CAMPAIGN: 1980 PHOENIX CALIFORNIA C-4 SYSTEM

GENERAL MOTORS HAS DETERMINED THAT A LEAN MIXTURE CONDITION MAY AFFECT ENGINE OPERATION ON CERTAIN EARLY PRODUCTION 1980 PHOENIX CALIFORNIA MODELS. THESE VEHICLES MAY DISPLAY AN ENGINE SAG ON LIGHT THROTTLE APPLICATION.

TO IMPROVE LIGHT THROTTLE OPERATION, DEALERS ARE TO INSTALL A PLATE OVER THE HOT IDLE COMPENSAOTR SUPPORT, WHERE APPLICABLE, AND PLACE A VACUUM DELAY VALVE INTO THE EXHAUST GAS RECIRCULATION SIGNAL LINE.

VEHICLES INVOLVED

ALL 1980 PHOENIX MODELS EQUIPPED WITH L4 ENGINE, AUTOMATIC TRANSMISSION, AND CALIFORNIA EQUIPEMNT (UPC CODE NB2) WITHIN THE FOLLOWING PARAMETERS:

OWNER NOTIFICATION

NO OWNER NOTIFICATION WILL BE REQUIRED SINCE ALL INVOLVED VEHICLES ARE IN DEALER STOCK.

DEALER MODIFICATION RESPONSIBILITY

ALL INVOLVED VEHICLES ARE NOT TO BE SOLD BY THE DEALER UNTIL MODIFICATION HAS BEEN COMPLETED.

DEALER ACTION

DEALERS ARE TO INSTALL THE FURNISHED DELAY VALVE ASSEMBLY AND, WHEN APPLICABLE, THE FURNISHED HOT IDLE COMPENSATOR PLATE AND GASKET. A NEW EMISSION LABEL FOR EACH VEHICLE ON YOUR V.I.N. LIST MUST BE INSTALLED AS DIRECTED IN THE SERVICE BULLETIN. THIS MODIFICATION ON MANY OF THE VEHICLES THAT APPEAR ON YOUR VIN LIST MAY HAVE ALREADY BEEN COMPLETED BY YOUR DEALERSHIP IN ACCORDANCE WITH THE PRELIMINARY COPY OF THIS BULLETIN ISSUED IN APRIL, 1979.

SERVICE PROCEDURE

1. OPEN HOOD AND INSTALL PROTECTIVE FENDER COVER.

2. REMOVE THE AIR CLEANER.

3. ON A/C VEHICLES, REMOVE (2) ATTACHING SCREWS AND REMOVE THE ORIGINAL HOT IDLE COMPENSTOAR (HIC) AND GASKET (FIGURE 1).

4. INSTALL THE NEW GASKET AND HOT IDLE COMPENSATOR PLATE PROVIDED IN THE PACKAGE.

5. ON BOTH A/C AND NON A/C VEHICLES, DISCONNECT VACUUM HOSE AT EXHAUST GAS RECIRCULATION VALVE (EGR).

6. INSTALL THE DELAY VACUUM VALVE SUPPLIED BETWEEN THE EGR VALVE AND THE REMOVED VACUUM HOSE. VALVE MUST BE INSTALLED WITH THE BLUE END TOWARD VACUUM SOURCE (AWAY FORM EGR VALVE) (FIGURE 2)

7. CHECK AND ADJUST AS NECESSARY CARBURETOR IDLE SPEED AND SOLENOID IDLE SPEED PER INSTRUCTIONS AND SPECIFICATIONS ON UNDERHOOD VEHICLE EMISSION CONTROL INFORMATION LABEL.

8. INSTALL THE AIR CLEANER.

9. CLEAN THE OLD EMISSION LABEL WITH SOAPY WATER AND WIPE DRY.

ON A/C VEHICLES, NEW EMISSION LABEL #10011537 P6 PROVIDED SHOULD BE APPLIED OVER EMISSION LABEL NO 10009952 FH.

