GENERAL MOTORS HAS DETERMINED THAT A DEFECT WHICH RELATES TO MOTOR VEHICLE SAFETY EXISTS ON SOME 1980 PHOENIX MODELS. THE CLUTCH CABLE ON SOME 1980 PHOENIX MODELS EQUIPPED WITH A MANUAL 4-SPEED TRANSMISSION MAY RUB AGAINST THE MASTER CYLINDER BRAKE PIPE WHEN THE CLUTCH PEDAL IS OPERATED. OVER AN EXTENDED PERIOD OF OPERATION, THE INSULATION ON THE CLUTCH CABLE COULD WEAR THROUGH RESULTING IN A METAL-TO-METAL CONTACT. ALSO, THE BRAKE PIPE CLEARANCE TO THE TRANSMISSION CASE, ENGINE COMPARTMENT SIDE FLANGE AND TRANSMISSION SELECTOR LEVERS MAY BE INADEQUATE. SHOULD THIS CONDITION EXIST, IT COULD EVENTUALLY RESULT IN THE FAILURE OF THE BRAKE PIPE CAUSING LOSS OF BRAKE FLUID AND THE CONSEQUENT PARTIAL LOSS OF BRAKING ACTION.
BECAUSE THESE VEHICLES ARE EQUIPPED WITH A DUAL BRAKING SYSTEM, A PART OF THE SYSTEM WILL REMAIN FUNCTIONAL, ALLOWING THE VEHICLE TO BE STOPPED BUT OVER A GREATER DISTANCE. SHOULD A PARTIAL LOSS OF BRAKING ACTION OCCUR WHILE THE VEHICLE IS IN MOTION AT A TIME WHEN MINIMUM STOPPING DISTANCES ARE REQUIRED, A VEHICLE CRASH COULD OCCUR WITHOUT PRIOR WARNING.

DEALER ACTION
DEALERS ARE TO STRAP THE CLUTCH CABLE TO THE HOOD RELEASE CABLE AND CHECK THE CLEARANCE BETWEEN THE BRAKE PIPE AND TRANSMISSION CABLE AND/OR ENGINE COMPARTMENT SIDE FLANGE OF ALL VEHICLES LISTED ON THE PRINTOUT FURNISHED.
SERVICE PROCEDURE
1. RAISE HOOD AND INSTALL PROTECTIVE FENDER COVERS.
2. INSPECT BRAKE PIPE CLEARANCE TO CLUTCH CONTROL CABLE, TRANSMISSION CASE, ENGINE COMPARTMENT SIDE FLANGE, AND TRANSMISSION SELECTOR LEVERS. TRANSMISSION SELECTOR LEVERS SHOULD BE IN 4TH GEAR POSITION WHEN MAKING THIS INSPECTION. REFORM BRAKE PIPE AS NECESSARY TO PROVIDE A MINIMUM OF 1/2" (13 MM) CLEARANCE IN THESE AREAS (FIGURE 1).
3. USING THE PLASTIC TIE STRAPS, TWO (2) FURNISHED, STRAP THE CLUTCH CABLE TO THE HOOD RELEASE CABLE IN THE LEFT FRONT SHOCK TOWER AREA APPROXIMATLY 2 INCHES APART AS SHOWN IN FIGURE 2.
4. CLEAN THE SURFACE OF THE UPPER RADIATOR SUPPORT TIE BAR WHERE IT IS VISIBLE WHEN THE VEHICLE IS BROUGHT IN FOR PERIODIC SERVICING BY THE OWNER. WHEN SURFACE IS CLEAN AND DRY, APPLY "CAMPAIGN IDENTIFICATION LABEL 80-C-7".
5. REMOVE FENDER COVERS, CLOSE HOOD, AND RETURN CAR TO STOCK.
ENCLOSED WITH YOUR CERTIFIED MAIL COPY OF THIS LETTER ARE THE FOLLOWING:
A LIST OF THOSE VEHICLES INVOLVED, WHICH OUR RECORDS INDICATE ARE IN YOUR GEOGRAPHICAL AREA, IS ATTACHED FOR YOUR FOLLOW-UP. TWO (2) PLASTIC TIE STRAPS (PART NUMBER 9422033) WILL BE MAILED TO DEALERS NO-CHARGE FOR EACH VEHICLE LISTED ON YOUR VIN LIST. THE PLASTIC TIE STRAPS WILL BE ENCLOSED WITH THE CERTIFIED MAIL COPY OF THIS LETTER.
RECORDING COMPLETION
CAMPAIGN COMPLETION WILL BE RECORDED FROM PROPERLY COMPLETED AND PAID WARRANTY CLAIMS.
