVOLVED IN THIS CAMPAIGN.
THE COMPUTER LISTINGS MAY CONTAIN OWNER NAMES AND ADDRESSES OBTAINED FROM STATE MOTOR VEHICLE REGISTRATION RECORDS. THE USE OF SUCH MOTOR VEHICLE REGISTRATION DATA FOR ANY OTHER PURPOSE IS A VIOLATION OF LAW IN SEVERAL STATES. ACCORDINGLY, YOU ARE URGED TO LIMIT THE USE OF THIS LISTING TO THE FOLLOW-UP NECESSARY TO COMPLETE THIS CAMPAIGN. SERVICE PROCEDURE
1. OPEN VEHICLE HOOD AND INSPECT THE BRAKE PROPORTIONER VALVES. REFER TO FIGURE 1.
2. IF VALVES ARE DESIGN 2 (ALUMINUM), NO FURTHER ACTION IS REQUIRED EXCEPT TO INSTALL CAMPAIGN IDENTIFICATION LABEL, STEP 6.
3. IF VALVES ARE DESIGN 1 (STEEL), BOTH VALVES ARE TO BE REPLACED WITH VALVE KITS NO. 18006626 AND 18006627. PLACE MATERIAL UNDER CONNECTIONS TO PROTECT UNDERHOOD PARTS FROM THE BRAKE FLUID. REFER TO FIGURE 2 AND RE- PLACEMENT PROCEDURE.
4. BLEED BRAKE SYSTEM AS FOLLOWS: A. IF THE CAR IS EQUIPPED WITH POWER BRAKES, REMOVE THE VACUUM RESERVE BY APPLYING THE BRAKES SEVERAL TIMES. B. FILL THE MASTER CYLINDER RESERVIORS WITH BRAKE FLUID AND KEEP AT LEAST ONE-HALF FULL OF FLUID DURING THE BLEEDING OPERATION. C. FIRMLY DEPRESS THE BRAKE PEDAL SLOWLY AND HOLD. D. LOOSEN RIGHT REAR BRAKE PIPE TUBE NUT AT PROPORTIONER VALVE TO PURGE AIR. REFER TO FIGURE 3. TIGHTEN NUT AND THEN SLOWLY RELEASE BRAKE PEDAL. WAIT 15 SECONDS. E. REPEAT STEP D AT EACH BRAKE PIPE TUBE NUT IN THE FOLLOWING SEQUENCE: - LEFT REAR TUBE NUT TO PROPORTIONER - LEFT FRONT TUBE NUT TO MASTER CYLINDER - RIGHT FRONT TUBE NUT TO MASTER CYLINDER
F. REPEAT BLEED PROCEDURE, STEPS B THROUGH E UNTIL ALL AIR IS REMOVED. G. CHECK THE BRAKE PEDAL FOR "SPONGINESS" AND BRAKE WARNING LIGHT FOR INDICATION OF UNBALANCED PRESSURE. REPEAT BLEEDING OPERATION TO CORRECT. DO NOT MOVE CAR UNTIL A FIRM BRAKE PEDAL IS OBTAINED. 5. FILL MASTER CYLINDER.
6. INSTALL CAMPAIGN IDENTIFICATION LABEL. EACH VEHICLE MODIFIED IN ACCORDANCE WITH THE INSTRUCTIONS OUTLINED IN THIS SERVICE PROCEDURE WILL REQUIRE A CAMPAIGN IDENTIFICATION LABEL. EACH LABEL PROVIDES A SPACE TO INCLUDE THE CAMPAIGN NUMBER, THE FIVE (5) DIGIT DEALER CODE OF THE DEALER PERFORMING THE CAMPAIGN SERVICE, AND THE DATE VEHICLE WAS CAMPAIGNED. THIS INFORMATION MAY BE INSERTED WITH A TYPEWRITER OR BALLPOINT PEN. WHEN INSTALLING LABEL, CLEAN THE SURFACE OF THE RADIATOR UPPER MOUNTING PANEL IN THE AREA OF EMISSION LABEL AND APPLY THE CAMPAIGN LABEL.

TO INSURE THIS PART WILL BE OBTAINED AS SOON AS POSSIBLE, IT SHOULD BE ORDERED FROM GM PARTS (WDDGM) ON A CIO ORDER WITH NO SPECIAL INSTRUCTION CODE, BUT ORDER ON AN ADVISE CODE (2).
DISPOSITION OF REPLACED PARTS
REPLACED PARTS MUST BE TAGGED WITH A PROPERLY COMPLETED TAG (FORM 728) AND SHOULD BEAR THE NOTATION 80-C-19 AND BE HELD FOR ZONE DISPOSITION.