ON NON A/C VEHICLES, NEW EMISSION LABEL NO 10011538 P7 PROVIDED SHOULD BE APPLIED OVER OLD EMISSION LABEL NO 10009953 F.

THE NEW EMISSION LABELS P6 OR P7 PROVIDED ARE SPECIFIC TO INVOLVED VEHICLES ONLY.

10. REMOVE PROTECTIVE FENDER COVER AND CLOSE HOOD.

ENCLOSED WITH YOUR COPY OF THIS LETTER ARE THE FOLLOWING:

A LIST OF THOSE VEHICLES INVOLVED WHICH OUR RECORDS INDICATE HAVE BEEN SHIPPED TO YOUR DEALERSHIP IS ATTACHED. ADVISE THE ZONE IF ANY OF THE VEHICLES APPEARING ON THE ATTACHED LIST ARE NOT IN YOUR AREA. ANY DEALER NOT RECEIVING A COMPUTER LISTING WAS NOT SHIPPED ANY INVOLVED VEHICLES.

IF A VEHICLE HAS BEEN TRANSFERRED TO ANOTHER LOCATION, PLEASE FORWRAD DETAILS OF THE TRANSFER TO YOUR PONTIAC ZONE OFFICE.

PARTS INFORMATION

THE PART KITS NECESSARY FOR COMPLETION OF THIS MODIFICATION HAVE BEEN FORWARDED TO PONTIAC ZONE OFFICES. DEALERS ARE TO OBTAIN PARTS, NO CHARGE, AS REQUIRED FROM THEIR ZONE OFFICE.

PART KIT CONTENTS ARE DELAY VALVE ASSEMBLY, HOT IDLE COMPENSATOR PLATE AND GASKET. THE HOT IDLE COMPENSATOR PLATE AND GASKET ARE USED ON VEHICLES WITH A/C ONLY. EMISSION LABELS ARE EITHER 10011537 P6, A/C VEHICLES, OR 10011538 P7, NON A/C VEHICLES. RECORDING COMPLETION

MODIFICATION COMPLETION WILL BE RECORDED FROM PROPERLY COMPLETED AND PAID WARRANTY CLAIMS.

DEALERS SHOULD STILL SUBMIT WARRANTY CLAIMS FOR CREDIT IN THEIR NORMAL MANNER AS FOLLOWS:

NOTICE: A COMPLETED WARRANTY CLAIM IS TO BE KEPT AS A PERMANENT RECORD OF COMPLETION.

WARRANTY CREDIT

A SEPARATE REPAIR ORDER MUST BE USED FOR EACH VIN.

THE NEW LABOR OPERATION LISTED BELOW IS ASSIGNED SPECIFICALLY FOR THIS MODIFICATION.

TROUBLE CODE 96 MUST BE USED WITH THE LABOR OPERATION.

PARTS

THE NECESSARY PARTS WILL BE FURNISHED TO DEALERS NO-CHARGE; THEREFORE, PART NUMBERS ARE NOT TO BE LISTED ON THE WARRANTY CLAIM. LIST ONLY THE APPLICABLE AMOUNT SHOWN BELOW UNDER THE NET ITEM COLUMN.

THIS REPRESENTS 30% OF THE DEALER PRICE OF THE FURNISHED SERVICE PARTS.

CREDITING DEALERS WILL BE CREDITED VIA WARRANTY DOCUMENT OR TERMINAL TRANSMISSION, WHICHEVER IS THEIR NORMAL METHOD OF SUBMISSION FOR PAYMENT. CLAIMS SHOULD BE CLAIM TYPE 01, CONTAINING ALL INFORMATION REQUIRED FOR A REGULAR CLAIM, AND SHOULD LIST THE LABOR OPERATION AS OUTLINED ABOVE.

REPAIRS SUBMITTED FOR VEHICLES NOT INVOLVED IN THE MODIFICATION WILL NOT BE PAID.
